On October 24, the Provincial People's Council's Supervisory Delegation had a working session with the People's Committee of Do Luong district under the thematic supervision program on the implementation of the Provincial People's Council's resolutions on land recovery and change of land use purposes according to the provisions of the Land Law to implement works and projects in Nghe An.
Comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council as Head of the monitoring delegation. The delegation included representatives of the Vietnam Fatherland Front of Nghe An province; representatives of a number of provincial departments and branches.

Implemented 201 projects with an area of 517.05 hectares
Every year, on the basis of the district-level land use plan approved by the Provincial People's Committee, the District People's Committee issues a notice announcing the district-level land use plan as a basis for implementation.
During the period from 2018 to 2021, the District People's Committee issued 69 documents related to the implementation of resolutions of the Provincial People's Council on land recovery and change of land use purposes according to the provisions of the Land Law.
According to the Land Use Plan until 2021 approved by the Provincial People's Committee, it is 8,884.45 hectares, of which the target for protective forest land is 1,015.47 hectares.

In the period of 2016 - 2021, the Provincial People's Council approved 362 projects on a total recovered area of 1,346.76 hectares. The People's Committee of Do Luong district implemented 201 projects with an area of 517.05 hectares, reaching 55.52% in terms of number of works and projects and 38.39% in terms of area; there are 46 works and projects that have not been implemented for more than 3 years, have been partially canceled and proposed to be canceled due to non-implementation; there are 138 works and projects in the process of implementation with an area of 276.93 hectares.
The total number of projects and works to change the purpose of using rice fields, protective forests, and special-use forests approved by the Provincial People's Council in the period of 2016 - 2021 is 266 projects with a total area of 381.56 hectares; 143 projects and works have been implemented with an area of 517.05 hectares, reaching 53.76% of works and 57.44% of area; 28 projects and works have not been implemented for more than 3 years, have been partially canceled, and have been proposed to be canceled due to non-implementation; 103 projects and works are in the process of implementation with an area of 116.83 hectares.

Implementation of the resolutions of the Provincial People's Council on land recovery and change of land use purposes according to the provisions of the Land Law to carry out works and projects in the district has been basically carried out promptly, in accordance with procedures, ensuring regulations, contributing to promoting socio-economic development, shifting the economic structure of the province in general and the district in particular towards increasing the proportion of industry and services and reducing the proportion of agriculture, increasing budget revenue, creating jobs for workers.
Although all levels and sectors have implemented the project resolutely, there are still some projects approved by the Provincial People's Council that must be canceled or postponed to next year.

Working with the Provincial People's Council's Supervisory Delegation, Do Luong district made a proposal to the Provincial People's Committee to consider: Allocating budget capital and funds promptly and adequately to implement works and projects according to the approved plan; Adjusting the level of support for career conversion and job creation up to 3 times to facilitate compensation and support for site clearance; Allocating funds to support the preparation of annual land use plans and plans for the district level.
Focused investment
Through direct surveys at a number of works and projects being implemented in Do Luong district, members of the Provincial People's Council's Supervisory Delegation highly appreciated the infrastructure construction work and land conversion projects. At the same time, members of the supervisory delegation frankly raised a number of contents requesting the Do Luong District People's Committee to inform and clarify such as: The level of infrastructure investment in land use rights auction areas; Auction implementation and funding sources from land use rights auctions; Ongoing projects related to power grid corridors, traffic corridors and irrigation works;...

The members of the monitoring delegation also had many opinions on: The occupancy rate of land use rights auction areas in the past; The annual public investment plan and the budget allocation rate for project implementation; Clarifying the area of converted rice land; The actual needs of the locality when the projects are canceled and recovered, mainly welfare projects such as cultural houses, drainage ditches, schools, etc.; Solutions for canceled projects such as the resettlement project on N5 road.

Acknowledging the local recommendations, Standing Vice Chairman of the Provincial People's Council Nguyen Nam Dinh emphasized that the Resolutions of the Provincial People's Council on land recovery and conversion for construction of works and projects are implemented on the principle of ensuring livelihoods, creating jobs and stabilizing people's lives.
The Standing Vice Chairman of the Provincial People's Council suggested that Do Luong district should strengthen the inspection and supervision of residential projects and land use rights auction areas. In addition, the district should pay attention to investing in land databases and coordinating with investors and project owners in the area; socio-political organizations should participate more in the land sector; Pay attention to investing in key areas, avoiding spreading and causing waste.
