Provincial People's Council surveys 4 slow-progressing projects in Vinh city

Implementing the thematic monitoring plan on suspended projects, projects behind schedule and projects using land for the wrong purpose in Nghe An province, on the morning of April 1, the Provincial People's Council conducted a direct survey of 4 projects in Vinh city. The Provincial People's Council's monitoring delegation was led by Comrade Nguyen Nam Dinh - Member of the Provincial Party Committee Standing Committee, Permanent Vice Chairman of the Provincial People's Council.

Also participating in the monitoring delegation were comrade Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the Provincial National Assembly Delegation; leaders of the Department of Planning and Investment, Department of Construction, Provincial Inspectorate and Vinh City.

ProjectNghe An Petroleum Urban Area in Vinh Tan Ward (Vinh City) is invested by Nghe An Petroleum Investment and Trading Joint Stock Company (now a joint venture of investors Nghe An Petroleum Investment and Trading Joint Stock Company and Hanviland Joint Stock Company); the Provincial People's Committee approved the detailed construction planning at a scale of 1/500 in November 2010.

In 2016, the project was on the list inspected by the provincial interdisciplinary team and given an extension to complete the project until July 30, 2018. However, up to this point, the project is still an empty lot and has not been implemented.

For the project of restaurant area, resort villas, housing for officials, workers and upgrading the production line for building and repairing wooden boats in Trung Do ward, invested by Hai Chau Shipbuilding Company Limited; the Provincial People's Committee approved the detailed planning at a scale of 1/500 in November 2011.

This project has been inspected by the Provincial People's Committee and granted an extension to complete the project until March 16, 2019. Currently, the project has built a number of items such as a restaurant, a number of villas and a shipbuilding and repair line...

Regarding the project of Commercial Service Area, Office for Lease, High-rise Apartment Building in Hung Dung Ward (located on Lenin Avenue) invested by Vietnam - Laos Economic Cooperation Corporation; the Provincial People's Committee approved the detailed construction planning at a scale of 1/500 and granted the Land Use Right Certificate in 2010 with a total assigned area of ​​4,056 m2.

In 2018, the Provincial People's Committee allowed this project to transfer land use rights to An Binh Commercial Joint Stock Bank, Nghe An branch with 1,500 m2. And from 1,500 m2 of An Binh Commercial Joint Stock Bank, Nghe An branch continued to transfer land to Hoa Sen Joint Stock Company. That means currently, on the initial area of ​​more than 4,056 m2 of 1 project with 1 investor, there are now 3 projects of 3 investors.

This project has also been inspected three times by the Provincial People's Committee's interdisciplinary delegation in 2013, 2016 and 2021. Currently, the project has been partially implemented and the unbuilt area is more than 2,606 m2.

Project of Office and Product Introduction Center in Nghi Phu commune (located on Xo Viet - Nghe Tinh street, invested by Hieu Thanh Loc Company Limited; approved by the Provincial People's Committee for detailed construction planning 1/500 in 2008.

The project was inspected by the interdisciplinary delegation of the Provincial People's Committee 3 times and was extended 3 times; the first extension was until March 16, 2019; the second extension was until January 30, 2020 and the third extension was until January 18, 2022. However, up to this point, the project has only built a few concrete piles.
