Nghe An Provincial People's Council works with departments and branches on handling suspended and delayed projects.

Attending the meeting were members of the Provincial Party Executive Committee: Nguyen Nhu Khoi - Vice Chairman of the Provincial People's Council and Thai Thi An Chung - Deputy Head of the Provincial National Assembly Delegation; representatives of the Provincial Fatherland Front Committee, the Department of Planning and Investment, the Department of Construction, the Department of Natural Resources and Environment, the Provincial Inspectorate, and the Management Board of the Southeast Economic Zone.

91 investment projects terminated

Reports from departments and branches at the meeting showed that in the 2016-2021 period, Nghe An attracted a total of 739projectwith total registered investment capital of more than 107 trillion VND and land use area of ​​about 48,500 hectares.

The results of attracting, implementing and putting into operation investment projects, especially large-scale projects, have created development momentum, contributed to economic restructuring, created jobs and made important contributions to the province's budget revenue.

Along with creating conditions, supporting and accompanying investors in implementing projects, the Provincial People's Committee has also directed departments and branches to coordinate with localities to review and inspect the progress of project implementation.

From 2016 to 2019, the Provincial People's Committee issued 5 decisions to establish interdisciplinary inspection teams for projects in the province. The total number of inspections was 489 projects; the total number of inspected projects was 391, of which 258 projects had been allocated land, leased land and 133 projects had not been allocated land, leased land.

Based on the inspection, the Provincial People's Committee issued a decision to terminate the entire project, reclaim land, and terminate the validity of related legal documents for 91 projects; extend the progress of 168 projects; and allow 30 projects to continue on schedule.

There are 80 projects that have been temporarily suspended to review related planning; or temporarily suspended to handle environmental issues, handle public assets; or assigned to departments, branches, and localities to inspect, handle, work with investors again; request investors to review, report...

Particularly, 22 projects inspected in 2021 are currently being considered for handling by the Provincial People's Committee.

Issues that need attention

Besides affirming the attention of the Provincial People's Committee, departments, branches and localities to review, inspect and handle slow-progressing investment projects in the province, the issue raised at the meeting was that there are still many projects in the province showing signs of failure.behind schedule, land use projects that are not used for the right purposes but have not been inspected and handled promptly, causing public outrage.

There are still many projects with extended or delayed implementation progress, but after the extended or delayed period, the projects have not been implemented or completed. The handling of revoked projects has posed some difficulties and problems.

Analyzing the reasons for the slow progress of many current projects, in addition to the financial capacity of investors, difficulties in site clearance and resettlement; representatives of some departments and branches also frankly admitted that the assessment of financial capacity of investors in the past has been inadequate, mainly on "paperwork". Meanwhile, the implementation of regulations on deposits in investment activities to ensure real investment projects is still confusing and inadequate.

Besides, there are opinions that the regulations on investment project implementation time are not suitable to reality. For example,urban projects, housing with an area of ​​tens, hundreds of hectares with many investment items, but the prescribed time of only 24 months from the time of land handover on the field is not feasible.

Some departments and branches also pointed out that the synchronization of legal regulations is not guaranteed, such as the current time limit for determining projects behind schedule, the Investment Law and the Land Law have different regulations. On the other hand, the handling of recovered projects, especially the handling of invested assets, is facing difficulties and problems...

Need to change mindset in attracting investment

Concluding the meeting, comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council requested departments and branches to review and compile statistics on the total projects and total investment capital of suspended projects, slow-progress projects, and projects using land for the wrong purposes, on that basis to accurately assess social investment resources and wasted production value from these projects for more drastic handling.

The Standing Vice Chairman of the Provincial People's Council also requested departments and branches to specifically classify areas, fields and groups of suspended projects, projects behind schedule, and projects using land for the wrong purpose; clearly analyze the causes to have specific solutions and measures for each project.

Evaluate and clarify the coordination relationship between sectors, between sectors and localities and enterprises in reviewing and handling suspended projects, slow-progress projects, and improper land use.

In the coming time, departments and branches need to be proactive and strengthen the inspection of the implementation of investment projects according to their functions and tasks; consider this a regular activity, avoiding the situation where inspection is only conducted when necessary or when assigned. The process of inspection and consultation on project handling must be in accordance with legal regulations.

On the other hand, departments and branches need to study to advise the Provincial People's Committee to amend the implementation of deposits in investment activities to ensure strictness and effectiveness, contributing to promoting the implementation of investment projects in the area in the coming time.

Comrade Nguyen Nam Dinh also expressed his opinion: It is necessary to change the mindset in attracting investment, not attracting investment at all costs and not chasing after the quantity of projects but need to focus on attracting large investment projects; it may be slow, but it must be ensured that all investment attraction projects are implemented.
