Nghe An Provincial People's Council approved 9 main tasks and solutions for socio-economic development in the last 6 months of the year.

In the Resolution on implementing tasks for the last 6 months of 2023, which was just passed at the 14th Session of the 18th Nghe An Provincial People's Council on the morning of July 7, the Provincial People's Council requested all levels and sectors to continue to resolutely and effectively implement the Socio-Economic Recovery and Development Program; support and remove obstacles for production and business, promote growth in sectors and fields to best complete the goals and plans for 2023.

The Provincial People's Council agreed with the assessment of the socio-economic situation in the first 6 months of the year, the key tasks and solutions for the last 6 months of 2023 stated in the reports of the Provincial People's Committee, the Provincial People's Court, the Provincial People's Procuracy and the agencies of the Provincial People's Council.

In the first 6 months of 2023, Nghe An province implemented socio-economic development tasks in difficult conditions due to the complicated and unpredictable world situation. In addition, complicated weather developments, especially prolonged severe heat, the risk of forest fires, and power and water shortages have affected production, business activities and people's lives.

With the drastic, timely and effective leadership and direction of the Provincial Party Committee, People's Council, Provincial People's Committee, and the efforts of all levels, sectors, business community and people in the province, the socio-economic situation of the province continues to maintain growth momentum, achieving quite positive results in a number of sectors and fields.

Gross regional domestic product (GRDP) growth rate is estimated at 5.79%, budget revenue is estimated at VND 8,489 billion, reaching 53.5% of the estimate; economic and social sectors and fields continue to grow; investment attraction has achieved many positive results, especially foreign direct investment (FDI). Social security policies have been well implemented, paying attention to supporting the poor and people in difficult circumstances.

The direction and administration of authorities at all levels and administrative reform have seen positive changes. Public reception and complaint and denunciation settlement have been given attention. National defense and security have been ensured, and social order and safety have been stable.

However, the province's socio-economic situation still faces many difficulties and challenges. Production and business activities face many difficulties, growth has not reached the set scenario, budget revenue is lower than the same period, and public investment disbursement is slow. State management in some sectors, fields, and localities is still limited...

In the last 6 months of the year, along with implementing the tasks and solutions set out at the beginning of the year, especially Resolution No. 60/NQ-HDND dated December 9, 2022 of the Provincial People's Council on the socio-economic development plan for 2023; resolutions and directives and documents of the Government, the Prime Minister, the Provincial People's Council requests the Provincial People's Committee, all levels and sectors to focus on directing the synchronous and drastic implementation of 9 main tasks and solutions on socio-economic development.

First of all, it is necessary to focus on directing the implementation of key tasks including: Organizing the dissemination and implementation of the new Resolution of the Politburo on the construction and development of Nghe An province to 2030, with a vision to 2045 after it is issued; in which, coordinating with the Ministry of Planning and Investment and central ministries and branches to promptly develop the Action Program of the Government and the province; researching and developing additional appropriate specific policies and mechanisms to effectively implement the Resolution.

Develop an implementation plan and organize the announcement of the Nghe An Provincial Planning for the period 2021-2030, with a vision to 2050 after being approved by the Prime Minister; accelerate the progress of establishing and approving the district construction planning; deploy the establishment and approval of the Urban Development Program for the whole province. Continue to implement the Project to expand the administrative boundaries and urban space of Vinh city according to the set roadmap. Develop a project to adjust and expand the Southeast Economic Zone and rename it Nghe An Economic Zone; accelerate the progress of completing procedures and implementing key projects in the province.

The Provincial People's Council proposed to continue to resolutely and effectively implement the Program for socio-economic recovery and development; support and remove obstacles for production and business, promote growth in industries and fields to best complete the goals and plans for 2023.

Resolutely and effectively implement solutions to promote disbursement of public investment capital and 3 national target programs. In particular, with this group of tasks and solutions, the Provincial People's Council requires heads of provincial departments, branches, and sectors, districts, cities, and investors to directly direct the disbursement of public investment, identifying it as a key task in the last 6 months of the year, an important driving force to promote growth; proactively resolve and report to competent authorities to promptly remove difficulties and obstacles, especially in site clearance, construction investment procedures, bidding, materials, etc.; be responsible for the disbursement results and investment efficiency of projects assigned to manage.

Proactively review the progress, evaluate the implementation and disbursement capacity of each project; group and classify projects, especially those that have not yet disbursed or are slow to implement, and have specific solutions to focus on directing and implementing them; promptly have plans to adjust, transfer, and cut capital plans for projects that are slow to disburse and cannot disburse to supplement capital for projects with good progress, prioritize key projects to speed up construction progress, complete and put into use soon, contributing to creating momentum for socio-economic development.

The Provincial People's Council also requested to strengthen investment attraction, improve the investment and business environment; support and resolve difficulties and obstacles for enterprises; in which it is necessary to urge to speed up the progress of procedures, implement investment projects, especially large projects in the Southeast Economic Zone and industrial parks, expand the Cua Lo deep-water port project, Vinh International Airport.

The Provincial People's Council requested to continue developing cultural fields, ensuring social security; especially continuing to effectively implement the Program "mobilizing and supporting the construction of houses for the poor and people with difficult housing circumstances in Nghe An province in the period of 2023 - 2025".

Along with that, the Provincial People's Council proposed to effectively implement the work of resource management, environmental protection, natural disaster prevention, climate change response; improve the effectiveness and efficiency of state management, promote administrative reform and digital transformation; strengthen inspection, resolve complaints and denunciations; effectively implement the work of preventing and combating corruption, negativity, and waste; ensure national defense and security; effectively carry out foreign affairs activities; promote information and communication work, creating social consensus./.
