Pay attention to solving problems after merging communes and hamlets
Besides expressing high agreement with the policy of rearranging small-scale commune-level administrative units and merging hamlets that do not have enough households as prescribed, voters also raised many concerns.
Voter Vo Dinh Luan (Dien Binh commune) said that according to the Resolution issued by the Provincial People's Council, the three communes of Dien Minh, Dien Binh, and Dien Thang were arranged and shortened into one commune. So, where will the new commune center be located to ensure a central location and convenience for the people? The district and commune should promptly inform the people.
Similarly, for hamlet mergers, in addition to choosing the location for the cultural house, authorities at all levels also need to have policies to support the construction of new hamlet cultural houses that meet the household size of the hamlet after the merger.

Also related to the "post" merger issue, voter Tran Yen (Dien Thang commune) raised concerns that the construction project of Dien Thang commune hall has not yet been finalized and how will it be handled when merged into Dien Minh and Dien Binh communes?
In addition to the above issue, many voters also raised concerns that when merging hamlets, the size of households and population as well as the management scope of the new hamlet would increase, while some positions such as deputy hamlet leader, village team leader, police officer, hamlet nurse would not be assigned, causing difficulties in hamlet activities.
Explaining the issues of concern to voters, Vice Chairwoman of the Provincial People's Council Cao Thi Hien said that the issues of concern to voters are basically under the jurisdiction of the district and commune; the responsibility of the Provincial People's Council delegates will be to receive them and forward them to the district and communes for handling and responding to voters.

Regarding the positions assigned in the commune, the Vice Chairman of the Provincial People's Council informed that according to Decree 34 of the Government (amending and supplementing Decree 92), in the hamlet, only 3 positions can be assigned: Party Cell Secretary, hamlet chief and Head of the Front Work Committee.
The positions of village team leader, police officer, and head of mass organizations are decided by the Provincial People's Council, but the total allowance fund for hamlet positions according to Decree 34 is only 3 times the basic salary to be paid monthly for non-professional workers in each village and residential group.
Particularly for villages with 350 households or more, villages in key communes, complicated in terms of security and order according to the decision of competent authorities; villages in border or island communes are allocated an allowance fund equal to 5.0 times the basic salary, which is posing difficulties.

However, the Vice Chairman of the Provincial People's Council also said that, based on the practical situation at the grassroots level, the Provincial People's Council will soon consider and issue a resolution on the number, titles, and support levels for a number of titles in communes and hamlets; and a resolution on mechanisms and policies to support investment in infrastructure for merged communes and hamlets.
Focus on solving environmental problems and rural infrastructure
In addition to issues related to merging communes and hamlets, voters of Dien Chau district also reflected on the pollution situation on Bung River and N2 canal; the policy of supporting cement production is leveling the average level between hamlets with few residents as well as hamlets with many residents.
Voters also reflected that the investment project for Con Trang Pumping Station (Dien Minh commune) has a total capital of 8 billion VND, but after 5 years, only 600m of canal has been invested, causing difficulties in irrigating 55 hectares of the locality.
The issue of improving the efficiency of agricultural production; the quality of new rural construction; and investing in the construction of some degraded roads were also mentioned by voters.
In addition to receiving and explaining the opinions raised by voters, Vice Chairwoman of the Provincial People's Council Cao Thi Hien also hopes that voters need to learn carefully to participate in labor export in accordance with the law, avoiding unfortunate risks.
