(Baonghean.vn) - That was the issue raised at the discussion session at Group 7 taking place on the afternoon of July 18, within the framework of the 6th session of the 17th Provincial People's Council.

Discussion group No. 7 includes delegates of the Provincial People's Council in the constituencies: Dien Chau (7 delegates) and Quynh Luu (7 delegates). Delegate Le Duc Cuong - Member of the Provincial Party Committee, Chief of Office of the Provincial People's Committee chaired the discussion.

The draft was discussed at Group 7 with delegate Cao Thi Hien - Member of the Provincial Party Committee, Vice Chairwoman of the Provincial People's Council. Also attending were representatives of the leaders of the following units: Provincial Party Committee Office, Department of Agriculture and Rural Development, Department of Finance, Department of Home Affairs, Department of Culture and Sports, Provincial People's Court, Provincial Fatherland Front Committee, Department of Statistics, Provincial Cooperative Union, Provincial Red Cross Society.

At group 7, delegate To Van Thu -The Vice Chairman of the People's Council of Quynh Luu district highly appreciated the results of the socio-economic situation in the first 6 months of 2018, however, delegates still had many concerns. Specifically, the situation of tax arrears, the surplus capital increased by 258 billion compared to 2017 and was higher than the annual budget revenue of a district. With this data, delegates also recommended that it is necessary to find the cause and direct more drastic measures to reduce tax arrears, not to generate new debts. The current shortage of classrooms at all levels is relatively large, solutions to overcome this situation are still difficult, the state does not have enough budget to support localities in construction. "Should there be specific regulations to mobilize resources to meet the needs of learning as well as classrooms at all levels?"

In particular, the delegate also said that in recent years, the Electricity sector has made great efforts to build stations and strengthen power lines. However, the current electricity situation is very weak and cannot meet the needs of many segments of the population. Quynh Luu has 7-8 communes that do not have enough electricity for daily use during peak hours, affecting people's production. Therefore, Vice Chairman of the People's Council of Quynh Luu District, To Van Thu, also suggested that there should be practical solutions to solve the problem of weak electricity to promote socio-economic development in the coming time.

Also related to the electricity issue, delegate Le Duc Phat - Dien Chau district unit proposed that the electricity sector coordinate with Dien Chau district to completely return the power grid to the cooperative, to the people and resolve the problems in the process of completing documents and procedures for the people. Meanwhile, 100% of Dien Chau people have handed over the power grid to the electricity sector, however, after 3-4 years, this problem has not been resolved and the electricity is getting weaker and weaker.

Delegate Nguyen Nhu Khoi - Member of the Provincial Party Committee, Director of the Provincial Radio and Television Station requested the Provincial People's Committee and the Electricity sector to issue documents with full and specific instructions on the procedures for returning the power grid, clearly defining the responsibilities of each sector, individual, and conditions and standards.

Speaking at the group discussion, delegate Cao Thi Hien - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council said that the direction of cooperative transformation is still slow and ineffective, and internal credit activities in cooperatives are at risk of collapse if not strictly managed.

Accordingly, fire prevention work still has many shortcomings such as fire prevention and fighting equipment can only rescue up to the 10th floor and the planning of water hydrants is only 10%.

Regarding the activities of the People's Council, the synthesis and classification of voters' opinions and recommendations were well implemented; attention was paid to the resolution of voters' recommendations; the quality of discussions and the quality of the adopted Resolutions; the increase of explanation sessions at the meetings of the Standing Committee; the effective coordination between the Standing Committee of the People's Council and the Provincial People's Committee... At the same time, he also hoped that when the delegates returned to the People's Councils of districts, cities and towns, they would focus on improving the quality of their activities; promote the implementation of inspections and reviews, and deploy solutions to successfully complete the set targets.

In addition, some delegates also raised many issues related to environmental protection; many projects and construction works are still unfinished, wasting resources and affecting people's lives; allocation of public investment capital is still slow; more attention should be paid to housing support policies for people with meritorious services, policies to support agricultural development (building boats according to Decree 67); reviewing and arranging the staff at the grassroots level should be done soon and there should be unification according to the criteria of population, area, and region; the import should be done soon, not too late (implementing Resolutions 18 and 19 of the Central Committee 6)...
