The Provincial People's Council approved investment projects for anti-erosion embankments, repair and upgrade of the dike system.

On the afternoon of June 20, the Economic - Budget Committee of the Provincial People's Council examined the draft resolutions and reports to be submitted to the 7th session of the 18th Provincial People's Council.

Attending the inspection were comrades: Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; comrades of the Provincial Party Executive Committee: Nguyen Nhu Khoi - Vice Chairman of the Provincial People's Council; Thai Thi An Chung - Deputy Head of the Provincial National Assembly Delegation; also attending were representatives of provincial departments, branches and sectors and a number of localities.

At the beginning of the examination session, the meeting members gave their opinions on the draft Resolution on investment policy for the project of Anti-erosion embankment to protect the Ta Lam dyke in Yen Xuan area, Hung Nguyen district, Nghe An province.

Accordingly, the project of Anti-erosion Embankment to protect the Ta Lam dyke in Yen Xuan area is located in Xuan Lam commune, Hung Nguyen district with the goal of protecting the downstream area of ​​Ca river (including Hung Nguyen, Nam Dan, Nghi Loc districts and Vinh city) with a total area of ​​about 90,405 hectares, with a population of about 779,070 people and a number of important infrastructure works in the area.

Investment scale: Reinforcement of embankment roof, embankment top, embankment toe, ensuring anti-erosion of riverbank with a length of about 1.75km; construction and upgrading of works on the route. The project has a total investment of 200 billion VND.

After listening to the delegates' comments and concluding this content, the Economic and Budget Committee of the Provincial People's Council agreed on the project investment policy. The Economic and Budget Committee requested the presiding agency, the Department of Agriculture and Rural Development, to coordinate with the Department of Planning and Investment to receive comments and complete the project dossier according to regulations.

In particular, it is necessary to clarify the ability to balance capital, total investment, investment scale, investment rate, project capital structure, and site clearance costs. At the same time, review the correct document format and supplement some bases of the Resolution.

Also at the review session, the Economic - Budget Committee of the Provincial People's Council agreed on the investment policy for the project to repair and upgrade the river dike system (section from Nam Giang Brick Factory to Trinh Bridge) in Hung Dao commune, Hung Nguyen district.

The project aims to invest in protecting about 980 hectares of agricultural and aquaculture land and more than 1,400 households in Hung Dao commune, Hung Nguyen district and neighboring areas. The project has a total investment of 80 billion VND.

Also at the meeting, delegates gave their opinions on the content of the draft Resolution on Regulations on principles, criteria, and norms for allocating central budget development investment capital and the proportion of local budget counterpart funds to implement the National Target Program on New Rural Construction for the 2021-2025 period in Nghe An province. The review session also received comments on the content of the draft Resolution on extending the implementation time and disbursement of allocated capital for basic construction works and career capital under the National Target Program on New Rural Construction in 2021 to December 31, 2022.
