Meeting to discuss the plan for transferring and receiving D2 Quang Trung apartment building
(Baonghean.vn) - The transfer and acceptance must comply with the provisions of the law and ensure the rights of the people. This is the direction of comrade Huynh Thanh Dien - Vice Chairman of the Provincial People's Committee at the meeting to discuss issues related to apartment building D2, block 10, Quang Trung ward, Vinh city.
The meeting was attended by representatives of the Vietnam Railway Corporation, leaders of Nghe Tinh Railway Exploitation Branch, leaders of Vinh City People's Committee, Quang Trung Ward, leaders of relevant departments and branches, and representatives of residential groups and households.

D2 Quang Trung Apartment was built in 1976 and was handed over to the Vietnam Railways General Department to serve as housing for officers and employees who were previously working in Nghe Tinh. In 1987, the railway industry was restructured, and Railway Transport Company 3 was dissolved; officers and employees of the Company were transferred to work at other units, but there was no decision to change the allocation of D2 Quang Trung apartment buildings. Currently, this apartment complex has seriously degraded, posing many potential dangers to the people living here.
To carry out the renovation of this apartment building, it is necessary to transfer assets from the Vietnam Railway Corporation to the People's Committee of Nghe An province for management. However, the handover of apartment building D2 to local management cannot be carried out yet, because all related documents and legal procedures of the apartment building have been lost and not stored by this unit.

At the meeting, the representative of the Department of Finance informed that this unit has followed the direction of the Provincial People's Committee and sent a document to the Ministry of Finance to request guidance on how to resolve the issue.
According to the Department of Finance, it is possible to base on Decree 167/2017/ND-CP of the Government regulating the rearrangement and handling of public assets to implement the process of handling the housing and land of apartment building D2. According to Decree 167, the railway industry will implement the process, order of reporting, declaring and proposing a plan to rearrange and handle the housing and land of apartment building D2 to the Ministry of Transport and Communications so that this Ministry can organize an inspection of the current status of use. On that basis, the Ministry of Transport and Communications will consider making a plan to rearrange and handle apartment building D2 and send a document to get opinions from Nghe An province. After receiving opinions from the Provincial People's Committee, the Ministry of Transport and Communications will finalize the plan and send it to the Ministry of Finance for approval for implementation.

This plan received consensus from representatives of participating sectors, however, representatives of residents of the D2 Quang Trung apartment complex said that they had met many times with authorities from the central to local levels but were told that "the real estate facility is the D2 apartment complex, which is not subject to arrangement according to the provisions of Decree 167".

Concluding the meeting, Mr. Huynh Thanh Dien - Vice Chairman of the Provincial People's Committee affirmed that the province is very interested in the renovation so that the residents of D2 Quang Trung apartment building have better living conditions, besides, the transfer and reception must both comply with the provisions of the law and ensure the rights of the people.
The origin of the assets still has problems with legal documents and procedures beyond the authority of the provincial level, so we are currently waiting for instructions from the Central Ministry and branches to have a basis for implementation in accordance with legal regulations.

In the immediate future, the Vice Chairman of the Provincial People's Committee requested the Vinh City People's Committee to coordinate with the railway sector to ensure safety conditions for the people. After receiving instructions on the plan for receiving and transferring the project, relevant agencies need to actively and quickly take steps to promptly renovate the apartment complex.
