Hung Nguyen: Only over 54% of businesses pay social insurance

Only more than half of businesses participate in social insurance
According to the report of the District People's Committee, there are a total of 248 enterprises operating in the district and VSIP Industrial Park. In carrying out the responsibility of State management for enterprises in environmental protection, the district has paid attention through confirmation, combined with "post" inspection of environmental protection plans for production facilities under its authority.
The district also focuses on implementing legal regulations on occupational safety and health and implementing policies and regimes for employees in enterprises, along with inspections and reminders.
From 2016 to present, the district has inspected more than 70 production and business establishments regarding occupational safety and health and policies for workers.
However, due to the fact that the scale of enterprises in the district is mainly small and micro, they have not participated in paying social insurance for their employees; some enterprises have even participated in social insurance but still have social insurance debts, affecting the rights of employees when they retire or risk of work accidents. Some enterprises have not paid attention to occupational safety and health, fire prevention and ensuring adequate benefits for employees.
Only 134/248 enterprises with 1,185/4,069 labor contracts participate in social insurance. Of the 134 enterprises participating in social insurance, 38 enterprises owe social insurance payments.
Promoting the supervisory role of political organizations
At the meeting, members of the monitoring delegation pointed out a number of shortcomings in practice related to environmental protection, occupational safety and health, and policies for workers.
Vice Chairman of the Provincial Federation of Labor Nguyen Chi Cong said that the number of enterprises registering salary scales, issuing labor regulations, disseminating and training as well as providing labor protection equipment is not much; therefore, he suggested that the district should pay attention to guiding enterprises to fully implement these requirements.

Head of the Economic - Budget Committee of the Provincial People's Council Le Hong Vinh said that the scale of enterprises in the district is mainly small and micro, so violations of environmental protection, occupational safety and health and labor policies have not become big and hot issues; however, that does not mean not paying attention, because many small things accumulated together can easily lead to big problems.
Comrade Le Hong Vinh also noted that the district needs to pay attention to environmental protection for enterprises operating in the mineral sector, because this is a sector that is prone to environmental pollution. Along with that, the district also needs to review enterprises that owe wages to workers to have management measures.
The Head of the Economic - Budget Committee of the Provincial People's Council also pointed out that there is no supervisory role of the Fatherland Front and socio-political organizations on the above issues, so it is difficult to have information to urge and handle businesses that lack compliance awareness, so he suggested that the district should pay more attention.
Sharing some difficulties in local State management, Hung Nguyen District Party Secretary Hoang Van Phi said that the biggest difficulty at present is the sanctions to handle enterprises violating environmental protection and occupational safety and health and the implementation of policies for employees of enterprises under the district's authority has not really had any real weight and deterrent effect.

Concluding the meeting, Vice Chairwoman of the Provincial People's Council Cao Thi Hien acknowledged the attention, leadership, direction and implementation of State management authority at the district level in recent times.
Affirming the viewpoint of economic development going hand in hand with environmental protection for sustainable development and that if environmental protection is not given attention from the beginning, it will be very difficult to handle and overcome later, Vice Chairwoman of the Provincial People's Council Cao Thi Hien emphasized the need for the district to strengthen State management of environmental protection in enterprises, in which it is necessary to pay attention to reviewing enterprises and production and business establishments that have not completed environmental protection procedures according to the provisions of law to request implementation; at the same time, improve the appraisal and approval of environmental protection plans of enterprises according to their authority.
Regarding the issue of occupational safety and health and the regime and policies for workers, Vice Chairwoman of the Provincial People's Council Cao Thi Hien suggested that the district pay attention to the inspection work, guiding enterprises and production and business establishments to comply with legal regulations on this issue, along with handling and supervising the remediation of enterprises. In particular, it is necessary to pay more attention to the working environment of workers, salary regime, social insurance regime and other regimes, ensuring the rights of workers.
