Accordingly, Resolution No. 831/NQ-UBTVQH14, dated December 17, 2019 of the Standing Committee of the National Assembly decided to establish Chau Nhan commune on the basis of merging two communes of Hung Chau (with a natural area of ​​4.6 km2, population of 4,400 people) and Hung Nhan commune (with a natural area of ​​6.5 km2).², population 3,300 people).After the merger, Chau Nhan commune has a natural area of ​​11.1 km², population 7,700 people.

Regarding the administrative boundaries of Chau Nhan commune, to the East it borders Hung Loi commune (Hung Nguyen district) and 2 communes Xuan Lam, Xuan Hong, Nghi Xuan district, Ha Tinh province; to the West it borders Hung Thanh commune (a commune newly established on the basis of merging 2 communes Hung Khanh, Hung Phu, Hung Nguyen district) and Hung Nghia commune (a commune newly established on the basis of merging 2 communes Hung Tien and Hung Thang, Hung Nguyen district); to the South it borders Hung Thanh commune (Hung Nguyen) and Duc Vinh commune (Duc Tho district, Ha Tinh province); to the North it borders Hung Loi commune, Hung Phuc commune (Hung Nguyen district).

After the merger, Hung Nghia commune has a natural area of ​​8.4 km², population 6,900 people).

Previously, on the morning of February 19, Hung Nguyen district also organized the announcement of the establishment of 3 new communes, including: Long Xa commune (based on the merger of Hung Long and Hung Xa communes); Xuan Lam commune (based on the merger of Hung Lam and Hung Xuan communes); Hung Thanh commune (based on the merger of Hung Khanh and Hung Phu communes).

Thus, after rearranging and merging 10 communes into 5 new communes (Long Xa, Xuan Lam, Hung Thanh, Chau Nhan, Hung Nghia), Hung Nguyen district has reduced from 23 communes and towns to 18 communes and towns.

Also through the arrangement of 10 commune-level administrative units, Hung Nguyen has resolved the retirement regime for 22 full-time cadres, including 12 cadres who retired early.

At the ceremony to announce the establishment of communes, Hung Nguyen District Party Committee announced the Decision to establish commune Party Committees and appointed commune Party Committees. The District People's Council and People's Committee announced the decision to approve the positions of Chairman, Vice Chairman of the People's Council and People's Committee of the new communes. The District Fatherland Front Committee announced the decision to establish the Fatherland Front Committee and socio-political organizations of the new communes.
