Hung Nguyen: Many problems exist in land clearance for the North-South Expressway
(Baonghean.vn) - Although the deadline for handing over the North-South expressway site is overdue, in Hung Nguyen district there are still some problems that have not been completely resolved, affecting the project's construction progress.
Slow to issue and change cover after land acquisition
In Hamlet 4, Hung Yen Nam Commune, Mr. Nguyen Van Cong's family has not yet handed over a part of the recovered land area even though they have registered to receive resettlement land. Mr. Cong said that his family has not yet handed over the land to build a road for people when constructing the North-South Expressway because they have not yet received the Certificate of Land Use Rights in the resettlement area, and at the same time, the land in the old house has not been reissued after a part of the land was recovered. When he receives the land certificates at the two locations, he will hand over the land area.
At the location of Mr. Cong's family and several neighboring households, to ensure traffic when the North-South Expressway is built, a bridge and a residential road must be built across the expressway. The construction of the bridge and the residential road is facing difficulties because the people have not yet handed over the land, among which, some households have not agreed to the policy of building a residential road.

According to Mr. Nguyen Van Cong, his family has asked the District Land Clearance Board many times about the issuance of land certificates and was told that the district is working on it, however, this prolonged issuance of certificates has slowed down the construction of projects here. According to Mr. Cong, the land documents have been photocopied, copied, signed and submitted to the district (specifically the District Land Clearance Board) and his family does not have to fulfill any additional financial obligations.
Mr. Cong also reflected that, in addition to the delay in issuing land use rights certificates, the construction of underpasses and access roads dug deeper than the road surface for a long time could also cause flooding during the rainy season. This is an issue that authorities and investors need to study and calculate.

Talking with the District Land Clearance Board, it is known that the issuance of the land title for Mr. Cong's family will be carried out soon. However, Board 6 and the investor hope that Hung Nguyen district will soon completely resolve these problems, because when people do not hand over the land, vehicles and machines cannot travel, and construction of surrounding items and service roads cannot be carried out.
Meanwhile, Mr. Pham Ngoc Cu - Head of the Department of Natural Resources and Environment of Hung Nguyen district said: Mr. Nguyen Van Cong's family in hamlet 4, Hung Yen Nam commune has not yet had a decision on land allocation in the resettlement area and the district is reviewing it.

In Hung Dao commune, the project also has 2 households affected by residential land: The area affected by the expansion of the residential road of Mr. Nguyen Van Quy and Mr. Phan Dinh Nhan in hamlet 7. Mr. Nguyen Van Quy's household has land plot number 999, area 481 m2, recovered area 131.4 m2, remaining 350.4 m2; Mr. Phan Dinh Nhan's household has plot number 1066, area 745 m2, recovered 73 m2, remaining area 672 m2.
For these two cases, the Land Clearance Council (GPMB) has prepared a dossier, the households received the property money, and the land money requested to be granted resettlement. The district has worked and responded to the households, at the same time, continued to propagate and mobilize. If the households do not receive the money to hand over the land, complete the dossier to organize compulsory land recovery.
Another problem related to the 3m slope foot in Hung Tay commune has not been able to clear a part of the household's field, due to design changes, the investor has been slow in handing over the GPMB markers. Up to now, they are waiting for the results of the measurement to prepare the GPMB compensation file, expected to prepare the GPMB file by April 15, 2023. The investor said that they had organized the measurement of this location 1 year ago but currently there are no measurement results, which is too slow.
Regarding the addition of the 1A service road in Hung Thong commune, the district said it is currently supplementing the excerpts and measurements, and by April 20, 2023, it will prepare the land acquisition and compensation records to pay the households.
Electrical problems
In addition, another difficult problem is that the high-voltage power lines at 3 locations right on the route have not been relocated in time, causing the construction to be delayed. The 220 kV and 110 kV Power Line Board strives to complete the project before April 30, 2023. After being criticized many times by the Ministry of Transport and the Provincial People's Committee about the progress of the North-South Expressway construction, currently, the investor and contractors only hope that the site will be handed over completely because there can be no more delays.

In Document No. 6258/2022 UBND - CN, the Provincial People's Committee assigned the localities where the North-South Expressway passes through to urgently resolve difficulties and problems, focus on propaganda and mobilize people to comply with the State's policies and guidelines, and hand over the site according to regulations. In case any household does not comply, the organization will forcibly recover the land or protect the construction according to regulations, to be completed before August 3, 2022.
The North-South Expressway project passes through Hung Nguyen district for 25.88 km, through 13 communes: Hung Trung (3.49 km), Hung Yen Bac (1.17 km), Hung Yen Nam (2.42 km), Hung Tay (6.07 km), Hung Dao (2.76 km), Hung Nguyen town (1.02 km), Hung Tan (2.07 km), Hung Thong (1.12 km), Hung Tien (0.65 km), Hung Thang (2.1 km), Hung Chau (0.64 km), Hung Khanh (0.89 km), Hung Phu (1.48 km), affecting agricultural land: 20.8 km, residential land 5 km (24%).
According to the District Land Clearance Board, regarding the restoration of affected works in the area, clean water lines, VNPT and Viettel telecommunication cables, and railway signals have been relocated and handed over to the site. The medium and low voltage power lines have been relocated; and the high voltage power lines are being relocated.
The total number of households resettled due to site clearance for the North-South Expressway is 151 households, the residential area recovered is 7.46 hectares, the total number of certificates issued to households: 300 certificates, area 7.29 hectares.
