Strongly aiming for the goal of a model, civilized commune

(Baonghean) - Separated from Tay Hieu 1 Farm in 1995, Tay Hieu Commune (Thai Hoa Town) has a history of 20 years of construction and development. The commune has a natural land area of ​​over 2,500 hectares, a population of about 8,100 people, distributed in 20 hamlets. As a commune separated from the farm, Tay Hieu has a basic planning, most of the households are farm workers, the area has Provincial Roads 545 and 531 passing through... so it has many advantages in socio-economic development, improving people's lives.

However, implementing the National Target Program on New Rural Development (NTM), Tay Hieu commune also faced difficulties when in a short time, the infrastructure had to be rebuilt synchronously according to NTM criteria, requiring a huge amount of capital, while the budget was limited; the prices of coffee, rubber, sugarcane fluctuated... affecting the mobilization of people's strength. Faced with that reality, in 2011, on the basis of accepting the policies of the superiors and comparing with the conditions of the commune, the Party Committee of Tay Hieu commune established a Steering Committee, then established a Construction Management Board, a Working Group and a NTM Community Supervision Board; directed 20/20 hamlets to establish sub-committees to propagate and organize people to implement according to the plan...

The first thing is to lead the transformation of the economic structure towards diversifying production; gradually exploiting the local potential to shift the economy towards developing small-scale industry, construction, and trade services; creating maximum convenience for household economic development, increasing people's income to mobilize resources... Thanks to skillful leadership measures, along with timely support mechanisms, from a starting point with 5 criteria, within 3 years the commune has implemented 10 more criteria to boldly register to finish in 2014 and focus on the remaining 3 criteria (Tay Hieu commune does not have to apply the rural market criteria so it only upgrades). Up to now, when 19/19 criteria for building new rural areas have been achieved, the commune's technical infrastructure has been basically invested, the rural appearance has changed according to new rural standards; Within 4 years, production value nearly doubled, from 159 billion VND in 2011 to 284 billion in 2015; average income per capita reached 27 million VND/year in 2015 and only 2.23% of households were poor; the economic structure of the commune had a fairly reasonable shift...

Of the total resources of over 323.6 billion VND that the commune mobilized and invested to reach the NTM finish line, the people contributed 204.37 billion VND to renovate houses and build rural roads, accounting for 63.1% of the investment cost. To build cultural houses and village roads, each person contributed at least 50,000 - 70,000 VND and up to 1 million VND. In addition to the support from the town when renovating or repairing the cultural house, the commune also allocated a budget to support 20% of the project value; Tay Hieu 1 Farm supported land to build cultural houses and playgrounds.

One of the outstanding criteria that Tay Hieu commune has done well is developing industries, production models, and increasing income for people. In developing agricultural production, the commune has coordinated with Tay Hieu 1 Farm to apply science and technology to take care of rubber and coffee trees; directed the implementation of the Project on developing industrial crops and fruit trees in the area, and developed a model of family farming. Currently, there are 10 family farms in the area that bring profits to each household from 50 to 100 million VND per year and a farm of Ms. Nguyen Thi Cau in Phu An hamlet with a revenue of several billion VND per year, a profit of about 300 million VND per year. Since introducing honey beekeeping to the area in 2006, after nearly 10 years, the whole commune has 1,692 bee colonies with 2 craft villages and a village with recognized beekeeping. In addition, to develop professions, associations and unions regularly coordinate to organize vocational training classes, transfer science and technology, develop and replicate models of free-range chicken farming, watermelon growing, teaching beekeeping for honey, fruit tree growing...

Every year, the Commune People's Committee deploys for hamlets to register for vocational training, focusing on developing human resources, increasing the rate of trained workers, creating all favorable conditions for businesses to develop in the area. Up to now, along with farms, companies and coffee processing enterprises, in the commune, there are 9 businesses and 302 establishments exploiting construction stone; transportation; mechanics; civil carpentry; supplying construction materials, animal feed; providing food services; construction... creating regular jobs for over 90% of local workers.

The commune also pays great attention to planning and investing in upgrading traffic infrastructure, facilities and cultural institutions. In 4 years of implementing the new rural construction program, together with the organization of mobilizing people's resources, the commune has enlisted the help of superiors to build 42.63 km of commune and hamlet roads. Cooperating with Tay Hieu 1 Farm to set up field markers, build 79.5 km of intra-field roads, and complete the traffic system to ensure convenience in production travel; the total cost of implementing rural traffic is 61.4 billion VND. Up to now, Tay Hieu commune has 3/3 schools from preschool to secondary school and health stations that meet national standards; 20/20 hamlets have cultural houses and 19/20 hamlets have standard sports areas; the commune no longer has temporary or dilapidated houses and the rate of households with houses that meet the standards of the Ministry of Construction is 80% or more; Security and order and the political system have been strong for many years and have successfully completed their tasks.

Talking to us, Mr. Nguyen Dinh Chau, Deputy Secretary of the Party Committee, Chairman of the People's Committee of Tay Hieu Commune said: In the process of building the new rural area, although there are still many difficulties, the commune received timely coordination and facilitation from the leaders of Tay Hieu Farm and the Coffee and Rubber Company, so the most difficult criteria are the cultural facilities and institutions in the hamlets being newly built and spacious; then the environmental criteria, with the consensus and support of the people in participating in the construction and successful implementation of the waste collection project in 9 hamlets...

The time when Tay Hieu commune was recognized by the Provincial People's Committee as meeting the new rural standards was also the occasion of the commune's 20th anniversary. This was an opportunity for the commune to review the past journey; at the same time, set development goals for the next stage. Along with continuing to improve the quality of new rural criteria, Tay Hieu commune strives to become a model, civilized commune, preparing conditions together with the town to complete the goal of expanding and upgrading the urban area in the following years.
