Mobilizing capital to continue investing in the construction of Phung Chi Kien relic site
(Baonghean.vn)- Voters of Dien Chau district recommend: the province needs to have an investment plan to complete the Phung Chi Kien relic site project in Dien Yen.
The competent authority responded to this issue as follows:
Phung Chi Kien relic site, invested by the Department of Culture, Sports and Tourism, was approved by the People's Committee of Nghe An province in Decision No. 4850/QD.UBND-CNXD dated October 18, 2010 with a total investment of 25 billion VND. The capital source for the project includes: National target program on culture (investment in original relic items); State budget investment according to annual plan; support capital from the Ministry of National Defense; and other legally mobilized sources.
In 2013, the Provincial People's Committee allocated capital to start the project. Up to now, the provincial budget has allocated 5,787 million VND for the project; in 2016, the Provincial People's Committee continued to allocate capital to implement this project according to the capital structure approved in Decision 4850/QD.UBND-CNXD.

According to Conclusion No. 88-KL/TW dated February 18, 2014 of the Politburo on organizing the celebration of 100 years and over 100 years of birth; building memorial areas and memorial houses; building and publishing documentaries on the life and career of key leaders of the Party, State and exemplary senior leaders; Comrade Phung Chi Kien is eligible to build a memorial house with the guaranteed central budget.
Pursuant to the provisions of KL No. 88-KL/TW of the Politburo, on June 2, 2014, the People's Committee of Nghe An province issued an Official Dispatch on supporting capital for the construction of Phung Chi Kien relic site in Dien Yen commune, Dien Chau district No. 3683/UBND-TM to the Ministry of Culture, Sports and Tourism; Official Dispatch No. 3684/UBND-TM to the Ministry of National Defense and Official Dispatch No. 3685/UBND-TM to TH Group requesting funding for the project.
Up to now, the Ministry of National Defense has issued Official Letter No. 5628/BQP-TC dated July 16, 2014 in response to the request for funding support for the construction of the Phung Chi Kien Relic Site. Accordingly, the Ministry of National Defense assigned the General Department of Politics to direct the Vietnam Military History Museum to collect artifacts about the life and career of comrade Phung Chi Kien and organize the donation of the Relic Site after the project is completed.

Up to now, the Phung Chi Kien project has completed the Phung Chi Kien Memorial House, with an estimated value of about 10 billion VND. The work being carried out includes: restoring the original relics (main house, side house, cowshed...), yard, garden... The estimated construction volume is about 3 billion VND.
To continue implementing the remaining items, the Provincial People's Committee is currently assigning the Department of Culture, Sports and Tourism (the project investor) to continue working with central ministries and branches to mobilize capital for the project.
Comrade Phung Chi Kien's real name is Nguyen Vy, born in 1901 in My Quan village, Van Phan commune (now Dien Yen commune - Dien Chau district). He was a member of the Standing Committee of the 1st Party Central Committee, and was assigned by Uncle Ho and the Central Committee to be in charge of the Party's first military. On August 22, 1941, in a battle against the French army's sweep of the revolutionary base in Bac Can province, he was captured by the enemy and later sacrificed his life. On September 13, 1947, President Ho Chi Minh signed Decree 89/SL to posthumously confer the rank of General on Comrade Phung Chi Kien. He was the first person in our army to be conferred the rank of General. In 2011, General Phung Chi Kien's former residence in My Quan village (Dien Yen commune) was ranked by the State as a National Historical Relic. |
