RESULTS OF EFFORT AFTER MORE THAN 12 YEARS OF STRUGGLE

Speaking at the opening ceremony, Mr. Hoang Van Bo - Chairman of Quynh Luu District People's Committee emphasized that in 2010, Quynh Luu built a new rural area with a low starting point and faced many difficulties. However, with the attention and direction of all levels and sectors; the efforts of the entire political system and the consensus and unanimity of the people and businesses, Quynh Luu district has achieved many outstanding results in building a new rural area.

The essential infrastructure system has been invested in and completed to meet the living and production needs of the people. Over the past 12 years, the district has upgraded and built more than 1,100 km of roads, 168 km of irrigation canals, 2,270 classrooms, 51 communal cultural houses and sports areas, 260 village cultural houses, 3 general hospitals, and 13 rural market buildings.

The district’s economy has grown quite well in recent years and shifted in the right direction. Agriculture has developed in an advanced and sustainable direction, actively applied science and technology, and formed many concentrated commodity production areas. The average agricultural production value reached 145 million VND/ha/year, 2.3 times higher than in 2010.

The marine economy is the strength of Quynh Luu district with more than 900 offshore fishing vessels, the annual seafood output reaches 65 - 70,000 tons. The district has formed a specialized shrimp farming area and a center for aquatic seed production; linking exploitation, farming with seafood processing to increase product value and increase workers' income.

The scale of education continues to develop, the quality of comprehensive education is improved. The grassroots health network is strengthened. The landscape environment is focused. Vocational training, job creation and poverty reduction are implemented vigorously; the poverty rate is 3.19%, down 12.11% compared to 2010. Average income per capita reaches 53.4 million VND/person/year, up 38.6 million VND compared to 2010.

The political system from the district to the grassroots level is regularly cared for, consolidated and timely improved; national defense and security are maintained, social order and safety are ensured. Grassroots democracy regulations are promoted, creating consensus and unity among the people and mobilizing huge resources from the people and businesses with more than 19,200 billion VND, of which people's contributions account for 57.3%.

With efforts, by 2022, Quynh Luu district will have 32/32 communes meeting new rural standards; 5 communes meeting advanced new rural standards; Quynh Doi commune is recognized as a model new rural area.

On May 20, 2022, the Prime Minister issued Decision No. 624/QD-TTg recognizing Quynh Luu district as meeting new rural standards. On September 22, 2022, the President decided to award the Third Class Labor Medal to the Party Committee, Government and People of Quynh Luu district. On March 9, 2022, the Prime Minister decided to award the Emulation Flag to the people and officials of Quynh Luu district.

Chairman of Quynh Luu District People's Committee Hoang Van Bo said that by 2025, Quynh Luu strives to have 15-18 communes meeting advanced new rural standards, 2-3 communes meeting model new rural standards, and Quynh Luu district meeting advanced new rural standards by 2030.

BUILDING NEW RURAL AREAS IS A KEY, COMPREHENSIVE, LONG-TERM, REGULAR AND CONTINUOUS TASK

Speaking at the ceremony, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee emphasized that this is a special and proud event not only for Quynh Luu district but also for the whole Nghe An province.

Emphasizing that Quynh Luu district is a locality with an important strategic position and many development advantages, the Chairman of the Provincial People's Committee said that this is also a courageous land at the estuary, rich in cultural and historical traditions; the homeland of many outstanding revolutionaries, celebrities, talented poets and musicians; the people of Quynh Luu have a tradition of studiousness, diligence, hard work, self-reliance, dynamism and creativity.

After more than 12 years of implementing the New Rural Development Program, Quynh Luu has promoted the strength of the entire political system and the support of the people with many good and creative ways of doing things, with many new models bringing practical results. On behalf of the provincial leaders, the Chairman of the Provincial People's Committee warmly congratulated, commended and acknowledged the very proud achievements of the Party Committee, government and people of Quynh Luu district that have strived and achieved in the past time.

To continue promoting the tradition and achievements, in the coming years, along with the goal of building an advanced new rural district, Chairman of the Provincial People's Committee Nguyen Duc Trung suggested that Quynh Luu district pay attention to completing the district planning, especially the orientation and development planning for each region and each locality accordingly. Closely following the development orientation of the province is the growth pole of Quynh Luu - Hoang Mai associated with the development of the Nam Thanh - Bac Nghe region.

The district also needs to identify new rural construction as a central, comprehensive, long-term, regular and continuous task. Continue to promote propaganda and mobilization work so that people can proactively, enthusiastically and actively participate in building advanced new rural areas and model new rural areas.

Comrade Nguyen Duc Trung also requested the district to strengthen production development, restructure the agricultural sector associated with sustainable new rural construction on the basis of promoting cooperation, association, application of scientific and technological advances, linking production with the market, improving productivity, quality, efficiency and added value of products; effectively organizing the implementation of the One Commune One Product (OCOP) Program.

On the other hand, synchronously implement solutions to attract investment, develop industry - agriculture, small-scale industry, and services. Pay attention to investing in developing high value-added service industries; promote propaganda, advertising, and connect with businesses and localities to develop tourism in the direction of diversifying agricultural eco-tourism products, craft village tourism, cultural tourism, spiritual tourism, especially sea tourism; gradually create income for people and increase local budget revenue.

Proactively reform administrative procedures and improve the investment and business environment, attract high-tech projects. Promote the application of information technology, build e-government; arrange and organize the apparatus, standardize the staff and civil servants in a streamlined, effective and efficient manner.

Strengthening national defense and security, maintaining political stability, ensuring social order and safety; maintaining solidarity, building a clean and strong Party organization and political system.

Right after the ceremony is a special art program: "Quynh Luu - Convergence and Aspiration to Shine". The art program includes 3 chapters: Chapter I: Quynh Luu - Sacred and Converging Land; Chapter II: Firm belief - Renewed homeland; Chapter III: Quynh Sea - the desire to return.
