(Baonghean.vn) - Inspecting the results of administrative reform implementation in Thanh Chuong district, Director of the Department of Home Affairs Le Dinh Ly suggested that the locality should pay attention to inspection and supervision to create movement at the grassroots level.

On the morning of September 12, the administrative reform inspection team led by Mr. Le Dinh Ly - Director of the Department of Home Affairs had a working session with Thanh Chuong district.

There are still administrative procedures that take a long time to resolve.

Through inspections at departments and offices under the People's Committee of the district and Dung town, the inspection team assessed: Some construction regulations do not ensure regulations on form and content; the district has not issued regulations on office culture.

The regulations on the operation of the one-stop shop have not yet ensured compliance with regulations such as: incomplete content and applicable subjects; no specific regulations on the process of receiving and transferring documents; no specific regulations on working hours at the One-stop Shop of the District People's Committee; no regulations on the responsibility to apologize to people in writing when processing documents late.

The district has paid attention to reviewing and evaluating administrative procedures periodically, however the results are not high; some administrative procedures are still resolved at specialized departments.

The inspection team also pointed out that there are still administrative procedures that are being processed slowly (98 records) but there has been no written apology to organizations and citizens. The application of information technology is not yet effective, the level of use of official email is low (the usage level in the first 7 months of 2019 was 0%).

Head of the Department of Home Affairs' Administrative Reform Department Pham Van Luong said: When checking some commune-level units, when asked, almost no officials knew about the province's Administrative Reform Year policy, even though the province has many documents to direct its implementation.

"Thanh Chuong district needs to strengthen leadership, direction, inspection, and supervision to create movement in administrative reform from the grassroots level," Mr. Pham Van Luong suggested.

Review and simplify administrative procedures

Concluding the meeting, Director of the Department of Home Affairs Le Dinh Ly highly appreciated Thanh Chuong district for its attention to directing administrative reform work and achieving good results in a number of areas.

The key task of the Administrative Reform Year is to reform administrative procedures, so Thanh Chuong district needs to focus on reviewing, synthesizing, simplifying, making transparent, shortening processing time, creating favorable conditions for people; paying attention to training and fostering skills for the team of cadres, civil servants and public employees.

At the same time, the district needs to improve the quality of administrative services provided to people in a timely, convenient, satisfactory and cost-effective manner; 100% of administrative procedures must be resolved at the Reception and Results Department, not at specialized departments; strengthen inspection and supervision of the implementation of administrative reform, a task of the Year of Administrative Reform.

Besides, the district focuses on doing a good job of propaganda, staying close to the grassroots, grasping people's aspirations, and effectively implementing the policy of merging administrative units at the hamlet and commune levels.

Results of receiving and handling administrative procedures at the Reception and Result Delivery Department of Thanh Chuong District People's Committee:

In 2018, the total number of records received and resolved (including those transferred from 2017): 31,140 records; number of records resolved: 31,022 records, of which: prepaid and on-time: 30,895 records, overdue: 40 records; number of records being resolved: 118 records.

2019 (up to June 16, 2019): Total number of records received and resolved (including 2018 records): 2,624 records; number of records resolved: 1,931 records, of which: Prepaid and on-time: 1,833 records, overdue: 98 records; number of records being resolved: 693 records.
