Conclusion of the Party Executive Committee of Nghe An province on reorganizing the apparatus in the political system

On behalf of the Provincial Party Committee, Standing Deputy Secretary of Nghe An Hoang Nghia Hieu has just signed and issuedConclusion No. 473-KL/TU on reorganizing the apparatus of the political system of Nghe An province.

At the meeting on February 7, 2025, after reviewing Document No. 94-TTr/TU, dated February 6, 2025 of the Provincial Party Standing Committee, the Provincial Party Executive Committee discussed and agreed on a plan to reorganize the apparatus of the political system of Nghe An province, as follows:

1. For Party agencies

- Merge the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Department.

- End of activities of the Provincial Party Committee of Provincial Agencies, Provincial Party Committee of Provincial Enterprises; end of activities of provincial party delegations and party executive committees.

- Establishment of Party Committees of Provincial Party Agencies.

- Establishment of the Provincial People's Committee Party Committee.

- End of operation of the Provincial Health Care and Protection Board.

2. For government agencies and units

2.1. For provincial departments, branches and sectors

- Merge the Department of Agriculture and Rural Development and the Department of Natural Resources and Environment into the Department of Agriculture and Environment; receive the tasks and organize the state management apparatus on poverty reduction from the Department of Labor, War Invalids and Social Affairs.

- Merge the Department of Science and Technology and the Department of Information and Communications into the Department of Science and Technology, including: Transferring functions, tasks, and organization of the state management apparatus on press and publishing to the Department of Culture, Sports and Tourism (after the merger); transferring the state management task on network information safety and security to the Provincial Police.

- Merge the Department of Culture and Sports and the Department of Tourism into the Department of Culture, Sports and Tourism; receive the functions, tasks, and organization of the state management apparatus on press and publishing from the Department of Information and Communications; receive the functions, tasks of tourism promotion and a number of officers and civil servants from the Provincial Center for Investment, Trade and Tourism Promotion.

- Merge the Department of Transport and the Department of Construction into the Department of Construction, in which the task of testing and granting road motor vehicle driving licenses is transferred to the Provincial Police.

- Merge the Department of Finance and the Department of Planning and Investment into the Department of Finance; receive the functions and tasks of investment promotion, business development support and a number of officers and civil servants transferred from the Provincial Center for Investment, Trade and Tourism Promotion.

- Merge the Department of Home Affairs and the Department of Labor, War Invalids and Social Affairs into the Department of Home Affairs, including:

+ For the Department of Home Affairs: Transfer the functions, tasks, organizational structure, and staffing of the Religious Committee to the Department of Ethnic Minorities and Religion.

+ For the Department of Labor - Invalids and Social Affairs: Transfer the functions, tasks, and organization of the state management apparatus on vocational education to the Department of Education and Training; transfer the functions, tasks, and organization of the apparatus on social protection, children, and prevention of social evils to the Department of Health; transfer the functions, tasks, and organization of the apparatus on poverty reduction to the Department of Agriculture and Environment; transfer the state management tasks on drug addiction treatment and post-drug addiction treatment management to the Provincial Police.

- Establish the Department of Ethnic Minorities and Religions on the basis of the Ethnic Minorities Committee receiving the functions, tasks, and organization of the state management apparatus on religion transferred from the Department of Home Affairs.

- Department of Education and Training: Receives functions, tasks, and organization of state management apparatus on vocational education transferred from the Department of Labor, War Invalids and Social Affairs.

- Department of Health: Receives the functions and tasks of state management on social protection, children, and prevention and control of social evils transferred from the Department of Labor, War Invalids and Social Affairs.

- Department of Industry and Trade: Receive the original status of the Market Management Department of Nghe An province from the Ministry of Industry and Trade and reorganize it into the Market Management Department under the Department of Industry and Trade; receive the functions and tasks of trade promotion and a number of officers and civil servants transferred from the Provincial Center for Investment, Trade and Tourism Promotion.

- Department of Justice: Transfer the task of state management of criminal records and implementation of public services of issuing criminal records to the Provincial Police.

- Departments and branches not subject to merger or new establishment continue to implement plans to reorganize their internal apparatus.

2.2. For public service units under the Provincial People's Committee

- End the operation of the Provincial Investment, Trade and Tourism Promotion Center; transfer the function and task of investment promotion to the Department of Finance (after the merger); transfer the function and task of trade promotion to the Department of Industry and Trade; transfer the function and task of tourism promotion to the Department of Culture, Sports and Tourism (after the merger).

- Agree on the plan to reorganize the internal apparatus as proposed by the Party Committee of the Provincial People's Committee at the following units: Vinh Medical University, College of Culture and Arts, College of Tourism - Commerce, Viet Duc Vocational College, Vietnam - Korea College of Technology.

2.3. For specialized agencies and public service units under the People's Committee at district level

- Agree on the plan to merge and consolidate specialized agencies and public service units under the district-level People's Committee as proposed by the Party Committee of the Provincial People's Committee.

The Provincial Party Executive Committee assigned the Provincial Party Committee's Organizing Committee to preside over advising the Provincial Party Committee's Standing Committee to issue projects and decisions and coordinate in advising the organization to announce decisions on the establishment, merger, and termination of operations of Party units and agencies, to be completed before February 13, 2025. At the same time, preside over and coordinate with relevant agencies to advise the Provincial Party Committee's Standing Committee on personnel work, arrange cadres under the management of the Provincial Party Committee's Standing Committee; ensure that when announcing the decision to establish a new organization, agency, or unit, the decision on personnel work is also announced.

Assign the Party Committee of the Provincial People's Committee to lead the Provincial People's Committee to direct agencies and units to complete the projects and submit them to the Provincial People's Council for decision according to the authority of the agencies and units of the government. The announcement of the completed decisions must be before February 20, 2025. For the district level, it must be completed before February 20, 2025.

As for the reorganization of the Inspection system, in the immediate future, we will continue to implement the plan that has been developed; when there are instructions and guidance from competent authorities, we will proceed with implementation. At the same time, we will continue to review and advise competent authorities to amend, supplement and complete documents regulating functions, tasks, organizational structure and staffing.

The Provincial Party Executive Committee requests Party committees, Party organizations, agencies and units to urgently, actively and resolutely implement to ensure requirements on quality and time progress. Newly established agencies, units and organizations must ensure immediate, continuous, effective and efficient operations without any legal gaps.
