Prosecution of woman who caused 8 billion VND loss in Nghe An

Hundreds of small traders at Dien Thanh market and in Dien Chau district were caught in the spiral of debt following "hui owner" Tran Thi Soa (born in 1965), residing in hamlet 9, Dien Thanh commune, with debts of up to hundreds of millions of dong, even billions of dong. After a period of investigation, the Investigation Police Agency of Dien Chau district arrested Tran Thi Soa while she was hiding in Hai Duong province.

As soon as they heard that the “hui owner” Tran Thi Soa was bankrupt, hundreds of traders at Dien Thanh market surrounded Soa’s house to collect their debt. However, from the evening of September 16, 2016, Soa and her husband fled the area. In a moment of anger, the creditors took away all of Soa and her husband’s property and vandalized their house, then filed a complaint with the police.
Receiving the complaint from the people, realizing that the incident was serious and causing panic among the people, Dien Chau District Police stepped in to verify and collect documents to investigate and clarify.
However, during the verification and collection of evidence, the detectives encountered many difficulties because the subject had fled the area. Moreover, the subject had a wide network of connections, so it was difficult to verify the hiding place. On October 4, 2016, discovering that Tran Thi Soa was at her daughter's house in Lai Vu commune, Kim Thanh district, Hai Duong province, the Dien Chau District Police Task Force raided and arrested the subject, escorting her to Nghe An to serve the investigation.
At the investigation agency, Ms. Tran Thi Soa confessed that because she was the ward head and knew she was bankrupt and could not pay her debts, she fled the area. From January 1, 2016 to September 16, 2016, Ms. Soa was the ward head and participated in gambling with more than 100 people in Dien Chau district.
The Investigation Police Agency of Dien Chau District also clarified that the victims of Mrs. Soa and her husband were not only small traders at Phu Dien market but also in neighboring communes such as Dien An, Dien Thinh, Dien Ngoc, Dien Ky... with the amount of money lost in the hui reaching up to 8 billion VND.
Lieutenant Colonel Tran Van Khang, Deputy Chief of Dien Chau District Police, said: Dien Chau District Police have decided to prosecute the case, prosecute the accused, and detain Tran Thi Soa for the act of abusing trust to appropriate property. At the same time, they have coordinated with local authorities to strengthen propaganda work so that people can raise their vigilance, proactively prevent and protect their property, promptly detect unusual signs of ward and hui owners to coordinate with the police to take measures to prevent and prevent.
