(Baonghean.vn) - Implementing the direction of the Provincial People's Committee, the Department of Agriculture and Rural Development established an interdisciplinary working group to inspect and handle the incident that occurred in Poom Lau village (Chau Binh, Quy Chau) on November 5, 2023, which was reported by Nghe An Newspaper in the article "Poom Lau, hot topic of forest land...".
The working group to handle the incident that occurred in Pom Lau village, Chau Binh commune, Quy Chau district was established by the Department of Agriculture and Rural Development in Decision No. 799/QD-SNN.KL; with members from the Forest Protection Department, the Forestry Planning Investigation Team and the Department of Natural Resources and Environment. The head of the working group is Mr. Nguyen Anh Tuan - Deputy Head of the Forest Protection Department.

The task of the Working Group is to verify the incident that occurred in Poom Lau village, Chau Binh commune, Quy Chau district. To carry out the task, the Working Group will work with the leaders of the People's Committee of Quy Chau district and related agencies in Quy Chau district, including the Department of Natural Resources and Environment, the Department of Agriculture and Rural Development; Inspectorate; Quy Chau District Forest Protection Department; Chau Binh Commune People's Committee; Song Hieu Agricultural Forestry One Member Limited Liability Company and Co Ba Forestry Farm. From there, propose a plan to handle the incident in accordance with legal regulations.

Previously, the Provincial People's Committee received Report No. 456-BC/BTGTU of the Provincial Party Committee's Propaganda Department on some social situations related to the incident that occurred in Poom Lau village, Chau Binh commune, Quy Chau district. To handle this content, the Provincial People's Committee issued Official Dispatch No. 9839/UBND-NN assigning the Department of Agriculture and Rural Development to preside over and coordinate with relevant departments, agencies and units to inspect and handle the incident in Poom Lau village; at the same time, review the situation of land use management and evaluate the effectiveness of land use of the One Member Limited Liability Forestry and Agriculture Companies in the province.
In Official Dispatch No. 9839/UBND-NN, the People's Committee of Quy Chau district was assigned by the Provincial People's Committee to report on land use management and land allocation results for the land area recovered from agricultural and forestry farms in the district.
The incident that happened in Poom Lau village was reported by Nghe An Newspaper on November 26, 2023 in the article "Poom Lau, hot topic of forest land...”. Accordingly, on the morning of November 5, 2023, some people from Poom Lau village entered the hilly area in the area, managed by Co Ba Forestry, to plant trees and occupy land.

The reason for the behavior of the people of Poom Lau is because the land was reviewed by the People's Committee of Quy Chau district and Co Ba Forestry in 2017, and a roadmap was developed to return it to the locality in 2023. However, after harvesting the acacia trees, Co Ba Forestry lacked initiative in coordinating with the authorities of Quy Chau district and Chau Binh commune to implement the signed roadmap.
Regarding this incident, the District Party Committee and People's Committee of Quy Chau district went to the scene. After clarifying the cause, they agreed with Song Hieu Forestry and Agriculture One Member Limited Liability Company and Co Ba Forestry Farm on a solution in the dialogue on November 6. Accordingly, by the end of the first quarter of 2024 at the latest, Co Ba Forestry Farm will return the land to the locality.
According to the land use plan of Co Ba Forestry Enterprise approved by the Provincial People's Committee, the land area with a plan to return to the locality (but there has not been a decision to reclaim the land by the competent authority) is 192.2 hectares. After the incident on November 5, 2023, implementing the plan, the District Party Committee, the People's Committee of Quy Chau District and Song Hieu Forestry One Member Limited Liability Company agreed at the dialogue on November 6, 2023, Co Ba Forestry Enterprise has two Submissions No. 368 and 386 requesting the competent authority to reclaim the land with a total area of 177.2 hectares; only 15 hectares of meter forest in sub-area 193 have not been returned in this period.

Receiving the land return requests at Co Ba Forestry Farm, the Department of Natural Resources and Environment has issued documents requesting the People's Committee of Quy Chau district to preside over and coordinate with relevant units and the People's Committee of Chau Binh commune to inspect and clearly report on the origin, land users; current land use status and complaints and disputes (if any) so that the Department has a basis to advise the Provincial People's Committee to recover land in accordance with regulations, without arising complaints.
On the side of the People's Committee of Quy Chau district, on November 29, 2023, there was a report reviewing the current status, origin, and land users of the land plots according to Document No. 368 of Co Ba Forestry Farm (more than 81.5 hectares), which was requested to be recovered by Song Hieu Forestry and Agriculture One Member Limited Liability Company. In the coming days, the People's Committee of Quy Chau district will continue to review the land areas that Co Ba Forestry Farm requested to return in Document No. 386, with an area of 95.64 hectares.
