Heavy rain paralyzed traffic for nearly 3 hours.
Due to continuous heavy rain over the past 3 days, at 1:00 p.m. on September 10, 2011, National Highway 48 through Nghia Thuan Commune (Thai Hoa Town - Nghe An) was heavily flooded, causing traffic on this section to be completely paralyzed for nearly 3 hours.
