Nghe An allocates 3,932 billion VND to clear the site for Vinh International Airport project, build a bridge connecting National Highway 7C with Cua Lo Deepwater Port

In the program of the Provincial People's Council Session, a Resolution was passed regulating the percentage of land use fee revenue from projects with land use fee collection for the provincial budget to create capital for compensation, support site clearance for Vinh International Airport project and invest in building an access bridge connecting National Highway 7C with Cua Lo Deepwater Port.
Accordingly, the Provincial People's Council resolved to allocate 100% of the provincial budget from land use fees for 4 projects, including: Song Lam Urban Area Project in Hung Dung Ward, Vinh City (area of 108.91 hectares); Song Lam Exhibition Urban Area Project, Hung Dung Ward, Vinh City (area of 20 hectares); Urban Area Project in Hung Loc Commune, Vinh City (area of 24.9 hectares) and Nghi Phu Commune and Hung Loc Commune Urban Area Project, Vinh City (area of 9.67 hectares) to create capital to support compensation and site clearance for the Vinh International Airport project and invest in building a bridge connecting National Highway 7C with Cua Lo Deepwater Port, creating a driving force to promote socio-economic development in Nghe An province.
Previously, according to the Provincial People's Committee's Report to the Provincial People's Council, the total amount paid to the State budget after deducting compensation and site clearance costs of these 4 projects is expected to be about 3,932 billion VND.
The issuance of the above Resolution by the Provincial People's Council is necessary and in accordance with current regulations, aiming to create resources to contribute to removing two strategic infrastructure "bottlenecks" of the province.
Currently, in the province, there are large infrastructure investors such as: WHA Industrial Zone 1 Joint Stock Company - Nghe An, VSIP Nghe An Company Limited, Hoang Thinh Dat Joint Stock Company have invested in industrial park infrastructure and attracted secondary investors to invest in Nghe An province.
However, the current state of the province's infrastructure is still inadequate, affecting investors' choice of investment locations.
In particular, the current state of seaport infrastructure in Nghe An has not met the demand for transporting goods by sea. Currently, Cua Lo port is operating with 20,000 - 30,000 DWT ships with reduced load, with an output of about 6 million tons/year.
Meanwhile, the import and export demand of Nghe An province in the coming period is 20-30 million tons, so it cannot meet the import and export requirements. Therefore, many export enterprises have to go through other ports such as Nghi Son (Thanh Hoa), Vung Ang (Ha Tinh) and Hai Phong port,...

In addition, Vinh International Airport has not yet met the needs of serving customers, many times the check-in area is overloaded, the international passenger terminal has not met the requirements because it is using the old renovated terminal; there is no cargo terminal, the hangar area is under repair; the number of parking lots can only accommodate a maximum of 6 aircraft, while there are times when 8 to 9 parking positions are needed.
The existing runway of Vinh International Airport is 2,400m long and can only accommodate A320/A321 aircraft (code C aircraft) or equivalent, and cannot receive large-body aircraft code E such as A350, B777, B787...
Low flight capacity/hour (4 flights per hour, maximum 5 flights); runway quality has degraded and needs regular maintenance and repair; no parallel taxiway system affects flight take-off and landing times.

To create momentum to promote the socio-economic development of Nghe An province, the Provincial People's Committee has directed departments and branches to study steps to implement investment in key projects in the province such as: Vinh International Airport, Investment project to build and operate Cua Lo deep-water port in Nghi Thiet commune, Nghi Loc district, and investment project to build a bridge connecting National Highway 7C with Cua Lo deep-water port.
One of the key tasks identified by Nghe An in 2023 is to make the greatest effort and determination to soon complete procedures and start construction of two strategic infrastructure projects: Cua Lo Deep-Water Seaport and the expansion of Vinh International Airport.
