Nghe An urges to speed up the program of eliminating temporary and dilapidated houses
Nghe An has only 70 days left to complete the removal of 3,291 temporary, dilapidated houses, of which the majority are 1,760 for people with meritorious services and relatives of martyrs. The Provincial Steering Committee requires promoting the spirit of "6 clear", heightening the responsibility of leaders and members of the steering committee at all levels, and resolutely accelerating the final stage to bring the program to the finish line on schedule before July 31, 2025.

According to the Provincial Steering Committee, as of May 22, 2025, the whole province still has 3,291 houses/21,226 houses in need to be completed. Of which: The dilapidated house elimination program (socialized source) still has: 933 houses/10,798 houses (8.64%); 2 national target programs still have 598 houses/6,849 houses (8.73%); The program for people with meritorious services to the revolution and relatives of martyrs still has 1,760 houses/3,579 houses (49.18% remaining, accounting for 53.48% of the total number of houses that need to be completed in the whole province).

The Provincial Steering Committee assessed that the leadership and direction of the Program implementation in some localities has shown signs of slowing down, the progress of groundbreaking, construction, repair and handover of houses to people is still slow, especially the Program to support the construction of houses for people with revolutionary contributions and relatives of martyrs.
The Provincial Steering Committee acknowledged and commended localities for their great efforts in leadership and direction and achieving very good results, including: Hoang Mai town completed 100/100 houses (100%); Quy Hop district completed 855/856 houses (99.88%); Que Phong district completed 2,115/2,191 houses (96.53%); Quynh Luu district completed 269/279 houses (96.41%); Ky Son district completed 3,717/3,902 houses (95.26%); Do Luong district completed 375/424 houses (88.44%); Quy Chau district completed 1,455/1,656 houses (87.86%); Tuong Duong district completed 3,705/4,205 houses (88.1%)...;
At the same time, some localities were criticized for their slow progress in implementing the Program and unsatisfactory results, despite timely instructions from the Provincial Steering Committee, specifically: Dien Chau district: 573/1,028 houses (reaching 55.74%, of which houses for meritorious people and new policy families reached 38.34%); Con Cuong district: 602/1,012 houses (reaching 59.49%, of which houses for meritorious people and new policy families reached 28.13%); Thai Hoa town: 80/120 houses (reaching 66.67%, of which houses for meritorious people and new policy families reached 29.82%); Yen Thanh district: completed 723/1,064 houses (reaching 67.95%, of which houses for meritorious people and new policy families reached 42.93%).
Focus on urging the construction of houses for people with meritorious services and relatives of martyrs
The remaining time to complete 3,291 houses in the province before July 31, 2025 is only 70 days. To ensure the set target, the Provincial Steering Committee requests the Steering Committees of localities, the Standing Office and members of the Provincial Steering Committee to seriously implement it.
In particular, the Steering Committees of localities need to continue to resolutely, synchronously and effectively direct the Program to eliminate temporary and dilapidated houses in the area with the spirit of "6 clear: clear people, clear work, clear responsibility, clear authority, clear time, clear results" to complete before July 31, 2025; especially focusing on urging and supporting the construction of houses for policy beneficiaries, people with revolutionary contributions, martyrs' relatives, households that are victims of Agent Orange/dioxin... striving to complete the handover before the 78th anniversary of War Invalids and Martyrs' Day (July 27, 2025).
The Provincial Steering Committee pointed out: The District Party Secretaries and Heads of the District Steering Committees are fully responsible to the Provincial Party Standing Committee and the Provincial Party Standing Committee for completing the Program in their localities; directly direct, regularly inspect and urge communes, villages and hamlets with slow progress, clarify the causes, determine specific responsibilities and promptly have solutions to remove difficulties and obstacles, especially those under the authority of the district and commune levels; at the same time, send a written commitment to complete the Program before July 31, 2025 (except for Hoang Mai town which has completed it) to the Provincial Steering Committee (through the Vietnam Fatherland Front Committee) before May 31, 2025.

Localities also need to closely coordinate with relevant agencies to organize acceptance and handover of projects in accordance with regulations and on schedule; assign responsibility to each officer in charge of each file and each specific project to ensure quality, transparency and efficiency.
Organize a summary and evaluation of the results of the Program to eliminate temporary and dilapidated houses in the area in an appropriate manner, and combine emulation and reward work for collectives and individuals with outstanding achievements in organizing, deploying and implementing the Program.
The results of directing and organizing the implementation of the Housing Support Program for the subjects in the area are one of the important criteria to consider in evaluating, classifying, and arranging cadres of localities after the merger, especially for key cadres.
Members of the Provincial Steering Committee assigned to be in charge of localities shall proactively arrange time, directly inspect and urge progress in localities or report and advise members of the Provincial Party Standing Committee in charge of localities (for members of the Steering Committee who are not members of the Provincial Party Standing Committee) to arrange time to inspect and urge progress, especially for localities with an implementation rate of less than 70%; synthesize and report implementation results to the Provincial Steering Committee (through the Provincial Vietnam Fatherland Front Committee) before May 31, 2025.

The Provincial Steering Committee assigned the Standing Office of the Provincial Steering Committee (Provincial Vietnam Fatherland Front Committee) to regularly update, synthesize, and notify the implementation progress to localities; promptly report and advise the Provincial Steering Committee to issue documents urging localities to implement behind schedule.
During the implementation process, if any difficulties or problems arise, localities must promptly report to the Provincial Steering Committee (through the Provincial Vietnam Fatherland Front Committee) for synthesis, consideration and handling according to authority.
