Nghe An strives to complete the elimination of temporary and dilapidated houses 90 days earlier than the Central plan.
On the morning of May 11, the Central Steering Committee for the elimination of temporary and dilapidated houses nationwide held its 4th meeting in person and online.

At the Nghe An province bridge, comrades: Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Deputy Head of the Standing Committee of the Steering Committee for mobilizing and supporting the construction and repair of houses for the poor and people with housing difficulties in the province (Steering Committee 1838); Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of the province, Head of the National Assembly Delegation of Nghe An province, Deputy Head of the Steering Committee co-chaired.
Attending the meeting were members of the Provincial Party Standing Committee and members of the Steering Committee: Pham Trong Hoang - Chairman of the Provincial Party Committee's Inspection Committee; Ngoc Kim Nam - Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department; Nguyen Nam Dinh - Permanent Vice Chairman of the Provincial People's Council. Also attending were comrade Bui Dinh Long - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee and representatives of departments and branches.

Completed 76.51% of housing needs for new construction and repair
According to the review results for the 2023-2025 period, Nghe An province has 21,176 households (14,655 newly built households, 6,521 repaired households), including: Housing program from social mobilization sources 10,718 households (8,677 newly built households, 2,041 repaired households); Housing support program of 2 National Target Programs (Sustainable poverty reduction and Socio-economic development of ethnic minority and mountainous areas) is 6,856 households (4,139 newly built households, 2,717 repaired households); Program to support construction and repair of houses for people with meritorious services to the revolution with housing difficulties 3,602 households (1,839 newly built households, 1,763 repaired households), needing support to build new and repair houses.

As of May 9, 2025, Nghe An province has completed the construction and repair of 16,202 houses (11,642 new houses, 2,560 repaired houses) from the programs, reaching 76.51% of the demand with a total disbursement of more than 967 billion VND; of which the state budget is 354.13 billion VND; socialized over 220 billion VND; family, clan, and village sources support 393 billion VND.
Currently, Nghe An province still has 4,974 houses (3,013 newly built, 1,961 repaired); of which 1,313 houses are from the dilapidated and temporary housing program (socialization program), 1,128 houses are from 2 national target programs, 2,533 houses are from the program to support families with revolutionary policies.

To implement the remaining total number of houses, with the support level of 60 million VND/new house, 30 million VND/repaired house, the estimated budget for implementation is nearly 240 billion VND (not including the counterpart funds of households, the number of houses arising due to additional needs for review, arising during the process of repairing houses to build new houses...). This budget is balanced by the Central Government, the province and the social mobilization source ensures enough.
Although there are still many difficulties, especially when the remaining households are mainly in extremely difficult situations, living in remote areas or temporarily absent due to working far away, the number of houses needing support for people with revolutionary contributions is still relatively large,... but with the highest determination, the entire political system of the province is focusing on implementing the task, aiming to complete the program of eliminating temporary and dilapidated houses before July 31, 2025, 90 days earlier than the Central plan.

At the meeting, delegates discussed frankly and responsibly, focusing on evaluating the results of the Program's implementation in ministries, branches and localities; clarifying difficulties in procedures, budget allocation, land allocation, human resources, materials and sources of savings for regular expenditures in 2024.
Fast, faster, bold, bolder, decisive battle, decisive victory
Since the program to eliminate temporary and dilapidated houses for poor households was launched, the whole country has achieved many positive and clear results. Specifically, nearly 209,000 houses have been processed, of which 111,000 have been completed and handed over to the people, and 98,000 are under construction. This figure is equivalent to about 77% of the total housing support needs for poor households and policy families nationwide.
However, the task from now until the deadline of October 31, 2025 is still very heavy. There are still about 61,800 temporary houses and dilapidated houses that need to be rebuilt or repaired. On average, the whole country needs to complete about 364 houses per day; each province and city must complete at least 8 houses per day. This is a huge amount of work, while the remaining time is only about 170 days and the program involves many levels, sectors, and localities, and is implemented nationwide.

Speaking at the conclusion of the meeting of the Central Steering Committee, Prime Minister Pham Minh Chinh highlighted the significance and profound humanistic value of the program.
This is not only a simple social security policy but also a concrete action to realize the idea that "people are the root", the consistent viewpoint of our Party: There is no higher goal than maintaining national independence and bringing a prosperous and happy life to the people. Ensuring that all people have solid housing, leaving no one behind, is a vivid manifestation of the policy of taking people as the center and subject in all development policies.

At the same time, the Prime Minister said that this is an activity with strong political and humanistic values, making a practical contribution towards the country's important events in 2025 such as: The 95th anniversary of the Party's founding, the 80th anniversary of the country's founding...
The Prime Minister affirmed that the goal of the program has not changed: We must absolutely not let any people continue to live in temporary or dilapidated houses. The completion date remains unchanged at October 31, 2025.
In particular, priority should be given to supporting housing for people with revolutionary contributions, especially relatives and families of martyrs, to be completed before July 27, 2025; other families with meritorious contributions should have their houses completed before September 2, 2025. These are milestones of profound political and moral significance, demonstrating the gratitude of the Party, State and the whole society to those who have sacrificed and contributed to the country.

One of the strong messages emphasized by the Prime Minister is the spirit of the whole people joining hands: Each person contributes a hand, each family contributes a part. Those who have contributed, contribute their own; those who have little contribute little, those who have much contribute much. This is not only a solution to diversify resources but also a way to arouse and spread the spirit of mutual love throughout society. It is from this spirit that the program to eliminate temporary and dilapidated houses is implemented in a comprehensive, inclusive and widespread manner.

To ensure the set goals are achieved on schedule, the Prime Minister requested ministries, branches, armed forces and localities to join in.
In particular, the Ministry of National Defense and the Ministry of Public Security need to direct military regions, army corps, Border Guards, defense economic units and grassroots police forces, and mobile units located in the area to closely coordinate with local authorities to support the implementation of specific tasks, suitable to the conditions of each place. The Vietnam Fatherland Front and socio-political organizations continue to promote their roles and coordinate effectively.

Prime Minister Pham Minh Chinh also particularly emphasized the role of the heads of localities and relevant agencies. The implementation of the program must thoroughly follow the motto: "If you say you must do it, if you commit, you must do it, if you do it, you must have specific, measurable products and results". The head must closely direct, regularly inspect, supervise, and remove difficulties and obstacles arising within his authority, not allowing stagnation or formality.
During the implementation process, the Prime Minister noted a number of important issues such as mobilizing and effectively using local materials to save costs and ensure progress; designing houses suitable to natural conditions, soil and customs of each region; and allocating funds reasonably and transparently.
Along with that, emulation and reward work needs to be promoted, in order to promptly encourage and commend outstanding groups and individuals in the process of implementing the program. At the same time, it is necessary to seriously criticize groups and individuals who are negligent, irresponsible, and do not complete assigned tasks.

Completing the elimination of temporary and dilapidated houses by 2025 is an extremely meaningful task, at the same time very heavy but very glorious and proud, it is also the mission of every cadre and leader and the sentiment in the heart, conscience, and responsibility towards the community.
“Therefore, I hope that all levels, sectors, and comrades will demonstrate this spirit in leading, directing, handling arising matters, and organizing implementation; at the same time, motivating and encouraging the whole society and businesses to join hands in this work,” the Prime Minister emphasized before concluding the meeting: “Special times, special spirit, special efforts, creating special results.
