Nghe An expects budget revenue in 2019 to reach over 15,500 billion VND
(Baonghean.vn) - According to the forecast of the Tax Department and the Customs Department of Nghe An, the budget revenue in 2019 is 15,500.3 billion VND, reaching 114.8% of the estimate assigned by the Provincial People's Council and increasing by 10.2% over the same period in 2018.

Budget revenue in 2019 is estimated to reach over 15,500 billion VND
At the meeting, the Provincial People's Committee listened to and gave opinions on the report on the implementation of the state budget estimate in 2019 and the projected state budget estimate in 2020.
According to the report of the Department of Finance in 2019, the estimated budget revenue assigned by the Provincial People's Council was 13,498 billion VND. The result of state budget revenue in the area in 10 months was 12,947.8 billion VND, reaching 95.9% of the estimate assigned by the Provincial People's Council and increasing by 18.8% over the same period in 2018.

According to the forecast of the Tax Department and the Customs Department of Nghe An, the budget revenue in 2019 is 15,500.3 billion VND, reaching 114.8% of the estimate assigned by the Provincial People's Council and increasing by 10.2% over the same period in 2018.
Of which, domestic revenue is estimated at 13,800.3 billion VND, reaching 117% of the estimate and increasing 10.4% over the same period in 2018.

There are 13/15 revenue items that have completed the estimate assigned by the Provincial People's Council. There are 2 revenue items expected to reach the estimate assigned by the Provincial People's Council: Revenue from foreign-invested enterprises is 230 billion VND, reaching 88.5% of the estimate, equal to 98.4% compared to the same period. Lottery revenue is 22 billion VND, reaching 78.6% of the estimate, equal to 85% compared to the same period.
Revenue from import-export activities is estimated at 1,700 billion VND, equal to 100% of the estimate assigned by the Provincial People's Council and an increase of 8.2% over the same period in 2018.

Total district budget revenue (as of November 17) was VND5,597.2 billion, reaching 113.1% of the estimate assigned by the Provincial People's Council (excluding land use fees, reaching 108.7% of the estimate). 17/21 districts and cities exceeded the estimate assigned by the Provincial People's Council.
Estimated local budget expenditure in 2019: VND 24,945.4 billion, reaching 102.5% of the estimate assigned by the Provincial People's Council.

Build a reasonable revenue and expenditure plan
Discussing at the conference, comments from departments and branches suggested that the draft report should calculate the space for large projects that have not yet collected taxes to protect the budget; arrange to ensure funding for site clearance for projects; and plan to increase spending on healthcare.
Delegates suggested that budget revenue and expenditure figures should be compared with the results of implementing the Resolution of the 18th Provincial Party Congress; budget reserve for Party Congresses at all levels...
Concluding this content, Vice Chairman of the Provincial People's Committee Le Hong Vinh affirmed that the state budget revenue in the area in 2019 is expected to exceed the estimate assigned by the Provincial People's Council. However, there are still some revenue items that do not meet the estimated progress.

The Vice Chairman of the Provincial People's Committee suggested that the Department of Finance should receive comments from departments and branches to complete the development of a reasonable budget revenue and expenditure plan. In particular, it is necessary to proactively arrange funds for site clearance of projects because this is an issue related to the interests of the people. At the same time, it is necessary to balance the budget to prepare for Party Congresses at all levels.
Emphasizing that 2019 is the final year of implementing the 5-year Socio-Economic Development Plan 2016 - 2020, the 4th year of implementing the State Budget Law 2015 and the period of stabilizing the state budget for the period 2017 - 2020, it is of great significance in implementing the socio-economic development goals and tasks of the entire period 2016 - 2020.
To effectively carry out the 2020 financial and budgetary tasks to complete the targets according to the Resolution of the 18th Provincial Party Congress, all levels, sectors and localities need to focus on solutions to complete the budget revenue estimates.
State budget estimate for 2020 assigned by the Ministry of Finance: Total budget revenue in the area in 2020: 14,716 billion VND, an increase of 1,218 billion VND compared to the estimate assigned by the Provincial People's Council in 2019. Total local budget balance expenditure: 22,181 billion VND 156 million.
Also in the afternoon, delegates listened to and commented on the draft report on the state budget financial plan for the 3 years 2020 - 2023; Draft Decision of the Provincial People's Committee promulgating regulations on the collection level of fees for sea areas for each activity of exploiting and using marine resources in Nghe An province in 2020.
Draft Decision amending and supplementing Decision 71/2017/QD-UBND dated November 28, 2017 of the Provincial People's Committee on regulations on the price for calculating registration fees for houses when registering ownership and usage rights in Nghe An province.
Regarding these contents, Vice Chairman of the Provincial People's Committee Le Hong Vinh requested the Department of Finance to receive comments from departments, branches and sectors to supplement and complete the contents of the drafts to submit to the upcoming meeting of the Provincial People's Committee.
