Nghe An strictly prohibits 9th grade students from being classified as not eligible to take the 10th grade entrance exam.
(Baonghean.vn) - This is the latest directive from the Department of Education and Training on guiding students to take the 10th grade entrance exam. According to the plan, registration for the 10th grade entrance exam across the province will be carried out online from May 10 to 15.
On the afternoon of May 11, Director of the Department of Education and Training Thai Van Thanh issued a document guiding a number of contents for implementing tasks at the end of the 2023-2024 school year. In particular, special attention was paid to strictly organizing review sessions for 9th grade students and guiding students to take the entrance exam to 10th grade.
Accordingly, the Department requested the Chairmen of the People's Committees of districts, cities and towns to direct the Department of Education and Training to properly implement the policy of streaming as well as create fair opportunities for all students. At the same time, it is clearly stated that all 9th grade students who are eligible for graduation recognition have the right to take the entrance exam toGrade 10.

Before the 10th grade entrance exam, the Departments of Education and Training also need to guide all affiliated secondary schools to seriously organize review sessions for 9th grade students; provide full instructions on registering for the entrance exam and admission to 10th grade at high schools. At the same time, support parents and students in registering and completing documents smoothly in accordance with the direction of the Department Director at the 3rd Conference of key officials of the Education sector for the 2023-2024 school year.
The Department also requires schools to absolutely not prevent 9th graders who have been recognized as graduates from taking the 10th grade entrance exam. During the implementation process, the Department requires the Departments of Education and Training to inspect the implementation of their affiliated units. If violations are discovered, strict sanctions must be imposed.
Regarding this content, recently some parents have reported that some schools have announced that they will not allow 9th grade students, who are in the category ofstreamregister for the 10th grade entrance exam. Instead, they will be directed to non-public schools or vocational training.

In fact, the policy of streaming has been implemented by the Nghe An Education Department for many years to implement the Prime Minister's Project "Career education and orientation of student streaming in the period of 2018 - 2025". Through synthesis, each year Nghe An has about 70% of grade 9 students entering public schools, about 6% of students passing the entrance exam to non-public schools. The rest go to vocational training. Streamlining must be done on a voluntary basis, depending on the abilities, interests, and circumstances of the students.
The situation where some schools do not allow 9th grade students to take the entrance exam to 10th grade happens to students with poor or average academic performance who are not able to pass the entrance exam to public schools. In addition, some localities are currently classifying and evaluating the teaching quality of schools based on the entrance exam scores to 10th grade.
Due to concerns about quality, many school leaders have implemented streaming by limiting students with weak and average abilities from taking the 10th grade entrance exam so as not to affect the overall quality of the school. Meanwhile, according to regulations, all 9th grade students who have been recognized as graduates are allowed to take the 10th grade entrance exam. Streaming can be done after students have completed the exam and have results to ensure the rights of all students.
The 10th grade entrance exam for the 2024-2025 school year is considered the "hottest" exam in the past 10 years when the number of 9th grade students increased dramatically with more than 53,000 students in the whole province, an increase of more than 7,000 students compared to the previous school year.
Because the quota for public schools is only about 70%, it is predicted that more than 10,000 students will not have the opportunity to study in public schools and will have to transfer to non-public schools or vocational schools.
