Nghe An: Striving for 61.5% of communes, 4 districts and over 100 villages to meet NTM standards by 2020
(Baonghean.vn) - On the afternoon of August 13, in Vinh City, a workshop was held on the results of building new rural areas in Nghe An in the period of 2011 - 2018, and the orientation plan to 2020 and the following years.
Comrade Dinh Viet Hong - Vice Chairman of the Provincial People's Committee, Deputy Head of the Provincial Steering Committee for National Target Programs chaired the workshop. Also attending the workshop were Comrade Ho Xuan Hung - President of the Vietnam General Association of Agriculture; scientists, managers in the fields of agriculture, rural areas and farmers, and leaders of localities in the province.

Nghe An mobilizes over 30 trillion to build new rural areas
The report of the Organizing Committee for the implementation of the National Target Program on New Rural Construction in the province stated that in the period of 2011 - 2018, Nghe An's new rural construction achieved and exceeded the goals set by the Provincial Party Committee's Resolution.
After nearly 8 years, Nghe An has mobilized more than 30 trillion VND to invest in building new rural areas; an average of 14.68 criteria/commune; an increase of 11.04 criteria compared to 2010. The whole province has 181 communes and 50 villages and hamlets meeting new rural standards.
The new rural area has seen many improvements. The infrastructure system has developed strongly, especially in disadvantaged areas. The material and spiritual life of the majority of rural residents has been significantly improved. Income in rural areas has increased from 12 million VND/person/year to 24.8 million VND/person/year.

Nghe An's goal by 2020 is to have 61.5% of communes and 4 district-level units complete the task of meeting NTM standards; have at least 100 - 120 villages in mountainous areas meet NTM standards; effectively implement the Nam Dan Model NTM District Project and the NTM Construction Project in 27 communes in border areas.
However, the results of building new rural areas in the province still have many shortcomings: There is a large difference in conditions and results between regions. Some communes are mainly focusing on building infrastructure, especially rural transport; not paying due attention to developing production and people's income. Resources for investing in building new rural areas for communes have not met the demand.

At the conference, there were 13 presentations from departments, branches, localities, and experts. The presentation of the Department of Agriculture and Rural Development was given by Mr. Hoang Nghia Hieu, Director of the Department of Agriculture and Rural Development: In the past, the Department has implemented 5,369 production models of rice, corn, fruit trees, etc., of which 4,245 models have been replicated.
However, there are limitations in directing production and building production development models, namely: Area and productivity of some annual crops have not met the set plan; production scale is still small, the added value of some key products of the province is still low. Accumulation of land to organize large-scale production, attracting enterprises to invest in agriculture and rural areas is still limited. Therefore, people's income is not really high.

Comrade Hoang Nghia Hieu said: In order to effectively build a production development model, it is necessary to review the key agricultural products and agricultural products with strengths in each locality to orient the research of scientific topics and build and replicate models.
Build models in the direction of linking with commodity product planning areas; promote the implementation of "4 houses" linkage according to product value chains and have market forecasts when orienting the construction and replication of models.
Speaking at the workshop, comrade Ho Xuan Hung - Chairman of the Vietnam General Association of Agriculture said: In recent years, Nghe An has achieved many great achievements in the movement of building new rural areas. However, in the process of reviewing and recognizing communes meeting new rural standards, there are still some concessions and ignoring of some criteria that have not really been met. The integration of agricultural restructuring in building new rural areas still has many limitations; environmental issues and rural security still have many shortcomings; rural culture needs to be restored.

Comrade Ho Xuan Hung presented some experiences drawn from provinces and cities in the country: In addition to the political system, there is also the role of professional associations participating in building the new rural areas. In restructuring agriculture, it is necessary to restructure land and human resources. Establish the right role of enterprises in building the new rural areas. The role of the people as masters must demonstrate the priority of what the people need first. Developing the new rural areas must be associated with rural culture.
Therefore, in order for the movement to build new rural areas to achieve the best results, localities need to create an investment environment for businesses in the agricultural and rural sectors. Have policies to encourage communes to build new rural areas. Integrate resources for common goals, using a rolling investment method. Pay attention to mobilizing capital from the team of children working, studying, working at home and abroad and finally, raise the responsibility of key officials at all levels.
At the end of the workshop, Vice Chairman of the Provincial People's Committee Dinh Viet Hong thanked the delegates for their dedicated and responsible contributions, which provided the province with many solutions in implementing new rural construction in the following years.
The Vice Chairman of the Provincial People's Committee said that the task of building new rural areas in the province in the coming years is very difficult, so he hopes that the delegates will continue to pay attention, follow and accompany the province to achieve the goal of building new rural areas by 2020 and the following years. The province's viewpoint is that building new rural areas is a regular, continuous task, with no stopping point.
Comrade Dinh Viet Hong directed: The Provincial Steering Committee for New Rural Development must be more drastic in inspection and direction, and regularly urge localities to implement the New Rural Program. Districts prioritize budget investment for the New Rural Program. For communes, based on resources and people's spirit, they must commit to the province's New Rural Program./.
