Nghe An issues urgent dispatch to respond to tropical depression
(Baonghean.vn) - The Standing Office of the Steering Committee for Natural Disaster Prevention and Search and Rescue of Nghe An province has just issued an urgent dispatch directing the response to the tropical depression.
According to the bulletin of the National Center for Hydro-Meteorological Forecasting, at 4:00 a.m. on June 12, the center of the tropical depression (TLD) was at about 18.3 degrees North latitude; 110.8 degrees East longitude, about 480km from the coast of Ha Tinh, the strongest wind near the center of the TLD was level 7, gusting to level 9. It is forecasted that in the next 24 hours, the TLD will move in the West-Northwest direction, traveling 15-20km per hour and is likely to strengthen into a storm; by 4:00 a.m. on June 13,storm centerat about 19.9 degrees North latitude; 106.7 degrees East longitude, right on the Gulf of Tonkin. The strongest wind near the storm center is level 8, gusting to level 10.
In addition, from this afternoon (June 12) to June 14, in the North and the area from Thanh Hoa to Thua Thien Hue, there will be heavy rain with total rainfall of 80-150mm/period, some places over 150mm/period; in the southern part of the Northern Delta, Thanh Hoa, Nghe An, Ha Tinh, total rainfall of 150-250mm/period, some places over 350mm/period. During thunderstorms, there is a possibility of tornadoes, lightning and strong gusts of wind.
To proactively respond to the development of the tropical depression that may strengthen into a storm and flood, the Provincial Steering Committee for Natural Disaster Prevention and Control requests the Chairman and Head of the Steering Committee for Natural Disaster Prevention and Control of districts, cities and towns; the Provincial Military Command, the Provincial Border Guard Command, Directors of Departments, Heads of provincial-level departments and branches; Directors of Irrigation and Hydropower Companies in the province and related units to implement the following contents:

1. Strictly implement the contents of Official Dispatch No. 04/CD-TW dated June 12, 2021 of the Central Steering Committee for Disaster Prevention and Control - National Committee for Incident Response, Natural Disasters and Search and Rescue; Official Dispatch No. 03/CD-VPTT BCH PCTT&TKCN dated June 11, 2021 of the Standing Office of the Steering Committee for Disaster Prevention and Control and Search and Rescue of Nghe An province.
2. For at sea:
- Closely monitor the developments of tropical depressions and notify owners of vehicles and captains of ships and boats operating at sea of the location, direction of movement and developments of tropical depressions to proactively avoid, escape or not move into dangerous areas. Dangerous areas in the East Sea in the next 24 hours (strong winds of level 6 or higher) are determined from the North of latitude 16 degrees North; from longitude 106.5 to 114.0 degrees East (dangerous areas are adjusted according toStorm progressionat the forecast agency's bulletins).
- Organize monitoring and counting of vessels operating in the area affected by natural disasters; maintain regular communication with vessel owners to promptly handle possible bad situations; check instructions for mooring vessels at the wharf; strictly manage vessels going out to sea.

3. For coastal, delta and urban areas:
- Direct the work of ensuring safety for cages, aquaculture areas at sea, along the coast, and vulnerable sea dykes or those under construction; do not leave people in watchtowers or cages when a tropical depression makes landfall.
- Review and prepare for flood control to protect agricultural production, low-lying areas, urban areas and industrial zones.
- Organize tree pruning, bracing, reinforcing signs, houses, public works; prepare safety measures for people in affected areas.
4. For mountainous and midland areas:
- Check and review unsafe houses, residential areas along rivers, streams, outside river banks, areas at risk of flooding, landslides, flash floods; prepare plans to evacuate people in high-risk areas to safety.
- Review and arrange forces to control and guide traffic in flooded and isolated areas; prepare forces, materials and means to overcome incidents and ensure smooth traffic on main traffic routes when heavy rain occurs.
- Check, review, and prepare plans to ensure the safety of reservoirs and downstream areas, especially small hydropower reservoirs and important irrigation reservoirs; arrange permanent forces to operate and regulate and be ready to handle possible situations.
5. The Department of Natural Resources and Environment directs the North Central Region Hydrometeorological Station to closely monitor the developments of tropical depressions, promptly forecast, and provide information to people and relevant agencies to serve the direction and response work.
6. Departments, Boards, and Branches, according to their assigned functions and tasks, direct measures to be ready to respond when bad situations occur. Prepare forces and means for rescue when requested.
7. Provincial Radio and Television Station, Nghe An Newspaper, Ben Thuy Coastal Information Station and other mass media increase broadcasting time, promptly report on the developments of natural disasters and floods so that people know, proactively prevent, avoid and respond.
