Nghe An organizes a review of 5 years of implementing Resolutions No. 24, No. 29 and No. 33 of the Politburo

On the morning of July 4, the Provincial Party Standing Committee held a conference to review 5 years of implementing Resolution No. 24-NQ/TW dated April 16, 2018 of the Politburo on Vietnam's National Defense Strategy; Resolution No. 33-NQ/TW dated September 28, 2018 of the Politburo on National Border Protection Strategy; Resolution No. 29-NQ/TW dated July 25, 2018 of the Politburo on the Strategy for protecting the Fatherland in cyberspace.

Comrades: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee; Colonel Phan Dai Nghia - Member of the Standing Committee of the Provincial Party Committee, Commander of the Provincial Military Command chaired the conference.

Attending the conference, on behalf of Military Region 4, there was Major General Nguyen Ngoc Ha - Deputy Commander of Military Region 4.

On the side of Nghe An province, there were members of the Standing Committee of the Provincial Party Committee: Le Duc Cuong - Head of the Provincial Party Committee's Organization Committee; Nguyen Thi Thu Huong - Head of the Provincial Party Committee's Propaganda Department; Ngoc Kim Nam - Head of the Provincial Party Committee's Mass Mobilization Department; Nguyen Nam Dinh - Permanent Vice Chairman of the Provincial People's Council; Le Hong Vinh - Permanent Vice Chairman of the Provincial People's Committee; Vo Thi Minh Sinh - Chairwoman of the Vietnam Fatherland Front Committee of Nghe An province; Phan Duc Dong - Secretary of the Vinh City Party Committee.

The conference was also attended by members of the Provincial Party Executive Committee; representatives of leaders of departments, branches, unions and localities in the province.

Building an increasingly strong national defense

Nghe Anis an important area fordefense- security, has the largest natural area in the country with more than 16,490 km2, population of more than 3.4 million people, diverse terrain, mountainous area accounts for 83%; is a locality with a long tradition of revolution in the struggles for national liberation and protection of the Fatherland.

During the 5 years of implementing Resolution No. 24-NQ/TW, Resolution No. 29-NQ/TW, Resolution No. 33-NQ/TW, although there were still many difficulties, under the leadership, direction and guidance of the Party Central Committee, the Central ministries, branches, Military Region 4 and the leadership of the Provincial Party Committee, the management and operation of the Provincial People's Committee; the armed forces, departments, branches, sectors, the Fatherland Front and socio-political organizations at the provincial level, local Party committees and authorities have thoroughly grasped and implemented the resolutions, achieving many practical and solid results; maintaining political stability, creating a favorable environment for socio-economic development.

Specifically, the Strategy for protecting the Fatherland in cyberspace has received attention and achieved high efficiency, contributing to raising the awareness of cadres, party members, armed forces and people about the task of national defense, protecting the Fatherland in cyberspace, protecting national borders; foreign affairs have achieved many important results...; the national defense posture and people's security posture in the area have been ensured; the quality, level and combat readiness of the provincial armed forces have been increasingly improved; the people's trust in the Party, the State and the armed forces has been enhanced.

Within the framework of the conference, delegates who are leaders at all levels and sectors gave in-depth analysis, emphasized and clarified the contents of the implementation of Resolutions No. 24, No. 29 and No. 33; at the same time, had opinions and recommendations to the Military Region 4 Command and the Ministry of National Defense.

Speaking at the conference, Major General Nguyen Ngoc Ha - Deputy Commander of Military Region 4 discussed Vietnam's National Defense Strategy in general and the content of the 3 Resolutions in particular; at the same time, he pointed out the factors affecting the National Defense Strategy in the new situation, including Vietnam's National Defense Strategy.

The Deputy Commander of Military Region 4 highly appreciated the implementation of Resolutions No. 24, No. 29 and No. 33 of Nghe An province. Accordingly, the Party Executive Committee of Nghe An province has identified difficulties and challenges, and at the same time, has taken advantage of potentials and advantages; made efforts to overcome difficulties, focused on drastic, timely and creative leadership, achieved many positive and comprehensive results, all socio-economic goals and targets were achieved and increased; people's lives have been gradually improved; the national defense, the national defense posture associated with the people's security posture, the construction and operation of the defense area have become increasingly in-depth and solid.

Major General Nguyen Ngoc Ha - Deputy Commander of Military Region 4 suggested: In the coming time, Nghe An province should continue to strengthen leadership in implementing the task of protecting the Fatherland in the new situation; do a good job of propaganda and education to make cadres, party members and people deeply aware of the task of protecting the Fatherland in the new situation; pay attention to implementing well the economic development associated with national defense - security; regularly coordinate with the Military Region Command to direct the forces to continue to improve the capacity to assess, forecast, grasp the situation, handle promptly, effectively and decisively at the grassroots level, not to be passive or surprised; pay attention to investing resources and budget for local military and national defense tasks.

Continue to effectively implement the Fatherland Protection Strategy

Concluding the conference, comrade Nguyen Van Thong - Standing Deputy Secretary of Nghe An Provincial Party Committee accepted the opinions and directions of comrade Major General Nguyen Ngoc Ha - Deputy Commander of Military Region 4.
The Standing Deputy Secretary of Nghe An Provincial Party Committee also clearly grasped the direction, tasks and solutions to carry out the task of building national defense in general and the implementation of Resolutions No. 24, No. 29 and No. 33 of the Politburo in the coming time.

Accordingly, Party committees at all levels, sectors, the Fatherland Front and socio-political organizations need to continue to deeply and correctly perceive the viewpoints, policies and guidelines of our Party and State on the strategy to protect the Fatherland in the new situation, Vietnam's national defense strategy, the strategy to protect the national border, the strategy to protect the Fatherland in cyberspace; continue to focus on timely and effectively implementing the tasks and solutions stated in the resolutions and related programs and plans that are inseparable from the goals, tasks and solutions for socio-economic development.

Consolidate and develop national defense potential, enhance the ability to protect the Fatherland based on comprehensive strength, in which patriotism and great national unity are the red thread throughout the revolutionary cause; in particular, constantly master science and technology and promote the potential of Vietnamese people in the new situation; pay great attention to building and fostering a contingent of Party members and cadres to meet all requirements and tasks in the coming time.

The specific tasks in implementing Resolution 24-NQ/TW are: Continuing to thoroughly grasp and successfully implement the Party's guidelines, viewpoints, and policies, the State's policies and laws on military and national defense tasks; focusing on improving the overall quality of the provincial armed forces, building a strong standing force, militia and self-defense force, and reserve mobilization force with high combat power, meeting the requirements and tasks in the new situation.

Lead the development and implementation of military and defense projects according to the roadmap, prioritizing budget investment in building command posts, combat bases, rear bases, shooting ranges, and training grounds at all levels; manage and use defense land for the right purposes; closely combine socio-economic development with ensuring national defense and security.

Lead and direct the improvement of the quality of defense area drills, civil defense drills, and combat drills in communes, wards, and towns in the defense area; regularly grasp the situation, especially issues arising at the grassroots level; accurately assess, analyze, evaluate, and forecast the situation, close to the capabilities and possible situations; promptly and effectively handle situations in peacetime and effectively fight when war breaks out.

The specific tasks in implementing Resolution 33-NQ/TW are: Promoting the development of the marine economy combined with effectively implementing the State's mechanisms and policies on supporting fishermen in offshore fishing, contributing to protecting the sovereignty of the sea and islands. At the same time, continuing to implement the policy of sending border guards to strengthen border communes to build and consolidate a strong grassroots political system and stable sea areas.

Lead the development and implementation of military and defense projects according to the roadmap, prioritizing budget investment to build a combat infrastructure system at Mat Island and Ngu Island; artillery positions and coastal shooting ranges; a combat infrastructure system on the western border; adjust the system of border posts, border stations, and sea areas to meet the requirements and tasks in the new situation.

Lead and direct the improvement of the quality of human resource mobilization drills, means of transport and vessels according to Decree 30 and 130 of the Government; closely coordinate the registration and management of means and vessels; have appropriate policies and mechanisms to promote the maritime militia and border militia. Regularly monitor the situation, especially the situation at sea, in border areas, and in ethnic minority areas; promptly and effectively handle situations, avoiding being passive or surprised.

The specific tasks in implementing Resolution 29-NQ/TW are: Regularly grasp the situation, plots, methods, and tricks of cyber warfare operations, promptly direct forces to fight effectively, and avoid being passive or surprised.

Continue to build and apply the development of a safe cyberspace; perfect the mechanism for exchanging and sharing information and the process of coordinating the handling of situations in cyberspace, ensuring information and data security, protecting military and national secrets. At the same time, combat, detect and handle all types of crimes and violations of the law in cyberspace; pay attention to investing in infrastructure, building a cyberspace combat force to meet the requirements and tasks in the new situation./.
