On December 14, 2022, Chairman of the Provincial People's Committee Nguyen Duc Trung signed Decision No. 3979/QD-UBND on the transfer and appointment of Comrade Phung Thanh Vinh - Member of the Provincial Party Executive Committee, Secretary of the District Party Committee, Chairman of the People's Council of Do Luong district to hold the position of Director of the Department of Agriculture and Rural Development.

Presenting the decision and congratulating the new Director of the Department of Agriculture and Rural Development, Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized the important role of the agricultural and rural development sector in the socio-economic development of the province. Over the years, this sector has always achieved many important results, serving as the foundation and support for the economic development of the province.

The Chairman of the Provincial People's Committee assessed that the new Director of the Department of Agriculture and Rural Development has a lot of experience and achievements in his work, including many years of working in the agricultural sector. On that basis, the Standing Committee of the Provincial Party Committee considered and decided to transfer and appoint him to the position of Director of the Department of Agriculture and Rural Development.

Emphasizing that this is a great honor but also a great responsibility for Comrade Phung Thanh Vinh, the head of the Provincial People's Committee requested that he continue to cultivate his qualities, practice, strive, promote his role, be exemplary, innovate, dare to think and dare to do, inherit the achieved results, together with the collective leadership, cadres, civil servants, public employees, and workers of the industry to continue to carry out and complete the assigned tasks.

The new Director of the Department of Agriculture and Rural Development must also quickly approach and grasp the work, together with the Department of Agriculture and Rural Development to carry out the tasks, first of all the tasks in 2023. Currently, the agricultural sector contributes about 23% to the province's GRDP structure, but it is very important because over 80% of the province's population is living in rural areas, over 65% of the workforce is working in the agricultural sector.

The Chairman of the Provincial People's Committee also requested the Department of Agriculture and Rural Development to advise the province in the coming time to implement the highest results of the contents in Resolution No. 19-NQ/TW, the 5th Central Conference on building ecological agriculture, modern countryside, and civilized farmers.

In particular, the sector must develop key and outstanding agricultural products of the province; promote the new rural construction program to achieve the set goal that by 2025, the whole province will have 340 communes and 11 districts meeting new rural standards; closely coordinate with other sectors to solve the sector's difficulties, such as forestry economy, and solve difficulties for forest protection forces.

Speaking at the ceremony, the new Director of the Department of Agriculture and Rural Development, Phung Thanh Vinh, expressed his gratitude and honor to be trusted and assigned this important responsibility by the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, and the Provincial People's Committee.

Comrade Phung Thanh Vinh seriously accepted the direction of the Chairman of the Provincial People's Committee and promised to try, make efforts, wholeheartedly, wholeheartedly, and quickly approach the new tasks; together with the collective leadership, cadres and civil servants in the industry, inherit and promote traditions to successfully complete all assigned tasks, making worthy contributions to the overall development of the province.
