(Baonghean.vn) - Nghe An Provincial Party Secretary Thai Thanh Quy requested the Department of Home Affairs to develop a set of recruitment criteria to ensure fairness and objectivity; absolutely no negativity must occur during the recruitment process.

The recruitment of contract teachers is one of the contents that the Standing Committee of Nghe An Provincial Party Committee especially emphasized when giving opinions on the results of implementing the tasks of education - training and vocational education in the 2021 - 2022 school year; tasks for the 2022 - 2023 school year at the regular meeting in August 2022.

Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation, Chairman of the Provincial People's Council chaired the meeting. Attending the meeting were comrades: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; representatives of a number of Central Party Committees, comrades in the Provincial Party Committee Standing Committee, and leaders of a number of relevant departments and branches.

On July 18, the Politburo issued Decision No. 72-QD/TW on the staffing of Party agencies, the Fatherland Front, political organizations at the Central level, provincial Party Committees, city Party Committees, and Party Committees of centrally-affiliated blocs for the 2022-2026 period.

Of which, 65,980 additional teacher positions will be assigned in the period from 2022 to 2026, and in the 2022-2023 school year alone, 27,850 additional public preschool and general education teacher positions will be assigned.

According to the allocation, in the 2022-2023 school year, Nghe An will have 2,820 additional positions, of which 2,164 are for preschool, 498 are for primary, 142 are for secondary and 16 are for high school.

As of May 31, 2022, the entire Nghe An Education sector has a total of 44,005 people, including 3,441 managers, 36,698 teachers and 3,866 employees. However, this is one of the provinces with the highest teacher shortage in the country with over 7,800 positions, of which the highest shortage is at the preschool level.

The addition of 2,820 positions has significantly contributed to reducing the pressure on the provincial education sector, especially at the preschool level. In the regular meeting this morning, the opinions of the comrades in the Provincial Party Standing Committee were highly unanimous in using the allocated quota, including the preschool level, to prioritize recruiting qualified contract teachers into the payroll.

According to data from the Nghe An Department of Education and Training, as of May 31, 2022, there were 10,870 public preschool teachers at the preschool level, including 8,458 civil servants, 1,777 contract teachers transferred from Decree 06, 44 contract teachers signed by the District People's Committee and 591 short-term preschool teachers signed by the school.

Speaking about this content, Chairman of Nghe An Provincial People's Committee Nguyen Duc Trung said that, following the direction of the Provincial Party Standing Committee, the Provincial People's Committee will arrange recruitment into the payroll to thoroughly resolve the number of public preschool teachers still under contract; in case when considering recruitment, if any teacher does not meet the requirements, the payroll quota will still be kept for final handling.

Regarding this content, Nghe An Provincial Party Secretary Thai Thanh Quy requested that all levels and sectors have solutions to recruit contract teachers into the payroll; in which the Department of Home Affairs needs to develop a set of recruitment criteria to ensure fairness and objectivity; especially absolutely not to let negativity happen.

This is really good news for contract preschool teachers, as well as the provincial education sector. Because according to Decree No. 105/2020 of the Government on regulations on preschool education development policies, it states: "In particular, the policy for preschool teachers stipulated in Clause 1, Articles 7 and 8 of Decree No. 06/2018 dated January 5, 2018 of the Government regulating the lunch support policy for preschool children and the policy for preschool teachers shall be implemented until the end of 2021".

Therefore, by the end of 2021, Nghe An province had 1,777 contract teachers who were no longer entitled to receive salaries according to the provisions of Decree No. 06/2018, leading to a shortage of teachers in the classroom, negatively affecting the psychology and life of workers, many of whom have worked in the industry for 6-10 years.

In that situation, last July, at the 7th Session, Nghe An People's Council approved the draft Resolution on Regulations on support policies for preschool teachers who have signed labor contracts according to Decree No. 06 of the Government and Joint Circular No. 09 of the Ministry of Education and Training - Ministry of Finance - Ministry of Home Affairs, in order to create a legal basis for educational institutions to be allocated funding and have a basis to pay salaries to preschool teachers who have signed labor contracts according to the above Decrees and Circulars as of January 2022, who are teaching at public preschools under the management of Nghe An province but have not been recruited as civil servants.
