At the time of the inspection, Huong did not have a driver's license, could not present a vehicle registration certificate, and had a breath alcohol concentration. The authorities drew up an administrative record for the above violations.
However, Huong did not comply and instead insulted and cursed the members of the working group. Huong also removed the fuel line of the car with the intention of using a lighter to burn it.
Despite the police's efforts to intervene and explain the rights and obligations of violators, Huong continued to act in defiance and obstruct the police from carrying out their duties.
Because of not complying, the working group brought the violating vehicle to the Ky Son District Police headquarters to perform their duties, but Huong followed, struggled, resisted, and used her hands to grab the neck and legs of an officer of the Ky Son District Police Traffic Police team to knock down.
Faced with the above situation, the police took Lu Kham Huong and the violating vehicle to the Ky Son District Police headquarters to work according to the provisions of the law.
