People from the Que Phong border area settled in Pu Sai Cang
Dozens of households in the border commune of Thong Thu (Que Phong) have started a new life in the Pu Sai Cang resettlement area. Local authorities are removing difficulties so that people can "settle down and make a living".
Excited to build a new house
Present at the Pu Sai Cang resettlement area of Thong Thu commune, Que Phong district, Nghe An province in the early days of March, many houses are being built with solid foundations, the atmosphere is urgent and exciting.
Having been attached to the old land in Muong Piet village since birth, for Ms. Luong Thi Hoa as well as many family members, leaving made her regretful because there were too many memories. However, when the government mobilized and saw the danger of landslides, the whole family saw this as an opportunity to move to a safe place, so they planned to dismantle their house and move to a new resettlement area.

Ms. Hoa's family won the plot of land at number 15, with an area of over 500m2.2. In November 2024, the family began to dismantle the house and transport it to their own land. After Tet, Hoa's family started to rebuild the house. Therefore, every day, many people came in and out to help her family complete the house as soon as possible.
All the wooden parts of the main house with 3 rooms and 2 kitchens were moved from the old village, and the materials for the house foundation, steel, cement, dashboard, etc. were all purchased new. With the enthusiastic help of brothers and friends, the main house and kitchen are now "full above, solid below", and the surrounding wall is being built.

Next to it is the wooden house of Mr. Luong Van Hung's family, which has just finished building the wooden part. At this time, the carpentry team is urgently checking each plane stroke on the surrounding planks. To make the house more durable and beautiful, Mr. Hung's family invested money to buy high-quality roof tiles.
For Mr. Vi Van Ty's family at resettlement site No. 2, they are now truly at ease in their new house that was just completed more than a month ago.
Mr. Ty was excited: With all the money the family saved, along with the State's support of 50 million VND, the family built a tube house on an area of over 100m2.2, with a total value of 180 million VND, not including some other ancillary works, completed in February 2025. Now 5 family members can live here with complete peace of mind.

Mr. Luong Van Huan - Chairman of Thong Thu Commune People's Committee said: Pu Sai Cang resettlement area consists of 2 adjacent locations (location 1 and location 2), with 33 residential plots for 33 households living in areas at high risk of flash floods and landslides in 2 villages: Muong Phu and Muong Piet. After the resettlement area is completed and handed over to the locality in mid-2024, the local government will directly propagate and mobilize households to urgently relocate their houses to the resettlement area to stabilize their lives.

By early March 2025, 29 households had drawn lots to receive plots of land, of which 18 had built houses. The commune continued to mobilize and propagate the remaining 4 households who had not yet drawn lots to receive plots of land, with the motto that no households would live in areas at high risk of flash floods and landslides.
To help households dismantle their houses, move materials, furniture, and household items to new residences, the commune government assigned cadres, union members, youth, and militia to assist in carrying and transporting furniture onto trucks to new residences, in order to reduce costs and speed up progress for people.

Removing difficulties for people to "settle down and make a living"
According to local residents, in the Pu Sai Cang resettlement area, all infrastructure requirements for transportation and electricity have been basically met for people to build new homes. However, the most difficult thing is that there is no water for daily use. Currently, people are pumping water from wells dug under the stream, but the water smells bad and is undrinkable.
Therefore, to have drinking water, people have to return to their old village, more than 1km from the resettlement area, to carry each can back for use, which is not only hard but also lacking. People want to have a better life than their old place so that they can soon stabilize and settle down.

Regarding the solution to overcome the situation of no domestic water for people in the Pu Sai Cang resettlement area, Mr. Luong Van Huan - Chairman of the People's Committee of Thong Thu commune said: Because the project to relocate 33 households out of the area at risk of flash floods and dangerous landslides in Thong Thu commune does not have domestic water, the commune is currently implementing a domestic water supply project from the capital of the National Target Program on socio-economic development of ethnic minority and mountainous areas.
Accordingly, the commune designed to build additional water tanks and connect water pipes from the community water project of Loc village to supply water to the Pu Sai Cang resettlement area.
“Currently, the design unit is surveying the location to build the water tank and water pipeline. The commune’s goal is to soon complete the project to provide water to the people this coming summer,” said Mr. Luong Van Huan.

On December 3, 2020, the People's Committee of Nghe An province issued Decision No. 4382/QD-UBND approving the plan to select a contractor for the project of relocating 33 households out of areas at risk of flash floods and dangerous landslides in Thong Thu commune.
At the end of 2020, Que Phong district repaired and upgraded the Pu Sai Cang resettlement area to welcome 33 households to relocate here. The total approved investment is 14.9 billion VND. The total leveled area is 28,662m2.2The project was completed and put into use from June 10, 2024.
