Mr. Le Van Nhu, a resident of Thuan Trung hamlet, sadly said: This half-kilometer-long road has just reached the stage where the soil and aggregates are being poured, and concrete is being poured when the flood comes. The road was built with the sweat, effort, and funds donated by the poor hamlet residents; now we can only helplessly watch each layer of road being washed away by the flood.
