Thanh Thuy is a border commune with a large area, so it faces many difficulties in socio-economic development. Before 2020, the leadership capacity of the Party Committee and Party organization of the commune also had many limitations.

Seriously recognizing this reality, right at the beginning of the term of the Grassroots Party Congress for the period 2020 - 2025, the Standing Committee of Thanh Thuy Commune Party Committee clearly identified key tasks to issue specialized resolutions, mobilizing the entire political system to overcome the limitations and weaknesses that have been pointed out.

Implementing the resolution on implementing the new rural program, Thanh Thuy Commune Party Committee assigned specific responsibilities to each member of the Standing Committee and Executive Committee; assigned each individual to directly direct each hamlet Party cell.

The People's Committee, the Fatherland Front and mass organizations assigned cadres and civil servants to propagate and mobilize people to participate in building new rural areas. Cadres and party members took the lead in setting an example by donating land, trees, fences, contributing money and participating in public service. In any hamlet where there was not a high consensus, the head of the Party Committee, government, the Fatherland Front and mass organizations of the commune directly went to propagate and mobilize.

Comrade Vo Van Thinh - Secretary of Thanh Thuy Commune Party Committee said that through the new rural construction movement, from cadres, party members and people, all have their responsibilities concretized, no one is left out. Therefore, after more than 2 years of focused and drastic direction, Thanh Thuy has been assessed by the province and is waiting for recognition as a commune meeting new rural standards.

Implementing the new rural construction movement, the Party Committee and government of Thanh Thuy commune have specified the responsibilities of cadres, party members and people, leaving no one out.

In implementing the specialized resolution on ensuring border security, in addition to building a coordination regulation between the Commune Party Committee and the Thanh Thuy Border Guard Station Party Committee, the locality has promoted the role of mass organizations and mobilized people from all walks of life to participate in protecting border security through clubs: "Farmers participating in protecting national border security and sovereignty"; "Women with the law"; "Responsibility of union members in protecting border security"...

Implementing the resolution on economic development, the Party Committee and the communal government directed with many solutions, including exploiting the advantages of hilly land and forests to develop farm and family economy; expanding investment in intensive cultivation of raw tea and paper raw materials; opening the direction of labor export...

For Thanh Yen commune, on the basis of consolidating, mobilizing and rotating district cadres to take on the role of heads of Party committees, authorities and localities, it has created changes in the leadership capacity of Party committees and organizations.

Sharing lessons learned in leadership of the Party Committee, Comrade Dang Van Lap - Party Committee Secretary, Chairman of Thanh Yen Commune People's Committee, said: The Party Committee and the commune government promote a sense of responsibility, take the lead and set an example in the political system and the contingent of cadres, party members, especially the leaders in implementing each content and part of the work. Focus on propaganda and mobilization work flexibly and flexibly, taking propaganda, mobilization and persuasion as the main tasks, and at the same time applying coercive measures when absolutely necessary to resolve complicated and prolonged cases.

Thanks to that, 4 long-standing cases related to encroachment and land disputes have been resolved; many traffic works, irrigation works, schools, clinics, martyrs' cemeteries... have been invested in construction with a total of more than 37 billion VND within 3 years (2021 - 2023). In addition, people's production thinking is also gradually changing, shifting from small-scale production and self-sufficiency to commodity production through crop restructuring. Crops such as squash, pumpkin, potato, rice combined with fish farming are carried out on dozens of hectares.

Thanks to innovation and the leadership capacity of the Party Committee and Party organization, in 2021 - 2022, Thanh Yen Commune Party Committee was assessed by the district to have completed its tasks well and in 2023, all 5 blocks: Organization, Propaganda, Mass Mobilization, Inspection, and Commune Party Committee Office were classified by the Party Committees of Thanh Chuong District Party Committee as having completed their tasks excellently.

Focus on personnel work

According to comrade Nguyen Van Que - Standing Deputy Secretary of Thanh Chuong District Party Committee, fully aware of the importance of personnel work, Thanh Chuong District Party Committee has focused on training, fostering, and regularly updating information and knowledge for the staff; Party committees at all levels have strengthened regular and thematic inspection and supervision of the performance of tasks by organizations and individuals, thereby promptly urging, guiding and correcting signs of stagnation, preventing violations in the performance of tasks by cadres and civil servants.

Thanh Chuong District Party Committee established 9 grassroots steering groups to increase the responsibility of each member of the Standing Committee, the District Party Executive Committee and cadres and experts of specialized departments and offices in performing political tasks. The District Party Committee also focused on supporting and removing difficulties for the grassroots in leadership and direction, associated with the work of objectively evaluating and classifying cadres and civil servants; promptly replacing cadres in places showing signs of stagnation in implementing tasks or showing signs of internal disunity and public opinion.

Since the beginning of the term, Thanh Chuong District Party Committee has mobilized and rotated 6 district officials to work as grassroots leaders; supplemented and perfected 84 grassroots leaders and managers.

According to the leaders of Thanh Chuong District Party Committee, Party committees at all levels also pay great attention to improving the quality of Party cell activities, including strictly implementing the assessment of the quality of Party cell activities according to Regulation No. 08 of the Provincial Party Committee Standing Committee. Thanks to that, the quality of management and content of Party cell activities have been improved. Thematic activities have been considered by Party cells to select key and weak contents for discussion, and to propose solutions for focused and effective leadership. The quality of activities in each Party cell has been improved, contributing to promoting effective leadership in implementing political tasks, especially in building new rural areas and civilized urban areas by taking the area of ​​villages, hamlets, and blocks for direction and dissemination.

As a result, in addition to 23 new rural communes and 3 advanced new rural communes that have been recognized, Thanh Chuong this year has 2 more new rural communes and 1 advanced new rural commune that have been assessed and are waiting for recognition.
