Some families even nailed a no-entry sign to the tree trunk in front of their house. This action is completely without authority, because according to Article 37 of the 2008 Road Traffic Law, only the People's Committee at the provincial level or higher has the authority to organize traffic on road systems under its management. Even the no parking sign was written on the street by the residents on Xieng Khouang Street, near the Quan Banh overpass. Sidewalks and roads are public property managed by the State. People placing signs and obstacles prohibiting parking are wrong, not within their authority, have no legal value, cause loss of urban beauty, and even pose a potential risk to traffic safety... Therefore, functional forces and local authorities need to check, remind, and handle promptly, avoiding cases where they give themselves the right to set rules. However, to avoid unfortunate incidents, drivers should park their cars so as not to affect the traffic of other vehicles and the travel and business of people near the parking area. If possible, they should leave a phone number for others to contact when needed, to avoid unnecessary incidents. For homeowners who are obstructed by parked cars, they should tactfully remind them, "choose your words to please each other", or notify the authorities to handle the situation if the car is parked in violation of regulations. They should not obstruct, insult, or damage the car, leading to violations of the law.
