(Baonghean.vn) - In addition to expressing support and trust in the leadership, direction and administration of authorities at all levels, which have proactively and flexibly adapted safely to the new context to successfully complete the tasks and socio-economic development goals in the first 6 months of 2022, voters and people of the province also sent to the 7th session of the 18th Provincial People's Council recommendations and proposals for competent authorities to study and resolve.

Pay attention to supporting fishermen to go offshore

Over the years, the Party and the State have always paid attention to the development of the marine economy. However, the seafood exploitation industry is currently facing many difficulties and disadvantages: fishing grounds are narrowing, resources are scarce,high gas and oil pricesFor example, in the period 2016-2017, Son Hai commune had 236 ships with 3,000 - 3,500 workers, now reduced to 100 ships with about 500 - 600 workers. Besides, the seafood exploitation industry is one of the particularly dangerous industries with high risks.


Over the years, Son Hai commune has suffered a lot of pain and loss of life and property when participating in offshore exploitation. Fishermen hope that the State needs to have a policy to support oil prices for fishermen in offshore areas (currently only supported according to Decision 48 for offshore exploitation); support hull insurance and crew insurance for fishermen (stopped for 2 years now). Along with that, there needs to be a policy to extend debt and support interest rates for new ships under Decree 67 of the Government.

Since Decree 67 was issued, the entire Quynh Luu district has 52 newly built fishing boats under Decree 67. To date, 6 boats have been repossessed by the bank, 2 boats have sunk. It is recommended that the State consider and have a policy to extend the repayment period for newly built fishing boats under Decree 67 that are participating in seafood exploitation and protecting the sovereignty of the sea and islands. At the same time, research and consider amending the shortcomings in the loan level and collateral in the implementation of Decree 67.

Voter Cao Xuan Diep also suggested: In the communes of Son Hai, Quynh Long, Quynh Tho, Quynh Thuan, more than 50 hectares of coastal alluvial land are managed. Before 2018, with the permission of the People's Committee of Quynh Luu district, the People's Committee of the commune created conditions for households to rent aquaculture (clam farming). Commercial clam farming has helped improve people's lives and create jobs for people. However, since 2018, according to regulations, the People's Committee of the commune does not have the authority to rent coastal alluvial water surface land, so it is recommended that the Provincial People's Committee should have a policy for people to rent land for aquaculture.

There is a solution to stabilize the price of agricultural materials

Voters and people are very excited that in the first months of the year, the Party Committee and authorities at all levels in the province have taken drastic actions, thereby helping the economy recover quickly. However, the problem that people are worried about is the high price of gasoline, oil, and agricultural materials, causing farmers to face losses in production and many difficulties in life. Especially the price of fertilizers and pesticides is increasing, while rice production has low economic efficiency, so people are no longer interested in production, many people abandon their fields.


Farmers want the State to have policies and solutions to stabilize input material prices, especiallyagricultural materials priceensure that farmers produce profitably; strengthen inspection and strictly handle cases of selling fake and poor quality goods, especially fertilizers and pesticides; continue to expand the market to find "outputs" for agricultural products; invest in consumption and processing centers for agricultural products after harvest; prioritize the development of high-tech agriculture, especially research and replication of high-quality varieties to compete in domestic and foreign markets; have preferential policies to develop the collective economy.

In particular, it is necessary to promote propaganda and encourage farmers to use by-products from livestock production such as organic fertilizers to limit the use of purchased materials. At the same time, this is a way for farmers to convert the model of limiting the use of fertilizers and pesticides to applying organic production models to ensure food safety.

Perfecting support mechanisms for localities to build model residential areas

The province is continuing to promote the program of building model residential areas associated with the goal of building advanced new rural areas. In particular, the construction of model residential areas aims to further improve the quality of life, both materially and spiritually, for the people. The programnew rural constructionand the new advanced rural areas, including the program of building model residential areas, have changed a lot. People have been aware of contributing to the brightness, greenness, cleanliness and beauty of residential areas by specific actions such as implementing many practical and effective works and projects in residential areas such as building model roads; planting flowers and ornamental trees along the roads; building bright - green - clean - beautiful works; collecting and treating waste; organizing environmental sanitation, monthly rural and urban beautification, etc. Residential areas have also established common conventions for households to implement together. The goal of building a model residential area is to set a standard for other residential areas in the area.


People are aware that the voluntary and contribution of the people are still the main factors, they must really be the subjects in building model residential areas. However, the set of standards for model residential areas has not yet been issued. People hope that the province will soon complete the support mechanisms for localities to build model residential areas, encouraging people to actively participate in contributing to building increasingly civilized and modern rural and urban landscapes.

Tcreate conditions for ethnic minority areas to develop

Ethnic minority and mountainous areasFor a long time, the Party and State have paid attention to this issue by issuing many investment and development policies, creating favorable conditions for people to improve and enhance their material and spiritual lives.


The National Assembly has issued Resolution No. 88 and the Prime Minister has issued Decision No. 1719 approving the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas. On that basis, the Provincial People's Council has also issued 2 resolutions related to the allocation plan, mobilization structure, integration of resources and regulations on principles, criteria, and norms for allocating State budget capital to implement the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the period 2021 - 2025 and 2022 in the province. This is an opportunity for ethnic minority and mountainous areas to develop.

Along with investment programs and projects according to Resolution No. 88 of the National Assembly and Decision No. 1719 of the Prime Minister; ethnic minority people such as Hanh Dich commune located in the core zone of Pu Hoat Nature Reserve, mainly rely on forests; however, the level of support for forest protection and environmental service payments for people is currently too low, it is recommended that all levels study to increase the payment level for these two items.

In addition, all levels and sectors also need to pay attention to creating conditions to change people's thinking and awareness; in which, the important factor is to bring telecommunications waves and electricity to people, through television systems, internet, social networks to raise awareness, change people's thinking, thinking, and ways of doing things in economic development and improving life.

Teager to overcome difficulties and shortcomingsabout land

Currently, in Quy Hop town, there are a number of factories, production and business establishments of enterprises and individual business households, although they have been operating for a long time, but have not completed land lease procedures. Through understanding, this situation is not only in the town area but also in the communes of Tam Hop, Tho Hop, Dong Hop, Chau Loc... Due to the lack of land lease decisions from competent agencies, these units and individual business households operate in violation of the law on land management; on the other hand, the locality loses budget revenue, including land rent. From this reality, it is recommended that the province should have specific instructions to remove difficulties and speed up land lease procedures for these cases.


Along with the above shortcomings, in mountainous areas, flat land is limited, people mainly live along hillsides and mountains, so the need to level and expand the land to build houses or gardens is quite large. However, during the leveling process, excess soil cannot be transported out of the renovation area, because if transported out, it is a violation of the law. On the other hand, for households that need soil to build house foundations or medium foundations, there are no soil mines in the district, so people do not have soil to build house foundations or gardens. Therefore, the province needs to study and allow people to transport excess soil after renovating hill gardens to dump elsewhere; at the same time, allow people to exploit soil for civil activities.

Resolutely handle the backlog in granting land use right certificates without authority

In recent times, the Provincial People's Committee has taken many measures to remove obstacles in handling cases of granting Land Use Right Certificates beyond the authority, in order to ensure the rights of the people. However, in practice, there are still some difficulties and shortcomings. In Nghi Hung commune, there are currently cases of overlapping issuance, so in order to be granted a Land Use Right Certificate, financial obligations must be fulfilled once again, while the economic conditions of this household are difficult.


On the other hand, some cases require ensuring full documents on financial obligations to the locality, however, the storage process is not good, so now they are no longer available. Or the requirement for land handover minutes, boundary marking minutes, field land handover minutes, which at that time did not exist. Therefore, competent authorities need to have a clear viewpoint and mindset in granting Land Use Rights Certificates for cases of land grant without proper authority. The mistake is due to history and the fault lies with the government, not the people. People have fulfilled all their obligations to be granted land, now they want to be granted Land Use Rights Certificates, they are required to provide documents that they did not have before, causing people to run back and forth in confusion, not knowing who to rely on. We request competent authorities to pay attention to solving the problem for the people.
