Taking place in the context of the complicated developments of the Covid-19 pandemic, the first session of the 15th National Assembly closed with unprecedented precedents.

No session has had to be cut in half.

After 9 days of urgent work, on the afternoon of July 28, the first session of the 15th National Assembly closed.

According to National Assembly delegate Nguyen Thanh Hai, Secretary of the Thai Nguyen Provincial Party Committee, having participated in three National Assembly sessions, she has never seen a session that had to be shortened by half, with delegates working on both Saturdays and Sundays. With a spirit of urgency, science and responsibility, even though the duration was reduced, the quality of the session did not change.

Taking place in the context of the complicated developments of the Covid-19 pandemic, the female National Assembly delegate from Thai Nguyen affirmed that the session was successful as the National Assembly delegates worked responsibly, the documents prepared for the session were very complete and of high quality; the delegates' opinions were critical, sharing and accompanying the Government.

One of the special highlights of this session and also an unprecedented content is that the National Assembly agreed to delegate power to the National Assembly Standing Committee, based on each specific task, which will allow the Government and the Prime Minister to be flexible and quickly resolve issues that may not be regulated by law, but are necessary to ensure the health and lives of the people.

Highly appreciating this “flexible mechanism”, the Thai Nguyen delegation considered this as a empowerment of the people to be able to quickly resolve issues, shorten administrative procedures with the ultimate goal of ensuring the health of the people above all.

There are reports completed at midnight to serve the National Assembly.

Attending the National Assembly for the first time, delegate Hoang Minh Hieu, Nghe An delegation, also felt that this was a very special session and would leave many emotions for the delegates attending the National Assembly for the first time. According to the delegate of Nghe An delegation, the session showed the great determination of the National Assembly in completing many contents of the session, when the National Assembly took place in a very complicated context.

The special point of this session is that just 2 days after the proposal, the National Assembly agencies completed the draft of the session's joint resolution to submit to the National Assembly.

“I consider this a record time for this content. To do this “special” thing, the National Assembly agencies worked day and night, sometimes the verification report was completed at midnight to serve the National Assembly in time,” shared the member of the National Assembly Secretariat and Director of the Information Department - National Assembly Office.

Another impression of delegate Hoang Minh Hieu in his first time participating in the National Assembly was the very quick integration of the National Assembly delegates. There were delegates who entered the National Assembly for the first time, but had positive, responsible, and quality statements on the contents of the session. In particular, the delegate of Nghe An was also very impressed with the female National Assembly delegates in this session. Although the percentage of female National Assembly delegates is only about 30%, the number of female delegates speaking in this session accounted for nearly 50% of the total number of delegates speaking.

Untie knots, remove constraints, be flexible in management

The content that attracted special attention from lawyer Nguyen Phu Thang, Intercode Law Firm, for this National Assembly session, was the National Assembly's delegation of power to the Government and the Prime Minister in specific and necessary cases to ensure quickness, flexibility, drasticness and timeliness in the current work of preventing and combating the Covid-19 pandemic.

Mr. Nguyen Phu Thang highly appreciated this content, because from the perspective of those working in legal matters, "this is like untying knots and removing constraints from rigid provisions of the Law and the Constitution".

In the context of the tense developments of the Covid-19 pandemic, as the main agency directing the highest epidemic prevention work, the Government and the Prime Minister, as the highest administrative agency and executive agency of the National Assembly, need to be given more authority than the Constitution and the Law on Government Organization. This means that the Government and the Prime Minister are allowed to perform a number of tasks that are different from the Law and not yet stipulated in the Law after the National Assembly and the National Assembly Standing Committee delegated the authority to pass the content of the National Assembly's Resolution at the first session.

Many opinions are not up to the mark

Also paying attention to the discussions on the socio-economic situation of the National Assembly during the session, Mr. Le Nghiem expressed his satisfaction with the review report of the Chairman of the Economic Committee Vu Hong Thanh on the Government's report, clearly stating the contents of the nature of supervision and criticism. However, he could not help but worry when following the discussions of the National Assembly delegates.

"I see that some delegates do not follow the critical monitoring and criticism that Mr. Thanh outlined in that report to discuss more deeply and propose specific policy solutions, but instead make statements that are not at the right level," Mr. Nghiem commented.

This voter believes that, with the role of supreme lawmaking and supervision, the people need the National Assembly to have critical opinions, supervision, and propose policy solutions.

“I see that there is a delegate who can do that, when giving his opinion, we need to review what is hindering the development of private enterprises to remove it. At least we need to propose like that, or urgently reform economic institutions, to remove barriers that hinder economic activities. I see very few opinions like that, the delegates almost never mention what is hindering the development of state-owned enterprises, as well as private enterprises today,” Mr. Le Nghiem shared.

According to voters, it can be seen that the country's economic activities are currently extremely difficult, why don't delegates raise the issue of the State Bank directing banks to reduce lending interest rates, this is a very specific policy, but ministries and branches have almost no initiatives to help people and businesses at this time. People want the National Assembly to come up with specific policy solutions./.
