(Baonghean.vn) - Heavy rain last night caused water in streams to rise, many roads were flooded, some communes in mountainous districts of Nghe An province are isolated, some dams in Do Luong and Thanh Chuong are at risk of breaking.

Many major roads in Tan Ky are flooded with ice.

According to the summary of the district's Department of Agriculture and Rural Development as of 8:30 a.m. on July 19, 2018, heavy rains in the past few days and the direct impact of storm No. 3 have flooded 680 hectares of crop areas (of which 430 hectares of autumn rice and 250 hectares of vegetables) and cut off many traffic routes; some residential areas are isolated.

Currently, it is still raining in the area, water continues to rise at Khe Than spillway on provincial road 534B connecting Dong Van commune and Tien Ky commune; Tan Dien spillway connecting Dong Van commune and Tan Hop commune; Khe Hao spillway on the road from Tan Hop commune to Giai Xuan; Bac Son spillway on the road from Nghia Phuc commune; Khe Cay spillway on the road from Nghia Thai commune; Khe Hao spillway on the road from Tan Xuan commune and Sum bridge in Huong Son commune.

Deep flooding caused separation among localities, isolating some residential areas such as Tan Quang, Trung My, Tan Xuan, Nam Hong hamlets... In response to this situation, the People's Committees of the communes mobilized forces to make signs prohibiting traffic and assigned people to be on duty 24/7 at the spillways. The leaders of Tan Ky District People's Committee directly went to the grassroots to inspect and direct localities to continue monitoring weather developments and take remedial measures to stabilize life.

Due to the impact of storm No. 3, heavy rains and floods in streams and creeks rose, inundating bridges leading to hamlets and villages. In response to the above situation, the Youth Union of Chau Cuong commune deployed forces to be on duty 24/7 at the bridgeheads and hung up danger warning signs. At the same time, it also warned people not to go to the banks of streams and creeks to collect firewood or fish, to avoid slipping and falling and being swept away by the flood.

Currently, the upstream water is pouring in strongly, some rice fields near the stream are flooded, many houses near the stream and low-lying areas have water inundating their yards. People have proactively moved their belongings to relatives' houses in high places to stay safely.

Faced with the unpredictable developments due to the impact of floods and rains from storm No. 3, leaders of Quy Hop district went to 21/21 communes and towns to inspect the situation, directing localities to be on duty 24/7; many flooded bridges must have warning barriers; and guards must be arranged to prevent people from entering dangerous areas.

Due to heavy rain, water overflowed the road, flowing strongly, causing partial separation of Chau Kim - Nam Giai road. In Thong Thu commune, at 8:30 am this morning, July 19, 3 households from Muong Piet and Muong Phu villages had to be evacuated from the flood area. Ms. Luong Thi Hong, Chairwoman of Thong Thu commune, said: Currently, the commune has concentrated its forces to urgently evacuate the remaining households along the Chu River, along the Hua Na hydroelectric lake to avoid landslides and flash floods.

In Hanh Dich commune, the storm flooded the Pom Om village spillway, 10 hectares of rice fields were flooded. Heavy, continuous rain caused water from streams to flow in, rising up to 1 meter, cutting off the villages. Many hectares of rice and crops were flooded. Currently, the commune has directed the setting up of checkpoints to prevent people from passing through and collecting wood.

On the district side, all meetings have been postponed to focus on flood and storm prevention. Leaders of the district Party Committee, Que Phong District People's Committee, and related sectors have divided into many groups to directly go to the grassroots to direct people to prevent floods, to avoid loss of life and property.

According to a quick report from the People's Committee of Que Phong district as of 4:30 p.m. on July 19, some villages such as Puc, Meo, Pieng Lang, Nam Giai commune, Pom Om village, Hanh Dich commune, Ta village, and Quang Phong commune are currently isolated due to flood water.

Each commune in Nhan Son, My Son, Hien Son, Quang Son, Thai Son has over 200 hectares of rice submerged. Some communes such as Nhan Son, Thuan Son, Hien Son have water starting to enter people's houses. Many residential areas in the lower communes have been completely cut off due to flooding. If it continues to rain, the flood will cause thousands of hectares of rice of farmers to rot and possibly be completely lost.

Currently, the District People's Committee is focusing on directing communes to prepare forces to evacuate flooded households from flooded areas. Organize forces to inspect the dam system to handle arising problems, and organize drainage to prevent flooding for rice.

In Dai Son commune, the O Quan dam is under construction and has not been completed yet, and is at risk of breaking. As of 11:00 a.m. on July 19, in Quy Chau district, the inter-commune roads from Hoa Tien village, Chau Tien commune to Xang and Coc villages, Chau Binh commune; the inter-commune road from Chau Hoi to Chau Thuan and some inter-village roads were eroded; the spillways in Chau Tien, Chau Phong, Chau Hoi, Chau Hanh, Chau Binh communes and the section of Road 48 across Quynh 2 village and 11 houses in Chau Binh commune were flooded. More than 572 hectares of rice and 13 hectares of sugarcane were flooded, with an estimated damage of 900 million VND.

In Tho Son commune, there are two overflow bridges, the overflow bridge to village 9 and the bridge to village 1, which are flooded and cannot be used. In Thanh Son commune, provincial road 534B at Km32+150 Khe San bridge, Thanh Son commune, the water level is 1.5m high. This is the road where people from the three communes of Thanh Son, Tho Son, and Binh Son trade and travel every day.

Currently, Anh Son district is directing localities to propagate that people absolutely must not travel until the water recedes, assign people to be on duty 24/7 at both ends of the bridges, strictly prohibiting people and vehicles from passing.

Due to the impact of storm No. 3, heavy rains occurred in Thanh Chuong district before and after the storm. On the morning of July 19, many roads and residential areas in low-lying and remote communes were cut off, and some dams and bridges were damaged.

At Nha Ong spillway across the Ro River, the rising, fast-flowing water cut off the inter-commune road connecting Thanh Khe - Thanh Thuy. Some people riding motorbikes were swept away by the water, but fortunately they were rescued in time so there was no loss of life or property.

In Thanh Thuy commune, people from the 5th Youth Volunteer Corps and 15 households living on the other side of Khe Mu were isolated because the Corps' road and inter-village road were flooded.

Thong Nhat Dam in Ngoc Xuan 1 hamlet, Thanh Ngoc commune had its dam body broken due to rising water. The commune mobilized all forces to transport soil and rocks to reinforce the dam body in time, limiting the damage.

According to reports, in the entire Nghia Dan district, 4 houses collapsed and had their roofs blown off, 10 houses were flooded and had to be relocated, 5 electric poles were broken, and 15km of rural roads were eroded and damaged.

Regarding agricultural production, the area of ​​winter-spring rice in fields and low-lying streams flooded nearly 1,500 hectares, 140 m2Rice seedlings were flooded; 100 hectares of corn and various vegetables were flooded and broken; 1,000 hectares of industrial crops and perennial fruit trees were flooded. 50 hectares of aquaculture ponds were overflowed. Initial damage was estimated at about 1.5 billion VND.
