Concerned about classifying letters
After listening to the People's Committee of Hung Nguyen district report on the work of receiving citizens, handling petitions, complaints, denunciations, recommendations and reflections from citizens from 2017 to the first quarter of 2019, members of the survey team requested the district to clarify the contents of the team's concern related to the implementation of regulations on receiving citizens, the classification of petitions, the quality of handling petitions, etc.

Speaking at the meeting, Deputy Chief of the Provincial People's Council Office Nguyen Thi Anh Hoa said: One of the solutions to limit petitions that go beyond the level is to have an accurate classification of petitions, because the classification of petitions is related to the settlement process. Through review, it can be seen that Hung Nguyen's classification of petitions is not accurate, mainly petitions and reflections, while complaints and denunciations are still few.
"Hung Nguyen district needs to pay attention to directing communes and towns to do a good job of receiving citizens, organizing dialogues and reconciliation to solve problems arising right at the grassroots level, reducing pressure on higher-level agencies," said Ms. Hoa.

Regarding the classification of petitions, Mr. Tran Dinh Toan - Deputy of the Provincial People's Council's Legal Committee cited the results of the classification and handling of complaints, denunciations, recommendations and reflections of Hung Nguyen district in 2018, the district received 320 petitions, according to the classification, there were 274 reflections and recommendations. "Is this classification result accurate? When people send petitions, do they agree with the classification of the authorities?" - Mr. Toan wondered.
Sharing the same view, Deputy Head of the Culture and Social Committee of the Provincial People's Council Nguyen Thi Lan said that "Inaccurate classification of petitions and incorrect handling authority will lead to prolonged and complicated cases" - Ms. Lan said.
The members of the working group also requested Hung Nguyen district to clarify the responsibility of local authorities in resolving prolonged complaints and denunciations; dialogue in resolving complaints and denunciations, etc.
Do a good job of dialogue
Clarifying the issues the survey team was concerned about, Chairman of Hung Nguyen District People's Committee - Ngo Phu Han affirmed that the work of receiving citizens was carried out seriously and in accordance with regulations by this locality.
For the work of classifying petitions, all petitions are gathered at one focal point, the District Citizen Reception Committee, to classify and transfer petitions scientifically.

The Chairman of the People's Committee of Hung Nguyen district emphasized: In recent times, the district has focused on site clearance to implement projects. Along with that, many problems have arisen, especially the increasing number of petitions, including many outstanding and prolonged petitions.
"The district has worked hard to thoroughly resolve citizens' complaints. However, due to limited awareness of some citizens, after the resolution results, they continue to file complaints to higher levels, leading to a prolonged process of resolving the petition," explained the head of the Hung Nguyen district government.
Regarding dialogue, a basic principle in handling complaints and denunciations, the leader of Hung Nguyen district affirmed: The district organizes dialogues between the Standing Committee of the District Party Committee and leaders of 23/23 communes and towns. In 2018, there were 92 dialogues, in the first quarter of 2019, there were 9 dialogues between the Chairman of the People's Committee and People's Council at the commune level and the people. The district regularly organizes dialogues with people in areas where projects are being implemented related to site clearance.
At the same time, Hung Nguyen directed the District Fatherland Front Committee to preside over the collection of people's satisfaction with the work of state officials and civil servants.

Concluding the meeting, Vice Chairwoman of the Provincial People's Council Cao Thi Hien acknowledged and highly appreciated the work of receiving people and resolving complaints and denunciations of Hung Nguyen district.
According to comrade Cao Thi Hien, after reviewing the district's report, the number of petitions increases every year, however, many petitions do not meet the requirements for resolution. The district is requested to assess the situation, analyze and classify petitions to ensure accuracy, transfer petitions to the right authority, resolve them with quality and efficiency; do not push them around, especially at the commune level.
For complicated matters, there needs to be coordination between functional agencies as well as all levels to have effective solutions; focus on promptly resolving problems arising from the grassroots, limiting the situation of petitions, complaints and denunciations going beyond the level.
In addition, the district continues to focus on improving the quality of citizen reception, focusing on the handling process after regular and unscheduled citizen reception, providing guidance to citizens, and assigning specific responsibilities for resolving citizens' feedback and recommendations.
In the first quarter of 2019, Hung Nguyen district received 28 citizens, including 12 regular citizens and 16 periodic citizens. The Chairman of the District People's Committee received citizens periodically on 6/6 days as prescribed, reaching a rate of 100%.
In 2018, the district handled 14 cases under its jurisdiction: 7 complaints were resolved; 2 decisions were issued to resolve complaints; 5 decisions were issued to suspend the settlement of complaints due to citizens withdrawing their petitions. The district has handled 7 denunciations, 1 case is being handled; 4 conclusions were issued to resolve denunciations; 2 decisions were issued to suspend the settlement of denunciations due to citizens withdrawing their petitions. In the first quarter of 2019, the district handled 1 case related to land disputes.
