The meeting aimed to review the implementation results of the Resolution of the 19th Provincial Party Congress; Resolution of the 27th District Party Congress; Results of the implementation of Conclusion No. 95-KL/TU dated July 5, 2021 of the Provincial Party Executive Committee on the implementation of Project No. 01-DA/TU dated August 10, 2016 of the Provincial Party Committee on building Party cells and developing Party members in blocks and hamlets without Party cells or Party members and blocks, hamlets and hamlets at risk of no longer having Party cells in the period 2016 - 2020; Conclusion No. 189 -KL/TU dated October 16, 2020 of the Provincial Party Standing Committee on continuing to implement the Project on Developing Party members and Party organizations in private enterprises and foreign-invested enterprises in Nghe An province, period 2014 - 2020 (Project No. 5155); reorganize administrative units and overcome limitations and weaknesses pointed out in the 2021 review.

BASIC APPROVAL AND IMPLEMENTATION OF PROGRAMS AND PROJECTSIMPLEMENTATION OF CONGRESS RESOLUTIONS

Up to now, according to the leaders of Tuong Duong District Party Committee, the locality has basically approved and implemented 43/44 contents of the Action Program to implement the Resolution of the District Party Congress; 11 key projects and plans to implement the Resolution of the Provincial Party Congress, term 2020 - 2025.

With the motto"Towards the base", immediately after the Party Congresses at all levels, the District Party Executive Committee, the District Party Committee Standing Committee and the District Party Committee Standing Committee focused on directing departments, branches and localities to strengthen activities towards the grassroots. Over the past 2 years, 331 meetings, working sessions and conferences were organized in the district and 83 working sessions at the grassroots, 9 thematic meetings, to promptly lead and help departments, branches and localities to remove difficulties to ensure the implementation of political tasks.

The focus, synchronization, and determination in leadership and direction of implementation by Party committees and authorities at all levels have helped the district gradually complete the annual targets on socio-economic development set forth by the Resolution of the District Party Congress.

By the first 9 months of 2022, many growth indicators were higher than in previous years, notably all 3 economic sectors had a higher growth rate in production value than the same period in 2021, bringing the total production value up 8.8%; budget revenue in the area increased by 12.9% over the same period. The economic scale of Tuong Duong district is at the top of the 4 districts of the province in the list of 74 poor districts nationwide.

In particular, Tuong Duong has completed connecting 5 villages in Luong Minh and Mai Son communes to the national grid, increasing the number of villages with electricity to 140/146. Up to now, the district continues to maintain 4 communes recognized as meeting the standards.new rural areas, is building Tam Quang commune to meet advanced new rural criteria.

In Party building work, Tuong Duong has actively implemented the policy of arranging commune-level Party secretaries who are not local people. Up to now, they have been arranged in 16/17 commune-level units; 146/146 blocks and villages have local party members and party cells. In particular, from August 2016 to October 31, 2022, 23 local party members have been admitted to 3 party cells at risk of no longer having party cells.

The district has admitted 7 people into the Party, who are cadres, workers, civil servants, and direct production workers in private enterprises after 5 years of implementing Project 5155-DA/TU and 2 years of implementing Conclusion 189-KL/TU.

This mountainous locality in Western Nghe An with the largest natural area at the district level in the country has also completed the merger of 16/16 blocks, hamlets, and villages belonging to 5 administrative units of communes and towns that do not meet the prescribed standards; merged Hoa Binh town into Thach Giam commune, renamed to establish Thach Giam town; completed the consolidation and arrangement of public service units under the district-level People's Committee; merged 12 primary schools into 6 primary schools.

At the meeting, leaders of departments, agencies and branches in the province also made assessments and suggestions on the contents of leadership, direction, implementation of planning, disbursement of public investment capital, as well as Party building work to complete the goals and targets of the Resolution of the District Party Congress for the 2020-2025 term.

Deputy Head of the Provincial Party Committee's Mass Mobilization Commission Phan Thanh Doai acknowledged a number of mass mobilization models that have been effectively deployed in the area, especially the model of protecting aquatic resources; at the same time, he also requested the district to continue to speed up the resolution of administrative boundary issues between Luu Kien commune (Tuong Duong) and Nam Can (Ky Son); synchronously arrange resources in implementing 3 national target programs...

Deputy Head of the Provincial Party Committee's Inspection Commission Nguyen Boi Co suggested that Tuong Duong continue to improve the quality of building annual inspection and supervision programs; in which it is necessary to continue to promote inspection and examination work for cadres, party members, civil servants and public employees on compliance with discipline and administrative discipline.

On that basis, Tuong Duong has developed and issued 43/44 contents of the Action Program to implement the Resolution of the District Party Congress. Deputy Chief of the Provincial Party Committee Office Nguyen Hong Tuan suggested that the district focus on issuing the remaining content in a timely manner; at the same time, assign responsibilities in a clear direction for people and work to implement the above contents, as well as periodically review and evaluate the implementation of programs and projects every year to ensure the quality of implementation.

Deputy Head of the Provincial Party Committee's Organization Board Le Dinh Ly acknowledged the results in implementing the tasks, especially forecasting that 26/29 targets of the Party Congress Resolution for the 2020-2025 term will be achieved and exceeded; however, 3 economic targets are forecasted to be difficult to achieve. Therefore, the district needs to make efforts to focus on leadership and direction to promote the local economy to promote the implementation of these targets, especially the target of average income per capita.

Comrade Nguyen Viet Hung - Director of the Department of Home Affairs suggested that the district focus on administrative reform, especially implementing online public services at levels 3 and 4; coordinate in resolving administrative boundary disputes; coordinate with the province in arranging public assets after the merger; continue to focus on resolving redundant staff at the commune level.

PROMOTING THE SPIRIT OF SOLIDARITY, HIGH POLITICAL DETERMINATION, AND RESOLUTIVE ACTION

Concluding the meeting, Comrade Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee highly appreciated the Tuong Duong Party Committee for its drastic, close, and specific direction in implementing the Resolutions of Party Congresses at all levels through specific projects and programs; socio-economic development movements, ensuring security and defense, and Party building work progressing year by year.

Acknowledging and evaluating the results that the district has achieved in all fields; however, Tuong Duong is still a poor district, the rate of poor households according to the new standards is high (39.18%), in that context, the Deputy Secretary of the Provincial Party Committee requested the Standing Committee of the Tuong Duong District Party Committee to continue to promote the spirit of solidarity, high political determination, and take drastic actions to successfully implement the Resolution of the Congress, especially the leaders must set an example.

At the same time, promote propaganda to arouse the will of self-reliance, self-improvement, and aspiration to rise up among cadres, party members, and people; proactively seek and call for resources to invest in development in the area.

Comrade Hoang Nghia Hieu requested: Tuong Duong needs to regularly review the implementation and supplement solutions, assign implementation of programs and plans to implement the Party Congress Resolution in accordance with the actual situation of each industry and locality; at the same time, promptly report to competent authorities on difficulties and problems in the process of implementing the Resolution to have timely and effective leadership and direction solutions.

Along with that, the Standing Committee of Tuong Duong District Party Committee needs to continue to direct the raising of awareness and responsibility of Party committees, Party organizations, organizations in the political system and the contingent of cadres and Party members in implementing the goals and targets of Project 01, Project No. 5155 according to the Conclusions of the Standing Committee of the Provincial Party Committee.

Develop programs and plans to seriously, resolutely and effectively implement Resolution No. 21-NQ/TW dated June 16, 2022 of the 13th Party Central Committee and the plans of the Politburo of the Provincial Party Standing Committee on "Strengthening the consolidation and building of grassroots party organizations and improving the quality of party members in the new period", contributing to building a truly clean and strong Party and political system; improving the leadership capacity and fighting strength of party organizations to meet the requirements and tasks in the new situation; actively creating sources and helping outstanding masses to be admitted to the Party;...

The Deputy Secretary of Nghe An Provincial Party Committee requested the district to continue focusing on resolving outstanding issues and problems after the merger of organizational apparatus, especially the merger of commune-level administrative units and blocks, hamlets, villages, and schools. Timely implement the arrangement and resolution of policies for cadres, civil servants, public employees, and redundant workers after the rearrangement; have a plan to promptly resolve the remaining material facilities after the rearrangement, avoiding loss and waste. Evaluate the activities of Party committees and socio-political organizations after the merger of commune-level administrative units.
