Speeding up the progress of granting land use rights certificates associated with forest allocation
In Quy Chau area, the issue that voters have continuously reflected and recommended for many years is that the implementation of policies to protect, develop forests and support ethnic minorities according to Decree No. 75/2015/ND-CP has not met the needs.
Information from the District People's Committee shows that there are more than 19,900 hectares of managed protective forests distributed in 7 communes, of which the area approved by the province to enjoy the policy of Decree No. 75/2015/ND-CP, period 2016 - 2020 is more than 5,200 hectares.
However, the area benefiting from the forest protection contract policy under Decree 75/2015/ND-CP is only over 2,600 hectares, with 323 participating households from 16 villages, belonging to 6 communes with protective forests (an average of over 8 hectares/household).

Thus, in reality, the policy has not met the needs of forest protection contracting for people, especially creating conflicts and inadequacies when in the same area, some people benefit and others do not.
In addition to the protective forest policy, Quy Chau district has not yet allocated funding to implement the policy to support forest protection and reforestation according to Decree 75/2015/ND-CP.
In order for people in mountainous areas and ethnic minorities to live off the forest, Chairman of Quy Chau District People's Committee Ngo Duc Thuan suggested that the province should speed up the process of granting certificates of forest land use rights associated with forest allocation so that people can live off the forest.
Another issue that Quy Chau voters are concerned about is the progress of the construction of the Mong village irrigation project, especially the two resettlement areas. Although the construction progress of the resettlement area is being rushed and is expected to be completed before December 2019; however, according to a member of the monitoring delegation of the Provincial People's Council Standing Committee, there are still some areas of acacia plantation that have not been recovered, and the district is requested to focus on resolving this.

Need to detail criteria and standards for teacher rotation
Also at the meeting, the Standing Committee of the Provincial People's Council also requested the District People's Committee to clarify the results of resolving voters' petitions related to investment and upgrading of medical station facilities; management of private medical practice; investment, upgrading and repair of a number of irrigation works, clean water plants and power grid systems in the area; resolving surplus teachers; drug rehabilitation work in the community, etc.
In addition, the monitoring delegation continued to request the district to pay attention to properly handling issues arising in the area and complaints and denunciations from citizens. Vice Chairman of the Provincial People's Council Hoang Viet Duong requested the People's Committee of Quy Chau district to develop and detail criteria and standards for teacher rotation, ensuring publicity, transparency and fairness; to conduct a real and impartial assessment and classification of managers and teachers, in conjunction with doing a good job of ideological work within the team; and to resolve the surplus and shortage of teachers.

The Vice Chairman of the Provincial People's Council also requested the District People's Committee to effectively synthesize, monitor and urge the settlement of voters' petitions and reflections; especially to review and synthesize difficulties in settling voters' petitions to resolve or propose to all levels to resolve, especially those related to mechanisms, policies and resources to resolve urgent petitions and people's livelihood issues.
The locality also needs to promote investment attraction, site clearance for investment projects in the area; promote economic development, improve people's lives...
