In order for the festival to be organized solemnly, safely and economically, the People's Committee of Quy Hop district deployed Plan No. 27 on organizing the Choong Temple Festival - Spring of Ky Hoi 2019 to departments, branches, unions, political and social organizations in the district.
All stages of preparing offerings, facilities for the procession and ensuring security and order, food safety... are assigned specific responsibilities by the Organizing Committee to each member, in which ensuring security and order, safety for visitors and protecting relic sites during the festival is the top priority of the Organizing Committee.

In order to ensure traffic safety, the District Police have deployed plans to guide, divert and regulate traffic, to prevent local congestion on key traffic routes and festival areas.
This year's festival, in addition to the traditional ceremony, Quy Hop district focuses more on the festival so that people can have fun and entertainment.
In particular, Quy Hop district has called for and mobilized more than 4 billion VND from the social sector to build a new Central Palace consisting of 5 compartments made of ironwood, and to renovate the Upper Palace, Am Pa Thai altar, the bridge over Muong Choong stream and the entrances and exits of the temple... to best serve tourists to visit and learn about the indigenous customs and practices of ethnic minorities in Quy Hop.

The Festival includes cultural and artistic exchange activities with traditional folk singing and dancing performances, gong competitions, volleyball and ethnic sports such as crossbow shooting, throwing con, walking on stilts, organizing folk games such as bamboo jumping, carving furrows, swinging, performing traditional costumes, etc.
