Tan Huong used to be the commune with the highest number of disciplined cadres. To improve public service ethics, Tan Ky district established public service inspection teams, each locality, agency, and unit inspected for 4-5 days. The content of the inspection was the implementation of assigned tasks and the level of completed work. If the completion level was 30%, the inspection team would review and gain experience, and if 40% of the work was not completed, disciplinary action would be taken. With the view of raising the awareness of officials and civil servants in performing public duties and limiting petitions and complaints, the district held a disciplinary council meeting every month to consider disciplinary action against officials and civil servants who violated the law, from reprimand to dismissal.

Specifically, recently, the district has disciplined a commune police chief for gambling violations by forcing him to quit his job, reprimanding a commune official for watching gambling; forcing a commune civil servant to quit his job for failing to complete his duties, not following working hours, and reflecting on people's complaints; and reprimanding a commune chairman for lax management of mineral resources.

Correcting manners and manners

With the aim of gradually correcting and innovating the working style and manner of cadres and civil servants from the district to the grassroots level, raising awareness, responsibility and efficiency of assigned professional work, avoiding the situation of civil servants working perfunctorily and formally, Tan Ky district issued instructions on implementing a number of measures to correct the working style, manner, sense of responsibility and public ethics of cadres, civil servants and public employees.

Including regulations: Assigning tasks by slips, and regulations on assigning tasks in 3 steps as follows: First violation: If the assigned task is not completed or completed but not of guaranteed quality, a warning or criticism will be issued; that year the task will not be classified as excellent completion. Second violation: After being criticized or warned for the first time, if the task is not completed, the officer or civil servant will be suspended from work for 5-7 days, then a review will be conducted; that year, the officer or civil servant will not be classified as completing the task. Third violation: After being reviewed, if the task is not completed, the officer or civil servant will continue to be reviewed, considered for disciplinary action, and at the same time, the superior will be proposed to arrange, assign, and transfer work appropriately.

The district also requires cadres and civil servants to develop work schedules and personal work schedules to be proactive and improve the effectiveness of implementing and performing assigned tasks. At the same time, in order to collect more information from the people, Tan Ky District Party Committee has publicly announced the entire list and phone numbers of members of the Standing Committee of the District Party Committee, heads of the Public Security Department and the District Military Command in 269 blocks, hamlets and villages. Every year, the District People's Committee surveys the satisfaction level of people and organizations with the service of the Reception and Results Department. The District People's Committee installs a camera system connecting computers to the Office and the Chairman of the District People's Committee to monitor the working hours of cadres and civil servants as well as ensure security and order in the workplace.

Every year, the People's Committee of Tan Ky district establishes a surprise inspection team to inspect the compliance with discipline and administrative discipline at agencies, units and localities in the district. At the same time, it rotates and transfers cadres with limited professional capacity or those with negative public opinions about their attitude and working style; tightens criteria for evaluating cadres and more drastically transfers cadres and civil servants of communes and towns with weak capacity. In addition to the prescribed positions, the district rotates military commanders and commune police chiefs.

All commune and district-level cadres and civil servants must undergo an annual assessment and grading process. In addition to the assessment from the grassroots level, the district also assigns specialized departments and offices to separately assess the professional capacity of each cadre and civil servant. This practice limits favoritism and eliminates cadres who are reported to have poor capacity but are still rated by the grassroots level as having completed their tasks well.
