Reviewing draft resolutions and reports submitted to the meeting of Nghe An Provincial People's Council

On the morning of June 27, the Legal Committee of Nghe An Provincial People's Council held a meeting to review the draft resolution and report on the legal field, to be submitted to the 21st session of the Provincial People's Council, term XVIII, term 2021 - 2026, scheduled to take place on July 9 and 10, 2024.

Attending the meeting were comrade Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council; representatives of the Provincial Fatherland Front Committee and a number of provincial departments, branches and sectors.

Comrade Pham Thanh Chung - Standing Member, Head of the Legal Committee of the Provincial People's Council chaired the review meeting.

Reviewing 2 draft resolutions

Review the draft resolution regulating the level of expenditure for disseminating and educating the law, standards for legal access and mediation in the province; meeting participants requested the resolution drafting agency, the Department of Justice, to review and supplement to ensure the strictness and logic of the document format.

Some opinions also suggested considering the regulation of maximum expenditure levels according to Circular No. 56/2023 of the Ministry of Finance to ensure compliance with local budget conditions and capabilities, especially at the commune level.

The draft resolution stipulates the expenditure levels for the implementation of legal dissemination and education, legal access standards and mediation in the province, with the applicable subjects being agencies, units, organizations and individuals involved in making estimates, managing, using and settling state budget funds for the implementation of legal dissemination and education, legal access standards and mediation.

The draft also clearly stipulates 13 specific contents and expenditure levels. These include expenses for building and maintaining legal clubs and core groups; expenses to support mediators, activities of grassroots mediation teams, including visiting mediators when they have accidents while performing mediation tasks...

Conducting the review of the draft resolution approving the Project to promote decentralization to the People's Committees at district and commune levels and specialized agencies under the People's Committee of Nghe An province; the meeting participants affirmed that this is a necessary issue, ensuring to improve the effectiveness and efficiency of state management at all levels and sectors.

The principle of decentralization according to the responsibilities and powers of each level is prescribed by law, reducing the number of focal points and levels, promptly resolving and better serving the requirements of organizations, people and businesses.

Decentralization content includes: Provincial People's Committee decentralizes to provincial and district-level departments and branches; provincial departments and branches decentralize to district level in state management of the fields of justice; industry and trade; education and training; construction; traffic and transportation; labor, war invalids and social affairs; agriculture and rural development.

Audit 8 reports

The Legal Committee of the Provincial People's Council also reviewed draft reports of the Provincial People's Committee on administrative reform; the fight against crime and law violations; traffic safety in the first 6 months of the year, and tasks for the last 6 months of 2024.

The issue that the meeting participants were interested in proposed was that the Provincial People's Committee and relevant departments and branches strengthen solutions to combat, prevent and stop high-tech crimes; prevent speeding, reckless driving, and heavy-duty vehicles from circulating on the roads, which pose a potential traffic safety risk; overcome the situation of re-encroachment on traffic safety corridors; step up propaganda, raise awareness and change behavior among all classes of people, not driving after drinking alcohol; overcome "black spots" that pose a potential traffic safety risk...

Reviewing the reports of the Provincial People's Committee on the results of corruption prevention and control and the work of receiving citizens, handling complaints and denunciations of citizens in the first 6 months of the year, and tasks for the last 6 months of 2024; The Provincial People's Council's Legal Committee requested the Provincial People's Committee and the Provincial Inspectorate to strengthen the inspection of the responsibilities of all levels in performing assigned duties and tasks, in order to prevent and limit possible negative incidents.

Along with that, it is necessary to strengthen and improve the effectiveness of propaganda, dissemination and legal education, limit the situation of false accusations and complaints by citizens; at the same time, there are solutions to resolve outstanding and prolonged petitions.

The Provincial People's Council Legal Committee also reviewed the work reports for the first 6 months of the year and the tasks for the last 6 months of 2024 of the People's Procuracy, People's Court and the Provincial Civil Judgment Enforcement Agency.
