(Baonghean.vn) - Avoiding imbalance in the rotation and transfer of cadres is one of the issues raised by members of Inspection Team No. 10 for Thanh Chuong District Party Committee during the working session to review and evaluate the implementation results of the Resolution of the 18th Provincial Party Congress.

The three key contents that Inspection Team No. 10 focused on clarifying were: The results of implementing Project No. 01-DA/TU of the Provincial Party Committee Standing Committee on "Building Party cells, developing Party members in blocks, hamlets, and villages without Party cells, without Party members, and blocks, hamlets, and villages at risk of no longer having Party cells in the period of 2016 - 2020" (Project No. 01); the results of implementing Resolution No. 02-NQ/TU of the Provincial Party Executive Committee on "rotation and transfer of Party members, leaders and managers in the period of 2016 - 2020"; the results of implementing the Project on training and fostering leaders and managers in Nghe An province, period 2012 - 2020.
No more risk of white party cells
From 2016 to the first 6 months of 2019, Thanh Chuong District Party Committee admitted 1,206 party members (exceeding the target set by the Congress Resolution of admitting 250 - 300 party members/year).
Implementing Project No. 01-DA/TU, the district has 506 hamlets, all hamlets have party cells, 6 hamlets are at risk of no longer having party cells. After more than 2 years of implementing the Project, socio-political organizations have introduced 16 outstanding people to attend the Party Awareness Training class, including admitting 10 new party members (in 6 hamlets at risk of no longer having party cells as identified in Plan No. 21-KH/HU). Implementing solutions to overcome the situation of hamlets at risk of no longer having party cells, up to now the district has focused on directing the elimination of 4/6 hamlets at risk of no longer having party cells in the period 2016 - 2020, no new hamlets have arisen.
There are currently two hamlets at risk of no longer having a Party cell. According to the roadmap, these two hamlets will be merged according to the policy of Resolution 6 of the 12th Central Committee. After the merger, there will be no hamlets at risk of no longer having a Party cell.

Regarding the implementation results of Resolution No. 02-NQ/TU of the Provincial Party Committee on "rotation and transfer of Party members, leaders and managers for the period 2016 - 2020", Thanh Chuong has 2 cadres transferred from the province to the locality. From 2015 to present, the Standing Committee of the District Party Committee has also vertically rotated 4 comrades to hold the position of Party Committee Secretary, 2 comrades to hold the position of Commune People's Committee Chairman. Currently, 3 comrades are still performing tasks at the grassroots level.
In addition, from 2016 to now, the district has transferred 9 cadres from Party agencies to government agencies, the Fatherland Front, mass organizations, and socio-political organizations. At the commune level, 40 civil servants have been transferred...

Implementing the Project on training and fostering leaders and managers, the district has sent 48 incumbent and planned comrades to attend advanced classes in centralized and non-centralized political theory; opened 15 elementary and intermediate training classes in political theory and administration for nearly 1,000 party members; coordinated with universities to open training classes in Agricultural Economics, Law, Accounting...; created conditions for 53 cadres to study for master's degrees in many majors, suitable for their job positions. The work of fostering and training cadres has received extensive attention, carried out according to specific job needs.

Clarifying some contents in the work of rotation and training of cadres
Speaking at the working session, members of the inspection team requested Thanh Chuong district to analyze more clearly the implementation of policies for rotated cadres; the age structure of cadres implementing rotation and transfer policies; the quality of cadres before and after rotation; whether the arrangement and placement of rotated cadres is in accordance with the plan...
Regarding the results of the implementation of Project No. 01, the report needs to add some contents such as how many Party cell secretaries are currently hamlet chiefs; the implementation of the Party's leadership principles in areas where hamlet chiefs are not Party members. Delegates also requested a specific analysis of the results of Party membership admission each year; the work of consolidating grassroots political and social organizations, especially in the context of implementing the policy of merging hamlets and communes in the spirit of Resolution 6 of the Central Committee...

Receiving and explaining the issues of concern to the inspection team, the leader of Thanh Chuong District Party Committee said that for the work of rotating and transferring cadres, the district has long applied a number of support policies for those who are rotated. The assessment of the performance of the rotated cadres is entirely based on practical activities at the grassroots level. That is the result of the implementation of leadership, direction, administration, the implementation of political tasks and the building of solidarity of the political system at the grassroots level.
Explaining the fact that 192/506 hamlet chiefs are not party members, the leader of the Thanh Chuong District Party Committee's Organization Board said that most of them are grassroots cadres over 60 years old, whose educational level does not meet the requirements, and some of them have their third or fourth children...
Other opinions also clarified the advantages, difficulties and directions for implementing the three contents proposed by the working group.

Concluding the working session, Chairman of the Provincial Party Committee's Inspection Commission Bui Thanh An highly appreciated the results that Thanh Chuong District Party Committee achieved in the three contents mentioned by the inspection delegation. However, the Chairman of the Provincial Party Committee's Inspection Commission also requested the leaders of Thanh Chuong District to have unity in implementing, reviewing and evaluating the projects more realistically.
The district must define the goal of rotation and mobilization of cadres more clearly; must minimize the shortening of rotation time. The cadre team needs to be arranged in a reasonable and scientific manner; closely coordinate between rotation and mobilization, on that basis, both to avoid imbalance and to avoid being closed and local in the work of arranging cadres.
Regarding the implementation of Project No. 01, the district needs to continue to apply synchronous solutions to effectively implement the policy of admitting party members. In addition, it is necessary to improve and consolidate the role of grassroots political and social organizations to create a core nucleus for the implementation of the Project.
