(Baonghean.vn) - The operating regulations were the main content discussed by the Standing Committee of the 18th Nghe An Provincial People's Council in the morning meeting on July 14.

On the morning of July 14, the Standing Committee of the 18th Nghe An Provincial People's Council held a meeting to listen to and give opinions on a number of issues under its authority. Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council chaired the meeting.

Also attending were comrades: Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Council; Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council; leaders of the Committees and Office of the Provincial People's Council.

ENSURING FLEXIBLE AND EFFECTIVE OPERATION OF THE STANDING COMMITTEE OF THE PROVINCIAL PEOPLE'S COUNCIL

At the meeting, the Standing Committee of the Provincial People's Council listened to and commented on the draft Notice on assignment of tasks and the Operating Regulations of the Standing Committee of the Provincial People's Council, term XVIII, 2021 - 2026.

Regarding this content, comrade Thai Thi An Chung - Member of the Provincial Party Executive Committee, Chief of Office of the National Assembly Delegation and Provincial People's Council said: Previously, the assignment of tasks of the Chairman and Vice Chairmen of the Provincial People's Council was included in the operating regulations of the Standing Committee of the People's Council.

However, in practice, the promulgation of the Regulations on the operation of the Standing Committee of the People's Council must wait for the promulgation of the Regulations on the operation of the Provincial People's Council. While the Regulations on the operation of the Provincial People's Council will be submitted to the Provincial People's Council session, the Regulations on the operation of the Provincial People's Council will be delayed.

Therefore, the Office of the National Assembly Delegation and the Provincial People's Council advises on the direction of issuing a separate document assigning tasks to the Chairman, Vice Chairmen and members of the 18th Provincial People's Council. The Regulations on the operation of the Standing Committee of the 18th Provincial People's Council, term 2021 - 2026, will mainly mention working principles and specific work operation procedures.

The Chief of Office of the National Assembly Delegation and the Provincial People's Council also added: Unlike previous terms, in the 2021 - 2026 term, the Standing Members of the Provincial People's Council are all full-time Heads of the Provincial People's Council Committees, so the Working Regulations of the Standing Committee of the Provincial People's Council are advised in the direction of assigning tasks more clearly to the Standing Members of the Provincial People's Council.

Concluding this content, comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council assessed that these are very important contents because they influence the regular activities of the Standing Committee of the Provincial People's Council.

On that basis, the Chairman of the Provincial People's Council stated his opinion: The notice of assignment of tasks and the Regulations on the operation of the Standing Committee of the Provincial People's Council must be a document that ensures consistency and has content within the scope of operation of the Provincial People's Council.

Besides, the contents of the Notice and Regulations have been clearly stipulated in the law and other relevant Central regulations, so it is not necessary to re-explain them; at the same time, the content must help the operation of the Provincial People's Council Standing Committee to be flexible, effective, and attach responsibility to each person.

Based on the discussion and comments of the delegates attending the meeting, the Chairman of the Provincial People's Council exchanged a number of opinions to ensure the content of the Notice and Regulations are strict, contributing to improving the effectiveness of the Provincial People's Council's operations.

ESTABLISHMENT OF 21 PROVINCIAL COUNCIL DELEGATIONS

At the meeting, the Standing Committee of the Provincial People's Council passed a Resolution on the establishment of Delegation Groups of the 18th Nghe An Provincial People's Council, term 2021 - 2026.

Accordingly, the Standing Committee of the People's Council resolved to establish 21 delegation groups and appoint group leaders and deputy group leaders of the Provincial People's Council delegation groups in 21 districts, cities and towns in Nghe An province.

The Standing Committee of the Provincial People's Council also discussed the list of members of the Committees of the Provincial People's Council, term XVIII, 2021 - 2026. Previously, at the first session, the Provincial People's Council passed a Resolution stipulating the number of members of the Committees: Law, Economy - Budget, Culture - Society and Ethnicity, of the Provincial People's Council, term XVIII, each committee has 7 members.

Vice Chairman of the Provincial People's Council Nguyen Nam Dinh stated that the Provincial People's Council Committees perform the functions of elected representatives such as examination and supervision, therefore, the Provincial People's Council delegates working in the province's executive agencies should not participate as members of the Provincial People's Council Committees; to avoid the situation where delegates perform "two roles": both as executors and supervisors.

Agreeing with the above viewpoint, Vice Chairman of the Provincial People's Council Nguyen Nhu Khoi suggested that with the arrangement of leaders of the Provincial People's Council Committees as full-time Provincial People's Council delegates, the heads of the Provincial People's Council Committees need to promote more responsibility to perform their tasks well.

Concluding this content, Chairman of the People's Council of Nghe An province Thai Thanh Quy agreed with the view that members of the Provincial People's Council Committees are not representatives of the Provincial People's Council from the executive agencies of the province. Therefore, the process of selecting and advising members of the Provincial People's Council Committees to submit to the Standing Committee of the Provincial People's Council, the leaders of the Committees need to consider selecting from agencies and localities, in conjunction with training expertise, fields, work strengths, and practical activities. The point of view is not one-sided, one-sided, but needs to look broadly to select members suitable for the nature and work requirements of the Committees; respect the registration of the delegates.

In previous terms, the leaders of the Provincial People's Council Committees were basically concurrently held by the leaders of some Provincial Party Committee Committees; however, in the 2021-2026 term, the leaders of the 4 Committees: Legal, Economic - Budget, Cultural - Social and Ethnic of the Provincial People's Council are all full-time Provincial People's Council delegates.

Assessing that the arrangement of heads of the Provincial People's Council Committees for the 2021-2026 term is a great revolution, the Chairman of the Provincial People's Council emphasized that this demonstrates the trust of the Provincial Party Standing Committee and the Provincial Party Executive Committee in each individual comrade. Therefore, the Heads of the Provincial People's Council Committees must demonstrate a steadfast and proactive attitude in the process of performing their tasks.
