Thai Hoa Town: Effectiveness from 4 'skills'

(Baonghean) - The 'Clever Mass Mobilization' movement is oriented by Thai Hoa town to focus on the grassroots, associated with the requirements set forth in the socio-economic development process, on the motto of 4 'skills'.

That is the content affirmed by Mr. Pham Quang Toan - Standing Deputy Secretary of the Town Party Committee, Head of the Steering Committee of the emulation movement "Skillful Mass Mobilization" of the town in an interview with Nghe An Newspaper on the occasion of Thai Hoa Town Party Committee organizing the commendation of typical collectives and individuals in the work of "Skillful Mass Mobilization" in the period of 2015 - 2017.

PV:The “Smart Mass Mobilization” movement is extremely important in the process of socio-economic development and ensuring national defense and security. So, how has the town led the implementation of this movement, sir?

Mr. Pham Quang Toan:Recognizing the extremely important nature of "Skilled Mass Mobilization", the Standing Committee of the City Party Committee has focused on directing all levels and sectors to develop plans and direct the building of models and examples in all fields.

We have issued a set of basic criteria to evaluate the typical model activities of "Skilled Mass Mobilization"; as well as assigned members of the Steering Committee of the emulation movement "Skilled Mass Mobilization" of the town to monitor and direct the fields and units.

Up to now, the whole town has 275 models, typical examples of skillful mass mobilization that have been maintained and built, including 18 comprehensive "Skillful Mass Mobilization" models, 94 economic models, 52 cultural and social models, 33 national defense and security models, 60 models of building the political system, 18 models of building new rural areas and civilized urban areas.

In general, the emulation movement of "Skilled Mass Mobilization" in all fields has made an important contribution to political stability, creating consensus in society, consolidating people's trust in the Party, promoting the strength of the great national unity bloc in socio-economic development, ensuring national defense and security, and participating in building a clean and strong Party and government.

PV:So what are the unique features of the "Skilled Civil Affairs" movement in Thai Hoa town, sir?

Mr. Pham Quang Toan:Thai Hoa is a young town in the process of construction and development with many problems. Therefore, the "Smart People's Movement" is oriented to focus on the grassroots, associated with the requirements set forth in the process of socio-economic development such as: site clearance, construction and replication of economic models; implementation of new rural areas, civilized urban areas...

For the system of State agencies, focus on building models to improve the effectiveness of administrative reform, and implement good public ethics for each cadre, civil servant, and public employee...

In short, the "skillful" factor in implementing movements is emphasized according to the motto: "skillful" direction; "skillful" mobilization and persuasion; "skillful" propaganda in movements and campaigns and "skillful" organization and implementation to bring about practical results.

During the implementation process, there have been many effective models and examples in all fields. For example, the model of the association group "Traditional incense production and export" of Ms. Nguyen Thi Thu Hang, Nghia My commune, has an average income of 600 million VND/year, creating regular jobs for 25 workers with an income of 3 million VND/month; "skillful" in mobilizing the construction of cultural agencies and residential areas, typically the Tay Ho I and Quang Tien blocks; the forum "Police listen to people's opinions";...

Party committees at all levels have strengthened innovation in leadership and direction methods; increased going to the grassroots, listening and directing the resolution of legitimate and legal requests of the people; increased contact and dialogue with the people, with the motto "wherever there are problems, there is a Party committee for dialogue".

Every year, the Standing Committee of the City Party Committee organizes meetings and dialogues with cadres working in the mass mobilization sector and local people. In 2016, the Standing Committee of the City Party Committee organized 7 meetings and dialogues with 49 related households.

Authorities at all levels have "skillfully" enhanced education on the sense of responsibility, attitude, style of receiving people, and working style of cadres and civil servants in forms such as: "skillfully" mobilizing land clearance for construction of key projects: Main road project, Hitex Garment Factory, Hieu 2 Bridge...

In particular, all levels have done a good job of propagating and mobilizing people to carry out the emulation movement "Skilled mass mobilization" associated with building new rural areas and civilized urban areas with the motto "people know, people discuss, people do, people decide, people supervise, people benefit" contributing to making Thai Hoa town the first district-level unit of the province to be recognized as meeting new rural standards in 2015.

PV:So, besides the advantages, what are the limitations and what is the solution to have more and more effective "Smart Mass Mobilization" models in the town, sir?

Mr. Pham Quang Toan:We found that one of the limitations is that there are not many typical models and models to be discovered and replicated; and the propaganda work to implement emulation movements is not regular.

The Standing Committee of the City Party Committee is very concerned and concerned with directing the solution of this problem. Therefore, in addition to promoting the achieved results, the Standing Committee of the City Party Committee directs to continue to innovate the content and methods in implementing the "Skilled Mass Mobilization" movement; in the direction that each year each agency, department, branch, Fatherland Front and mass organizations at the town level build 1-2 pilot models, each commune and ward build 3-5 pilot models.

Accordingly, for each field, we have oriented specific models, in which the socio-economic aspect focuses on models of transforming crop and livestock structures; helping each other develop the economy, building green - clean - beautiful residential areas, civilized alleys, etc.

In the field of national defense and security, models are built such as: 3 no's including: "Do not let people wait, do not let people worry, do not cause trouble for people"; "Self-managed inter-family groups";...

In particular, in building the political system, we build models in the direction of continuing to improve the effectiveness of administrative reform and the quality of service to the people of cadres, civil servants and public employees, such as: Model 4 know: "Know how to smile, know how to listen, know how to apologize and know how to thank"; 3 no: "Do not cause trouble or harassment to the people, do not be indifferent to the people's concerns; 3 close: "Close to the people, respect the people, be responsible to the people"; model 3 houses, 4 know: "The State, investors, people, know how to plan, know the purpose and meaning of land acquisition, know the compensation policy, know the rights and obligations"...

On that basis, agencies, units and localities base on the actual situation to build appropriate models and examples.
