Lack of synchronization in administrative reform in Vinh city

Many backlogs are mentioned
The issue that the Chairman of the City People's Council session directed during the group discussion session related to the policy of converting the management, business and exploitation model of markets in the city, was affirmed by Vice Chairman of the City People's Committee Tran Quang Lam: It is currently impossible to do, due to legal issues. For example, Quan Lau market, after 2 and a half years of implementation, the city has "issued" 7 documents asking for opinions from provincial departments and branches, but is currently waiting for changes to Decree No. 02 of the Government in 2003 on market development and management.

One of the issues that was mentioned in many meetings of the City People's Council was the progress of resolving old collective housing areas. Chairman of Ben Thuy Ward People's Committee - Nguyen Xuan Huan stated that there are many old collective housing areas in the ward, including a block with a scale of more than 300 households, of which more than 240 households are in old collective housing areas; the risk of fire and explosion in collective housing areas is high. Therefore, it is recommended that the city strengthen coordination and urging to resolve old collective housing areas, as wards and communes alone cannot do it.

Regarding this issue, Vice Chairman of the City People's Committee Le Sy Chien informed that there are currently 14 old collective housing areas in the city under the project and according to the target of the Resolution of the City Party Congress for the 2020-2025 term, they must be resolved by 2025.
To do so, based on the plan and tasks clearly and specifically assigned by the city; many tasks require wards and communes to focus on, such as collecting documents; extracting and measuring; planning, urban renovation projects; making compensation and site clearance plans...; ensuring that by 2024, old collective housing areas will be resolved.

Some issues regarding the difficult exploitation of revenue from land use rights; urban beautification, including the inadequacy of traffic light systems obscured by trees and urban traffic organization, the management mechanism and use of security camera systems in wards and communes; the management and appraisal of fire prevention equipment in households... were also mentioned by many delegates of the City People's Council and proposed to the City People's Committee for attention.

Besides acknowledging the efforts of the City People's Committee, especially in management and administration, the role of officials and civil servants from the city to the ward and commune levels has clearly changed; many delegates of the City People's Council also pointed out the lack of synchronization in administrative reform work.
Delegate Nguyen Quang Viet - Party Secretary, Chairman of the People's Council of Hung Phuc Ward raised the issue: The city is implementing a project to build a smart city, but the current information technology infrastructure system does not meet the requirements, especially the internet connection is not guaranteed. For example, in Hung Phuc Ward, there are administrative procedures through the national public service that take a long time to wait, sometimes there are simple procedures such as confirmation of marital status; confirmation related to land use of households also have to wait nearly a day because the public service system has not been updated; meanwhile, if done manually, on paper, it is very fast within 5 minutes.
Along with that, the integration, sharing and use of common data is still limited; there are currently very few interconnected agencies.

Also expressing the inadequacies in administrative reform at the ward and commune levels; delegate Phan Thi Phuong Anh - Secretary of the Party Committee of Quan Bau ward said that the funding source for administrative reform at the ward level is difficult, and the old facilities will have to wait until there is a "package" to do it.
Currently, the workload in wards and communes is large, and current cadres and civil servants only have the mindset of doing well the assigned tasks; if cadres and civil servants do not want to think and be creative, administrative reform will be very difficult to be effective. Therefore, the City People's Committee needs to orient and organize training to set out very specific requirements for wards and communes to reform, forcing the establishments to think and do.

Admitting that administrative reform is currently lacking in synchronization, delegate Nguyen Thanh Tung - Head of the Department of Internal Affairs, City People's Committee emphasized: Administrative reform is first and foremost about people, each cadre and civil servant needs to have a sense of responsibility towards work and have a good attitude towards businesses and people in handling work.
The Head of the Department of Home Affairs also clarified that the city's responsibility will continue to research solutions to continue improving the effectiveness of administrative reform; on the part of wards and communes, it is also necessary to proactively research to have good models at the grassroots level for the purpose of well performing political tasks and serving people and businesses well.
