Announcement of the Conclusion of the Chairman of the Provincial People's Committee at the regular meeting of the Provincial People's Committee in November 2022

The Provincial People's Committee listened to and commented on the following contents: Report on the implementation results of the Notice of Conclusion of the Chairman and Vice Chairmen of the Provincial People's Committee at the regular meeting of the Provincial People's Committee in October, thematic working sessions in October 2022; Report on the implementation of the tasks of the Working Group according to Decision No. 2416/QD-UBND of the Provincial People's Committee and contents under its authority.

After listening to reports from departments, branches and discussions at the meeting, Chairman of the Provincial People's Committee Nguyen Duc Trung concluded as follows:

I. Socio-economic situation in 2022, key tasks and solutions for December 2022

1. Results achieved

- In 2022, the domestic socio-economic situation will face many difficulties, especially the strong fluctuations in prices of raw materials and input materials, affecting many industries and fields; meanwhile, epidemics, natural disasters, storms and floods will develop complicatedly, causing difficulties and damage to production, business and people's lives. However, the socio-economic results in the province will continue to have positive changes, including:

+ The direction and management of the Provincial People's Committee has been carried out resolutely, strongly, with focus and key points, enhancing the responsibility of the leaders to ensure compliance with the provisions of the law. Results have been achieved in many aspects, especially in the management of the socio-economic sector.

+ The growth rate of the province's gross regional domestic product (GRDP) in 2022 is estimated at 9.05%; of which, the agriculture, forestry and fishery sector is estimated to increase by 4.77%; the industry - construction sector is estimated to increase by 10.68%; the service sector is estimated to increase by 10.78%; product taxes minus product subsidies are estimated to increase by 3.08%.

+ State budget revenue is estimated at VND 20,350 billion, up 35.7% compared to the estimate and equal to 101.8% compared to 2021; of which, domestic revenue is estimated at VND 19,000 billion, revenue from import and export activities is estimated at VND 1,350 billion.

+ Total import and export turnover is estimated at 3.68 billion USD, of which export turnover is estimated at 2.49 billion USD, up 2.55% compared to 2021.

+ Regarding investment attraction: As of November 15, 2022, the total newly granted and adjusted capital was 41,614 trillion VND, an increase of 50.91% over the same period in 2021. Notably, in 2022, for the first time, Nghe An province was among the top 10 localities attracting the largest FDI investment in the country.

+ The work of building new rural areas continues to receive attention and direction. It is expected that in the year, there will be 10 more communes meeting new rural standards, 22 communes meeting advanced new rural standards, 4 communes meeting model new rural standards; 2 districts of Do Luong and Dien Chau are completing documents to submit to the Central Government for appraisal of districts meeting new rural standards.

- Cultural and social fields continue to receive attention and direction. Good control of epidemics, especially the prevention and control of Covid-19 and dengue fever. Medical examination, treatment and health care for people are ensured. Comprehensive education quality is gradually improved; in which, the results of the high school graduation exam: Nghe An ranked 20th, up 14 places compared to 2021. Social security work is carried out promptly; activities to care for policy beneficiaries, the poor, and workers are carefully implemented; jobs are created for over 45,000 people, an increase of 11.7% compared to 2021. Many major cultural activities and events are organized such as: A series of activities to celebrate the 132nd birthday of President Ho Chi Minh, the 120th birthday of comrade Le Hong Phong, the 120th birthday of comrade Phan Dang Luu; The program "Immortal epic" in Anh Son district; “Truong Bon - Legendary epic”;...

- Complete the appraisal of the Provincial Planning for the period 2021-2030, with a vision to 2050.

- Complete the contents submitted to the Central Steering Committee to serve the summary of 10 years of implementing Resolution No. 26-NQ/TW dated July 30, 2013 of the Politburo.

- National defense and security continue to be firmly consolidated, social order and safety are ensured; foreign affairs are effectively implemented.

2. Difficulties and limitations

- The epidemic situation still poses potential risks; prices of raw materials and input materials fluctuate strongly, interest rates increase, while natural disasters and floods are complicated, causing many difficulties and damages to production, business activities and people's lives.

- The disbursement rate of public investment capital is low, especially foreign capital. The progress of assigning capital plans for National Target Programs is still slow.

- The implementation of procedures for two strategic infrastructure projects: Cua Lo Deep Water Port Project and Vinh International Airport Project has not met the set progress.

- Administrative reform and improvement of the investment and business environment, although strongly directed, have not met the set requirements. Coordination between departments and branches is still inadequate; advisory work is still unclear. The results of digital transformation are low.

3. Key tasks and solutions for December 2022

3.1.All levels, sectors and localities continue to focus on promoting economic recovery and development; closely follow the growth scenario to manage, strive to complete and achieve the highest results of the set goals, targets and plans.

- Department of Planning and Investment:

+ Preside and coordinate with sectors, localities, and consulting units to review the report on acceptance, explain the opinions of the Appraisal Council and complete the planning dossier of Nghe An province for the period 2021-2030, with a vision to 2050.

+ Advise on developing an Action Program to implement Resolution No. 26-NQ/TW dated November 3, 2022 of the Politburo on socio-economic development and ensuring national defense and security in the North Central and Central Coast regions to 2030, with a vision to 2045.

- Department of Industry and Trade:

+ Monitor supply-demand, market, and price developments; proactively implement market and price stabilization programs; especially developments in the gasoline and oil markets.

+ Coordinate with the Market Management Department to inspect, check and strictly handle smuggled and counterfeit goods, not causing instability in the market and prices of essential goods, especially ensuring goods for the Lunar New Year.

- Department of Agriculture and Rural Development:

+ Continue to focus on directing and promoting agricultural production and especially overcoming the consequences of floods. Closely monitor weather, natural disasters, and plant and animal diseases. Proactively direct and guide localities to promptly deploy appropriate and effective solutions to ensure adequate food supplies, especially in the last months of the year and during the Lunar New Year.

+ Resolutely implement the assignment of plans and disbursement of public investment capital, including the National Target Program on new rural construction. Focus on directing localities to promptly complete the criteria for new rural construction according to the set plan.

3.2. Focus on and resolutely implement solutions to promote disbursement of public investment capital in 2022.

- Departments, branches, localities, project management boards and investors continue to focus on directing the acceleration of construction progress, ensuring disbursement completion according to the committed plan, striving to complete the disbursement plan in 2022.

- The Department of Labor, War Invalids and Social Affairs, the Department of Agriculture and Rural Development, and the Provincial Ethnic Minorities Committee shall preside over and coordinate with the Department of Planning and Investment to focus on implementing the National Target Programs to achieve the set efficiency and progress.

- Speed ​​up the completion of investment procedures for new projects expected to start construction in the 2023 public investment plan.

3.3. The Department of Finance continues to advise on effective management of the State budget; review revenues in the last month of the year to achieve the best results. Review expenditures that are not really necessary to ensure resources for epidemic prevention and control, overcoming the consequences of natural disasters and other urgent tasks.

3.4. Effectively implement tasks in the cultural and social fields, continuing to focus on ensuring social security.

- The Department of Labor, War Invalids and Social Affairs continues to effectively implement social security policies. Coordinate with relevant agencies and units to direct and guide localities to prepare conditions to support people with meritorious services, social protection beneficiaries, the poor, etc.

- Department of Culture and Sports:

+ Advise on organizing the ceremony to honor and celebrate the 250th birth anniversary and 200th death anniversary of Poet Ho Xuan Huong.

+ Develop a plan to organize activities to celebrate the Party, celebrate the Spring of Quy Mao 2023 and other thoughtful and meaningful New Year activities.

- Department of Health:

+ Continue to closely monitor the developments of the Covid-19 epidemic and other possible epidemics.

+ Continue to strengthen vaccination for people, especially preschool children and primary school students.

+ Strengthen food safety and hygiene, especially before, during and after Tet.

3.5. On State management.

- Review and complete the contents submitted to the Provincial Party Standing Committee, the Provincial Party Executive Committee, especially the contents submitted to the Provincial People's Council meeting at the end of the year.

- Continue to seriously implement Plan No. 771/KH-UBND dated November 7, 2022 of the Provincial People's Committee on implementing a number of key tasks of Project 06 of the Government in Nghe An province.

3.6. Sectors and localities strengthen security and order before, during and after Tet; in particular, pay attention to strengthening patrols, controls, ensuring traffic order and safety; preventing and fighting fires and explosions; strictly implementing regulations on management and use of fireworks and explosives.

II. Socio-economic development plan for 2023

It is forecasted that 2023 will have many difficulties and challenges; inflationary pressure, rising interest rates, epidemics, natural disasters, droughts, storms and floods will develop abnormally, affecting production, business and people's lives.

- Regarding the 2023 socio-economic development plan: Agree with the main targets for 2023 in the 2022 socio-economic situation report and the 2023 socio-economic development plan prepared by the Department of Planning and Investment. In addition, departments, branches and localities need to focus on the following key tasks and solutions:

+ Coordinate with the Central Economic Committee to summarize 10 years of implementing Resolution No. 26-NQ/TW dated July 30, 2013 of the Politburo and submit to the Politburo to issue a Resolution on the direction and tasks for the development of Nghe An province to 2030, with a vision to 2045.

+ Develop a project to expand the administrative boundaries and urban space of Vinh city.

+ Resolutely and synchronously implement solutions to promote disbursement of public investment capital, socio-economic recovery and development programs, and 3 National Target Programs.

+ Especially focus on promoting administrative reform; strengthen coordination between sectors to achieve the highest efficiency in management and work handling.

III. Contents under the authority of the Provincial People's Committee

1. Report on reviewing the direction and administration of the Provincial People's Committee in 2022 and tasks in 2023

The Provincial People's Committee unanimously approved the Draft Report prepared by the Provincial People's Committee Office. The Provincial People's Committee Office was assigned to continue completing the draft and advise the Provincial People's Committee to submit it to the Provincial People's Council according to regulations.

2. Report on socio-economic performance in 2022, socio-economic development plan for 2023

The Provincial People's Committee unanimously approved the Draft Report prepared by the Department of Planning and Investment. The Provincial People's Committee Office was assigned to coordinate with the Department of Planning and Investment to complete the draft, advise the Provincial People's Committee Party Committee to report to the Provincial Party Committee Standing Committee and advise the Provincial People's Committee to submit to the Provincial People's Council according to regulations.

3. Draft Resolution of the Provincial People's Council on the socio-economic development plan for 2023

The Provincial People's Committee unanimously approved the Draft Resolution prepared by the Department of Planning and Investment. The Provincial People's Committee Office was assigned to coordinate with the Department of Planning and Investment to complete the draft and advise the Provincial People's Committee to submit it to the Provincial People's Council according to regulations.

4. Report on the implementation of the public investment plan in 2022 and the expected public investment plan in 2023 and the Draft Resolution of the Provincial People's Council on the public investment plan in 2023.

The Provincial People's Committee unanimously approved the Draft Report and Draft Resolution prepared by the Department of Planning and Investment. The Provincial People's Committee Office was assigned to coordinate with the Department of Planning and Investment to complete the draft, advise the Provincial People's Committee Party Committee to report to the Provincial Party Committee Standing Committee and advise the Provincial People's Committee to submit to the Provincial People's Council according to regulations.

5. Report on the assessment of the implementation of the State budget in 2022 and the State budget estimate in 2023; Draft Resolution of the Provincial People's Council approving the State budget revenue estimate in the area, local budget expenditure and local budget allocation plan in 2023.

6. Draft Resolution of the Provincial People's Council on supplementing and adjusting Article 6 of the Regulations on decentralization of State budget revenue sources, local budget expenditure tasks and the percentage of revenue sharing between budgets of local authorities at all levels in Nghe An province, period 2022-2025.

The Provincial People's Committee unanimously approved the Draft Resolution prepared by the Department of Finance. The Provincial People's Committee Office was assigned to coordinate with the Department of Finance to complete the draft and advise the Provincial People's Committee to submit it to the Provincial People's Council according to regulations.

7. Draft Resolution of the Provincial People's Council on the percentage of land use fee revenue from projects with land use fee collection for the provincial budget to create capital for compensation, support for site clearance of Vinh International Airport Project and investment in construction of an access bridge connecting National Highway 7C with Cua Lo Deepwater Port.

The Provincial People's Committee unanimously approved the Draft Resolution prepared by the Department of Finance. The Provincial People's Committee Office was assigned to coordinate with the Department of Finance to complete the draft and advise the Provincial People's Committee to submit it to the Provincial People's Council according to regulations.

8. Report on the 3-year State budget financial plan (2023-2025).

The Provincial People's Committee unanimously approved the Draft Report prepared by the Department of Finance. The Provincial People's Committee Office was assigned to coordinate with the Department of Finance to complete the draft and advise the Provincial People's Committee to submit it to the Provincial People's Council according to regulations.

9. Draft Decision on promulgating land price adjustment coefficients in 2023 in the province.

The Provincial People's Committee unanimously approved the Draft Decision prepared by the Department of Finance. The Provincial People's Committee Office was assigned to coordinate with the Department of Finance to complete the draft and advise the Provincial People's Committee to submit it to the Provincial People's Council according to regulations.

10. Report on the implementation of the National Target Program on socio-economic development in ethnic minority and mountainous areas in 2022, tasks for 2023.

The Provincial People's Committee unanimously approved the Draft Report prepared by the Provincial Ethnic Committee. The Provincial Ethnic Committee was assigned to coordinate with the Provincial People's Committee Office to complete the draft and advise the Provincial People's Committee to submit it to the Provincial People's Council according to regulations.

11. Report on the implementation results of the National Target Program on New Rural Construction in 2022 and tasks for 2023.

The Provincial People's Committee unanimously approved the Draft Report prepared by the Department of Agriculture and Rural Development. The Provincial People's Committee Office was assigned to coordinate with the Department of Agriculture and Rural Development to complete the draft, advise the Provincial People's Committee to issue it and send it to the Provincial People's Council according to regulations.

12. Draft Resolution of the Provincial People's Council on the policy of converting forest use to other purposes to implement projects and works in the province.

The Provincial People's Committee unanimously approved the Draft Resolution prepared by the Department of Agriculture and Rural Development. The Department of Agriculture and Rural Development was assigned to coordinate with the Provincial People's Committee Office to complete the draft and advise the Provincial People's Committee to submit it to the Provincial People's Council according to regulations.

13. Add a list to the Draft Resolution of the Provincial People's Council on changing the purpose of using rice-growing land, protective forest land, and special-use forest land to implement works and projects in the province.

The Provincial People's Committee agrees in principle to supplement the list as proposed by the Department of Natural Resources and Environment. The Department of Natural Resources and Environment is assigned to coordinate with the Provincial People's Committee Office to complete the draft and advise the Provincial People's Committee to submit it to the Provincial People's Council according to regulations.

14. Add the list to the Draft Resolution of the Provincial People's Council approving the land recovery policy according to the provisions of Clause 3, Article 62 of the Land Law for implementation in the province.

The Provincial People's Committee agrees in principle to supplement the list as proposed by the Department of Natural Resources and Environment. The Department of Natural Resources and Environment is assigned to coordinate with the Provincial People's Committee Office to complete the draft and advise the Provincial People's Committee to submit it to the Provincial People's Council according to regulations.

15. Draft Decision on authorization to grant Certificates of land use rights, house ownership rights and other assets attached to land.

The Provincial People's Committee unanimously approved the Draft Decision prepared by the Department of Natural Resources and Environment. 16. Report on foreign affairs results in 2022, directions and tasks in 2023.

17. Foreign affairs program in 2023

The Provincial People's Committee unanimously approved the Draft Program prepared by the Department of Foreign Affairs. The Provincial People's Committee Office was assigned to coordinate with the Department of Foreign Affairs to complete the draft and advise the Provincial People's Committee to promulgate it.

18. Draft Decision replacing Decision No. 36/2017/QD-UBND dated March 16, 2017 of the Provincial People's Committee regulating the assignment and decentralization of construction planning management in the province.

The Provincial People's Committee unanimously approved the Draft Decision prepared by the Department of Construction. The Department of Construction was assigned to coordinate with the Provincial People's Committee Office to complete the draft and advise the Provincial People's Committee to decide.

19. Project on developing supporting industries in Nghe An province to 2025, with a vision to 2030

The Provincial People's Committee unanimously approved the Draft Project prepared by the Department of Industry and Trade. The Department of Industry and Trade was assigned to coordinate with the Provincial People's Committee Office to complete the draft and advise the Provincial People's Committee to decide.

20. Project on developing high-tech agriculture associated with processing and consumption in Yen Thanh district until 2025, with a vision to 2030

The Provincial People's Committee unanimously approved the content of the Draft Project prepared by the Yen Thanh District People's Committee. The Yen Thanh District People's Committee was assigned to coordinate with relevant agencies and units to receive comments at the meeting, complete the draft, submit it to competent authorities for consideration and approval of the proposed policy contents in the project and advise the Provincial People's Committee to decide.

21. Project to build Yen Thanh district to meet advanced new rural standards by 2025 and orientation to build a model new rural district by 2030

The Provincial People's Committee unanimously approved the content of the Draft Project prepared by the Yen Thanh District People's Committee. The Yen Thanh District People's Committee was assigned to coordinate with relevant agencies and units to submit to competent authorities for consideration and approval of the proposed policy contents in the project and advise the Provincial People's Committee to decide.
