Prime Minister: Timely and thoroughly handle and resolve business problems
(Baonghean.vn) - Prime Minister Pham Minh Chinh requested ministries, branches and localities to review the difficulties and obstacles of enterprises and have plans to handle and resolve them promptly, effectively and thoroughly. For enterprises, it is necessary to proactively innovate production models, restructure associated with digital transformation, innovation and creativity to find opportunities in challenges.
On the morning of August 11, the Government held a national online conference between the Prime Minister and businesses with the theme "Proactive adaptation, rapid recovery and sustainable development".
At Nghe An bridge, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired. Attending were leaders of departments, branches, sectors and leaders of the Provincial Business Association; representatives of 20 typical enterprises in the province.

BUSINESS RECOVERY AND STRONG DEVELOPMENT
Opening the conference, the Prime Minister shared the difficulties and challenges that businesses have encountered in recent times; thanked businesses for their positive and important contributions to the prevention and control of the Covid-19 pandemic, demonstrating a high level of social responsibility during times when the country faced difficulties and challenges; and congratulated businesses for overcoming difficulties and achieving many commendable results.
Based on identifying opportunities and challenges, the Government and the Prime Minister wish to listen to the sharing, proposals and initiatives of the business community and associations to jointly remove difficulties and overcome bottlenecks in policy implementation; at the same time, offer additional solutions in the spirit of "harmonizing benefits and sharing risks"; contributing to the general socio-economic development, improving the material and spiritual life of the people, and developing businesses in the right direction, healthily and sustainably.

Reporting at the Conference, Minister of Planning and Investment Nguyen Chi Dung said that under the correct leadership of the Party, the support of the National Assembly, the Government and the Prime Minister have directed and operated resolutely, consistently and promptly ministries, branches and localities to implement many policies and solutions to maintain macroeconomic stability, control inflation; and actively support businesses to recover and develop.
Thanks to the control of the epidemic, maintaining macroeconomic stability, along with the efforts to overcome difficulties, the spirit of innovation and proactive adaptation of the business community, the business sector has recently shown many signs of recovery.
By the end of July 2022, the country had about 871,000 operating enterprises generating taxes, an increase of nearly 13% compared to 2019. Of which, enterprises in the fields of agriculture, forestry and fisheries accounted for 1.4%; in the fields of industry and construction accounted for 31.2% and in the service sector accounted for 67.4%.

The Minister of Planning and Investment also said that the number of enterprises entering and returning to the market and the amount of additional registered capital increased sharply with 13,000 enterprises, up 26.8% over the same period in 2021, 1.4 times higher than the number of enterprises withdrawing from the market; In terms of scale, the total registered capital added to the economy in the first 7 months of 2022 reached over 3.3 million billion VND.
According to reports from business associations and industries, the business market, especially the domestic market in some industries, has recovered by 75-85% compared to the period before the Covid-19 pandemic. Revenue in the first two quarters of 2022 increased sharply compared to the same period last year, and some industries were even higher than the same period before the pandemic.
The domestic tourism and air transport markets recovered by nearly 100% and 85% respectively, especially booming in the second quarter of this year. Export turnover continued to increase strongly, estimated at 216.35 billion USD in 7 months, continuing to be a bright spot, contributing positively to economic growth. Business investment confidence continued to be strengthened and trended positively.

However, comrade Nguyen Chi Dung also said that businesses are facing many difficulties and challenges. To support businesses to proactively adapt, recover quickly and develop sustainably, the Ministry of Planning and Investment proposed a number of viewpoints and 8 groups of key tasks and solutions. Of which, there are 4 groups of tasks and solutions that need to be implemented immediately, and 4 groups of tasks and solutions that are long-term.
At the conference, leaders of associations, business associations, and enterprises thanked the Government and the Prime Minister for having many policies to support and remove difficulties for businesses to recover after the pandemic; at the same time, they raised difficulties and obstacles and hoped that the Government and the Prime Minister would have solutions to remove and resolve bottlenecks and continue to propose policies to support businesses to overcome difficulties in the coming time.
Over the past 2 years, Nghe An has actively implemented many policies to support businesses entering the market; cut taxes, fees, and charges with more than 638 billion VND; support credit; support technological innovation, application of scientific and technological advances; support production recovery, business, circulation of goods, promote exports; support labor with 767 workers, amounting to 1.14 billion VND.
THE GOVERNMENT WILL CONTINUE TO ACCOMPANY BUSINESS DEVELOPMENT
Concluding the conference, Prime Minister Pham Minh Chinh emphasized that in the first 7 months of 2022, we have achieved quite comprehensive results in all fields, including the positive contributions of enterprises. On behalf of the Government, the Prime Minister highly appreciated and thanked enterprises, and shared the difficulties and losses of enterprises over the past 2 years and at the present time, difficulties are also surrounding enterprises.

The Prime Minister also hopes and believes that businesses will unite, be of one mind, and be determined to overcome difficulties to continue developing; the business community will continue to share the hardships and difficulties with the people and the country to overcome current difficulties. Contribute with the Party, State and People to build an independent, self-reliant economy, proactively and actively integrate deeply and effectively into the international community, contributing to the country's strong and prosperous development, improving the material and spiritual life of the people as set out by the 13th National Party Congress.
Pointing out the difficulties that businesses are facing, Prime Minister Pham Minh Chinh emphasized that the Government will continue to accompany businesses on central goals such as stabilizing the macro economy, controlling inflation, promoting growth, ensuring major balances, and promoting the strong development of safe, healthy, sustainable, and transparent markets such as the capital and labor markets.

The Head of Government requested ministries, departments, branches and localities to continue to improve the business investment environment, enhance strong competitiveness, digital transformation and administrative reform. Maintain political stability, ensure social safety and order, ensure security and safety for people so that businesses can feel secure in production, business, expand markets and ensure jobs for people.
Ministries, sectors and localities must comprehensively review the difficulties and obstacles of enterprises and have plans to promptly, effectively and thoroughly handle and resolve them. Promote the disbursement of all types of public investment capital, thereby activating social resources, including those of enterprises. Ministries and sectors must do a good job of forecasting the situation, promptly informing, helping enterprises expand their markets and innovate production technology.

The Prime Minister also requested ministries and branches to urgently study, review and remove legal obstacles in production and business. Continue to study policies related to enterprises such as reducing gasoline and oil prices, expanding raw material areas, trying to promote domestic production and reduce imports. Synchronously and effectively implement the work of preventing and fighting the Covid-19 epidemic according to Resolution 38 of the Government, focusing first on vaccination.
Promote the connection between labor supply and demand, training, retraining, and improving the quality of human resources for the market. Promote planning and investment in building economic and social infrastructure to improve the capacity and competitiveness of the economy. Reform institutions, simplify procedures, create the most favorable conditions, and combat harassment and petty corruption in handling procedures for businesses.
The Prime Minister also requested that business associations promote their role in supporting members, promoting connection activities, and helping businesses overcome difficulties together. Proactively innovate production models, restructure businesses, combine digital transformation, innovation and creativity to find opportunities in challenges, turn around and adapt, improve productivity, quality and competitiveness of each business; invest more in technology, focus on high quality, and create more favorable conditions for workers.
