Implementing Resolution 26 of the Politburo: Building a model new rural district associated with tourism development in Nam Dan
(Baonghean.vn) - Being the hometown of President Ho Chi Minh with the Kim Lien National Special Historical Relic Site, Nam Dan is piloting the construction of a model new rural district in the direction of developing culture associated with tourism. From here, Nam Dan is expected to join Cua Lo and Vinh city to form a triangle connecting tourism development in the province.
Model new rural district
On July 30, 2013, the Politburo issued Resolution 26 on the direction and tasks for the development of Nghe An province until 2020, which clearly stated the completion of the planning of the historical and cultural relic system in the province; accelerating the progress of the project to preserve, restore and promote the value of the Kim Lien Historical and Cultural Relic Site, the Memorial Site of the late General Secretary Le Hong Phong and a number of other typical historical and cultural relics associated with tourism development. Exploiting and promoting traditional cultural values and promoting the task of building new rural areas.
As a special locality, chosen to build a model new rural district, all levels and sectors and Nam Dan have made efforts to carry out political tasks.
By 2017, the Provincial Party Standing Committee also issued Resolution No. 07 on the direction and tasks of Nam Dan district's development until 2025, with a vision to 2030, thereby opening up opportunities for Nam Dan district to develop comprehensively in all economic and social fields.
In nearly 10 years of implementing Resolution 26, the total production value in Nam Dan district from 2013 to 2022 increased by an average of 8.24%. Of which: Agriculture - forestry - fishery increased by an average of 4.3%, industry - construction increased by 10.87%, services increased by 8.74%. Average income per capita increased from 23.5 million VND/year in 2013, to an estimated 60 million VND/person/year by 2022.

Currently, Nam Dan district has alsoComplete planning of 4 industrial clusters, and attracted 5 large investment projects to the locality. Every year, industrial establishments in the area contribute about 600 - 626 billion VND to the provincial budget, creating regular jobs for more than 6,500 workers.
At the beginning of 2019, the Prime Minister approved the pilot project "Building Nam Dan district, Nghe An province to become a model new rural district in the direction of cultural development associated with tourism, period 2018-2025".

At the end of 2020, the Provincial People's Council also issued Resolution No. 21 stipulating a number of specific mechanisms and policies to support Nam Dan district in socio-economic development in the 2021-2025 period, in which the district enjoys 100% of land use fees; annually supports Nam Dan district with 3,000 tons of cement to upgrade and build rural roads in addition to the general cement support mechanism for new rural construction in the province. Not to mention, every year, the Provincial People's Committee also allocates a budget to support Nam Dan district from 15-20 billion VND to invest in building infrastructure works in the district...
Mr. Nguyen Dinh The - Head of the Department of Agriculture and Rural Development of Nam Dan district said: After 3 years of implementing the construction of a model new rural district, Nam Dan has so far mobilized 2,059.6 billion VND, including the central budget, provincial budget, district and commune budget and capital combined from programs, projects, socialized capital, credit capital, mobilized from the community. In addition, the district also mobilized people to voluntarily donate 30,431 m2land, demolition 10,111 m2fence and contributed more than 50,240 man-days to its construction.

Currently, there are 5 communes recognized as meeting advanced new rural standards: Kim Lien, Nam Nghia, Nam Anh, Nam Giang, Nam Cat. Particularly,Kim Lien communehas met the model new rural standards.
Connecting the tourist triangle Nam Dan - Cua Lo - Vinh
Located not far from the Cua Lo beach tourism center and Vinh city, Nam Dan after constructing a model new rural district is assessed to have many advantages to attract tourists. Currently, in addition to the road to Uncle Ho's paternal and maternal hometowns; the lotus pond landscape project of the Cooperative with Uncle Ho in Kim Lien, many historical, cultural and revolutionary relics in Nam Dan district have also been preserved and restored.
The planning for the conservation, restoration and promotion of the value of the special national relic, the President Ho Chi Minh Memorial Site in Kim Lien, has also been completed. In addition, a number of works such as Chung Son Temple, King Mai Relic Site; Phan Boi Chau Relic Site, Le Hong Son Memorial House, etc. have also been completed and opened to visitors.

In addition, the locality has also actively coordinated and created favorable conditions for investors to carry out investment procedures for the project of building a parking lot for the origin tourism center in Kim Lien commune; building Vua Mai boat dock. This will be the basis for building many attractive destinations and tourism products for Nam Dan in the coming time. In recent times, in addition to the Kim Lien National Special Historical Site, a number of community tourism models and rural experiences have been formed in the area, operating quite effectively in the communes of Nam Giang, Nam Nghia, Nam Anh, etc.

Regarding the issue of tourism development linkage between the three localities of Nam Dan - Vinh - Cua Lo, currently, tourist attractions are being built and upgraded, and the transport infrastructure connecting the tourist attractions is being invested in, which has greatly contributed to connecting these three locations together in a short time.
To help tourists have more experiences and enjoy many specialties of Nam Dan, up to now, this locality has had 47 products achieving OCOP in 12 communes and towns. There are 9 products achieving 4 stars and 38 products achieving 3 stars, of which, 11 products have been registered for trading on e-commerce platforms, serving tourists' needs well...
Not to mention with the support of JICA (Japan), Nam Dan Tourism Information Center in Uncle Ho's hometown has been built. This will help tourists understand more and know more about Nam Dan's attractive tourism products when visiting Kim Lien.
Ms. Tran Thi Hien - Standing Deputy Secretary of Nam Dan District Party Committee assessed that the implementation of Resolution 26 and the results achieved by the locality were relatively comprehensive. In addition to shifting the economic structure in the right direction, Nam Dan is the first district in the province to meet the new rural standards 3 years ahead of schedule, and was selected by the Government to pilot the construction of a model new rural district in the direction of developing culture associated with tourism.
However, Ms. Hien also admitted that Nam Dan is still a district that is not strong in economic development, most people have not changed their habits, style, and behavior from working and agricultural production to services and tourism.
"To effectively implement Resolution 26, the district also proposed to prioritize capital allocation for rural traffic works, cultural, educational and medical works to soon reach the finish line of a model new rural district. At the same time, there is a mechanism to regulate 10-15% of taxes collected from factories in the area so that the district can be proactive in investing in welfare works, schools, ensuring security and order for the area where the factory is located" - Ms. Tran Thi Hien added.
